There were no late items.  A revised report was submitted for Agenda Item 9 – Get Set Leeds – Making Leeds a More Active City and an additional funding request was submitted for Agenda Item 11 – Outer South Community Committee Finance Report.

To disclose or draw attention to any disclosable pecuniary interests for the purposes of Section 31 of the Localism Act 2011 and paragraphs 13-16 of the Members’ Code of Conduct.

To confirm as a correct record, the minutes of the meeting held on 1 July 2019

RESOLVED – That the minutes of the meeting held on 1 July 2019 be confirmed as a correct record.

In accordance with Paragraphs 4.16 and 4.17 of the Community Committee Procedure Rules, at the discretion of the Chair a period of up to 10 minutes may be allocated at each ordinary meeting for members of the public to make representations or to ask questions on matters within the terms of reference of the Community Committee.  This period of time may be extended at the discretion of the Chair.  No member of the public shall speak for more than three minutes in the Open Forum, except by permission of the Chair.

In accordance with the Community Committee Procedure Rules, the Chair allowed a period of up to 10 minutes for members of the public to make representations or ask questions within the terms of reference of the Community Committee. The following was discussed:

·  Extra care residencies at Woodlesford Green – it was reported that information had been circulated with regards to the pre-planning application and there had been a meeting with Rothwell Ward Councillors.

To receive and consider the attached report of the Director of Public Health and Head of Active Leeds.

The report of the Director of Public Health and Head of Active Leeds presented the Committee with the following:

·  An update on the progress made in relation to ‘Making Leeds a More Active City’

·  An update on the development of the Physical Activity Social Movement and Ambition for Leeds

·  An overview of ‘Get Set Leeds’ and starting the city wide conversation.

·  Information to enable Community Committee Members to support and champion the conversation.

Judith Fox, Public Health Manager and Emma Geary, Project Manager, Adults & Health gave the Committee a presentation.

The following was highlighted: 

·  Links to Inclusive Growth Strategy and Health & Wellbeing Strategy

·  Health benefits of physical activity;

·  Health statistics for Outer South Leeds

·  Social Prescribing and referrals to physical activity;

·  Engagement with residents, organisations and schools;

Further to comments and questions, the following was discussed:

·  Work to target ‘hard to reach’ groups including older people, young people and those with learning disabilities.  This could be done via housing teams, events such as the Youth Summit and through the work of the Older Peoples Sub Group.

·  How to measure the success of the project – this could be judged in various ways such as a rise in the number of people undertaking physical activity and a reduction in health issues such as diabetes and obesity.

·  Members request demographic data for the Outer South area.

·  Use of social media to encourage young people to be active.

·  Social prescribing and raising awareness of activities available.

·  It was hoped to return to the Community Committee with an update in the next year,

To receive and consider the attached report of the Chief Officer, Sustainable Energy and Air Quality

The report of the Chief Officer, Sustainable Energy and Air Quality provided an overview of the presentation to be given to the Committee.  The presentation gave background on the Climate Emergency and on-going work on air quality.

Polly Cook, Chief Officer, Sustainable Energy and Air Quality gave the Committee a presentation.

The following was highlighted:

·  The Council’s declaration of Climate Emergency.

·  The requirement for Leeds to achieve net zero emissions by 2030.

·  The Climate Conversation with the City – engagement and consultation – there had been local discussion at Breeze events in Morley and Rothwell.

·  Key messages – impact on biodiversity, promotion of active travel, changing dietary and consumer habits.

·  Air quality – introduction of Clean Air Zone; changes to fuel for Buses and Taxis within the city; Anti-idling campaign.

In response to comments and questions, the following was discussed:

·  The need for public transport improvements.

·  Waste management including the collection of food waste and the need to reduce food waste.

·  Encouraging people to walk to school which would also assist with improving physical activity.

·  The consultation would end on 31 October and this would be followed by the development of action plans.

·  The need to work with young people, employers and other partners.

·  Re-use and repair of clothing and electrical goods.

To receive and consider the attached report of the Head of Stronger Communities

The report of the Head of Stronger Communities provided the Committee with an update on the budget position for the Wellbeing Fund, Youth Activity Fund, Capital Budget as well as the Community Infrastructure Levy budget for 2019.

Kimberley Frangos, Localities Officer presented the report.

Members’ attention was brought to the following:

·  The Wellbeing Budget position for the 2019/20.  There was £48,956.96 remaining.  Members were given a ward by ward breakdown.

·  The following applications for consideration:

o  Women in Sheds – Groundwork - £2,975.00 proposed.

o  Digital Access Points Outer South Leeds – Get Technology Together C.I.C - £4,657.80 proposed. It was reported that this would enable increased provision and was beneficial to help those without access to IT.

o  Grand Piano, Morley Town Hall - £1,056 proposed

·  Bake off for young people – an update would be requested from Breeze.

·  Projects approved by delegated decision.

·  Funding for period products – Members requested further information and it was proposed that this could be arranged via delegated decision.

RESOLVED –

(1)  That details of the Wellbeing Budget be noted.

(2)  That the following Wellbeing proposals be approved:

o  Women in Sheds - £2,975.00

o  Digital Access Points - £4,657.80

o  Community Noticeboard for West Ardsley - £825.00 (capital)

o  Morley Town Hall, Grand Piano - £1,056.00

(3)  That details of projects approved via delegated decision be noted.

(4)  That monitoring of funded projects be noted.

(5)  That ring fence proposals for Period Products be deferred.

(6)  That details of the Youth Activities Fund be noted.

(7)  That details of the Small Grants budget be noted.

(8)  That details of the Community Skips budget be noted.

(9)  That details of the Capital Budget be noted.

(10)That details of the Community Infrastructure Budget be noted

To receive and consider the attached report of the Head of Housing Management

The report of the Head of Housing Management provided the Committee with an update on lettings in the Outer South Area.

Gerard Tinsdale, Head of Housing Management gave the Committee an overview of how council properties were allocated and information relating to local letting policies.

In response to Members comments and questions, the following was discussed:

·  Concern regarding younger people being allocated in flats next to older people and complaints regarding anti-social behaviour.  It was reported that this was not always instances of anti-social behaviour but conflict due to lifestyle differences.

·  With regard to anti-social behaviour it was reported that there was partnership work with Leeds Anti-Social Behaviour Team and the Police to tackle this and evictions would be made where necessary.  There were often delays in achieving evictions due to the judicial system.

·  Lettings for families with children.  The criteria used for the number of bedrooms required was explained.

·  Pressures due to the loss of properties through right to buy.

·  The Council did consider land that was not currently in its ownership for the development of new council housing.

·  People who needed adaptations were given preference for properties that had already been adapted.

To receive and consider the attached report of the Area Leader

The report of the Area Leader brought Members’ attention to an update of work which the Communities Team is engaged in based on priorities identified by the Community Committee.  It also provided opportunities for further questioning, or to request a more detailed report on a particular issue.

It also provided regular updates on some of the key activities between Community Committee meetings and functions delegated to Community Committees, Community Champion roles, community engagement, partnership and locality working.

A copy of the Outer South Community Committee newsletter was appended to the report.

Kimberley Frangos, Localities Officer presented the report.

The following was discussed:

·  Inspector Lucy Leadbeater gave the Committee an update on crime issues in the Outer South Area.  Issues highlighted included the following:

o  An arrest had been made following recent burglaries.

o  Travellers illegally camped at a site near Oulton Hall.

o  PCSO engagement in the area.

o  There had been an increase in anti-social behaviour over the school holidays.

o  Planning work with the Youth Service and Fire Service prior to bonfire night.

·  Children and Families – The Youth Summit would be held at Morley Town Hall on 21 November 2019.  It was requested that transport be provided for young people from Rothwell, Ardsley and Robin Hood.

·  Environment – An environment strategy for Outer South leeds was being developed.

·  Updates from Housing and the Housing Advisory Panel.

·  Compassionate City Awards

·  Social Media Update.

To receive and consider the attached report of the Head of Stronger Communities

The report of the Area Leader introduced the Outer South Community Committee Forward Plan for 2019/20.  It detailed the Community Committee meeting dates and set out workshop themes as well as providing an update on engagement with local communities.

It also highlighted the role of the Community Committee Champions and the work of the Community Committee in relation to the Council’s Constitution and associated delegations which are manged through its sub group structure.

RESOLVED – That the Outer South Community Committee Forward Plan be noted.
