Appeals Against Refusal of Inspection of Documents

To consider any appeals in accordance with Procedure Rule 15.2 of the Access to Information Procedure Rules (in the event of an Appeal the press and public will be excluded)

 

(*In accordance with Procedure Rule 15.2, written notice of an appeal must be received by the Head of Governance Services at least 24 hours before the meeting)

 

2.

Exempt Information - Possible Exclusion of the Press and Public

1  To highlight reports or appendices which officers have identified as containing exempt information within the meaning of Section 100I of the Local Government Act 1972, and where officers consider that the public interest in maintaining the exemption outweighs the public interest in disclosing the information, for the reasons outlined in the report.

 

2  To consider whether or not to accept the officers recommendation in respect of the above information.

 

3  If the recommendation is accepted, to formally pass the following resolution:-

 

RESOLVED –  That, in accordance with Regulation 4 of the Local Authorities (Executive Arrangements) (Meetings and Access to Information) (England) Regulations 2012, the public be excluded from the meeting during consideration of those parts of the agenda designated as exempt  on the grounds that it is likely, in view of the nature of the business to be transacted or the nature of the proceedings, that if members of the press and public were present there would be disclosure to them of exempt information.

To confirm as a correct record the minutes of the meeting held on 4th September 2019 and the 24th July 2019, subject to the correction of a typographical error in the first paragraph of Minute No. 40, 24th July 2019 (Council Housing Growth – Property Acquisitions Programme), to replace ‘up to 180 property acquisitions’ with ‘circa 150-200 property acquisitions’.

To consider the report of the Director of Children and Families presenting the outcome of the consultation undertaken regarding a proposal to establish a new 8 form entry secondary free school (1,200 places – 240 pupils per year group) for learners aged 11-16, including a Resourced Provision for young people with Autism Spectrum Condition and Moderate Learning Difficulties, and which seeks permission to launch the competition stage of the free school presumption process in order to identify a preferred sponsor to run the new school. Also, the report seeks a decision to fund delivery of a scheme to create the additional learning places required.

To consider the joint report of the Director of City Development and the Director of Adults and Health seeking approval to dispose of a Council owned site on Westerton Walk in Ardsley and Robin Hood, to facilitate the development of new Extra Care Housing in support of the Better Lives Programme established by Adults and Health. Approval is sought to sell the land to the recommended consortium at the less than best purchase price identified in the attached confidential appendix.

To consider the report of the Director of City Development seeking Executive Board’s approval to the provisionally agreed Heads of Terms for the freehold disposal of the Matthew Murray site.
