The following late item was added to the Agenda:

 

·  Representation upon Leeds Bradford Airport Consultative Committee – this was following a request from the North Hyde Park Neighbourhood Association that had been received after the publication of the Agenda.

 

Supplementary information was also submitted for Agenda Item 10, Finance Report.  This provided information of applications that had been considered for funding from the Wellbeing, Youth Activities Fund and Capital budgets.

Open Forum

In accordance with paragraphs 4.16 and 4.17 of the Community Committee Procedure Rules, at the discretion of the Chair a period of up to 10 minutes may be allocated at each ordinary meeting for members of the public to make representations or to ask questions on matters within the terms of reference of the Community Committee.  This period of time may be extended at the discretion of the Chair.  No member of the public shall speak for more than three minutes in the Open Forum, except by permission of the Chair.

 

Minutes:

 

In accordance with the Community Committee Procedure Rules, the Chair allowed a period of up to 10 minutes for members of the public to make representations or ask questions within the terms of reference of the Community Committee.  On this occasion none of the members of the public present wished to speak.

The report of the Leeds Anti-Social Behaviour Team provided an update on progress made in reviewing the service currently provided.

 

Claire Smith, ASB Team Manager presented the report.  Issues highlighted included the following:

 

·  A review of the Leeds-Anti-Social Behaviour Service was ongoing.

·  The review as to meet the changing needs of the service and not a cost cutting exercise.

·  Since the establishment of the Anti-Social Behaviour team there had been an increase in demand, increased awareness of the service and a rise in more complex cases.

·  The Domestic Noise Service had joined the Anti-Social Behaviour Team.  This accounted for sixty percent of referrals.

·  Development of a triage system for referrals – this would enable to get referrals supported to the right service at the first point of contact.

·  Multi-agency involvement – this would include West Yorkshire Police, social care and health partners.

·  Development of mediation services.

·  Use of social media for communication.

·  Finding a new location for the west team was a priority

·  Consultation would involve a wide range of partners including the third sector.  A final report would be submitted to Executive Board in June 2019.

 

In response to Members comments and questions it was agreed to provide Members with contact information for the Out of Hours Noise Nuisance Team.

 

RESOLVED – That the report and the update from the Leeds Anti-Social Behaviour Team be noted.

The report of the Meanwood Valley Heritage Ranger provided the Committee with an update on the Meanwood Valley Partnership Project.

 

David Preston, Meanwood Valley Heritage Ranger gave the Committee a presentation.

 

Issues highlighted included the following:

 

·  The two year project had commenced in January 2018 following a grant from the Heritage Lottery Fund.

·  Use of volunteers and how to get involved.

·  Projects in Inner North West – these included events on Woodhouse Ridge and work at the Bandstand Allotments.

·  Forthcoming events.

·  Work with local schools.

·  It was hoped to extend the project and build on the successes already achieved.

 

In response to Members comments and questions, the following was discussed:

 

·  Health benefits of the services provided particularly for mental health support.  Members discussed the potential for links with Social Care and Community Health.

·  Ages of people attending the projects ranged from seven years old to people in their eighties.

·  Involvement of residents groups and targeting older people.

·  Use of social media to further promote the project.

·  Use of technology to support the project – suggested collaboration with the universities, schools and technology specialists.

·  Support from the Parks and Countryside service.

·  The Committee thanked David for his presentation and congratulated him on the success of the project to date.

 

RESOLVED – That the report and presentation be noted.

The report of the Area Leader provided Members with an update on the budget position for the Wellbeing Fund and Youth Activity Fund for 2018/19 and the current position of the small grants and skips pots.

 

It also outlined the recommendations from the Members Funding Workshop for the allocation of the Wellbeing, Capital and YAF funding for 2019/20 and the Committee was asked to consider these recommendations for approval.

 

Jenna Robinson, Localities Officer presented the report.

 

Members’ attention was brought to the remaining balances in the Wellbeing, Youth Activities and Capital budgets.  Small grants approved since the last meeting were also highlighted.

 

An appendix outlining the Wellbeing, Youth Activites Fund and Capital funding applications was submitted.  These had been considered by the Committee’s funding workshop and details of the recommendations for funding were highlighted in the report.

 

RESOLVED –

 

(1)  That the current budget position for the Wellbeing Fund be noted.

(2)  That the current budget position for the Youth Activity Fund be noted.

(3)  That the current budget for the Small Grants and Skips be noted.

Representation Upon Leeds Bradford Airport Consultative Committee

Minutes:

The report of the City Solicitor made the Committee aware of correspondence received from the Leeds Bradford Airport Consultative Committee (LBACC) which responded to a request for representation on the LBACC made by the North Hyde Park Neighbourhood Association (NHPNA). In responding to the request, the correspondence advised that the LBACC would be prepared to debate and consider appointing a Councillor from the Inner North West Community Committee.

Given the strategic nature of the Consultative Committee and in line with the relevant procedure rules, it was recommended that the Community Committee refer the matter, together with any observations to the Member Management Committee (MMC) for consideration.

RESOLVED –

 

(1)  That the report be noted

(2)  That the matter be referred to the Council’s Member Management Committee for further consideration.
