Reference: D52816

Decision Maker: Director of Resources

Is Key decision?: Yes

Is subject to call in?: Yes

Purpose:

Approval is requested to call off from an approved and compliant Framework to award a contract commencing April 2021 for a Managed Store solution to supply materials and undertake van stocks to support LBS directly delivered Housing and non-Housing responsive repairs and maintenance works

This contract will run for 18 months as an interim arrangement and will enable LBS to continue to deliver works to the housing and non-housing estate, through procuring materials compliantly as well as providing an adequate timeframe to carry out a detailed options appraisal for the long term sustainable solution for materials provision, and to undertake a UK compliant procurement exercise to award a contract which will be established from 1st September 2022 onwards for both Housing and the Civic Estate Stores contract.

Decision:

The Director of Resources & Housing has approved an award through the Central Housing Investment Consortium Merchants framework to Wolseley UK Limited for a term of 18 months with a provision to extend for up to a further 6 months with a planned start date of 1st April 2021. The estimated value of this service is expected to be approximately £10,000,000 per annum, with an 18 month contract totalling £15,000,000 increasing to a total potential contract value of £20,000,000 if provisions to extend the agreement up to 24 months are used.
