Purpose:

Brief Description

Adults and Health is seeking a waiver to Contract Procedure Rules 9.1 and 9.2 to enter into a 12 month plus 6 months interim contract with Leeds Hearing and Sight Loss Service (LHSLS).

Approval is sought to complete a service review, specification revision and undertake a procurement exercise with a six-month mobilisation period commencing 1st April 2022.

Impact On Wards

The waiver will enable the Service Provider to deliver a range of different interventions according to need for people who have sensory impairments that includes people who are Deaf, Deafened, Hard of Hearing, Blind visually impaired or have dual sensory loss.

Financial and procurement implications

The requested financial envelope follows a 10% financial saving. A request is being made to waive CPRs 9.1, 9.2 to enter into an interim contract.  The contract value for 12 months is £905.230. The value for the proposed 12-month + 6 months period is £1,357.845 

Partnership working

NHS Leeds CCG financially contributes towards the ECLO (Eye Care Liaison Officer) post and the Hearing aid repair service.  They will be consulted on the tender documentation including the service specification.

 

Decision:

The Director of Adults and Health approved the modification of the contract for Leeds Sensory Impairment Support Service with BID Services under the provision available in the Public Contracts Regulations 2015, Reg 72(1)(c). The modified contract period will start on 1st April 2022 for 12-months with an option to extend up to 6-months (contingency plan) from 1st April 2023 to 30th September 2023 at a total cost of £1,357,845.00.
