The General Purposes Committee is
authorised:

to consider and determine Council (non-executive)
functions1 delegated to a Director2 where the
Director has decided not to exercise the delegated authority and
has referred the matter to the Committee;

to consider proposals to amend the constitution and
make recommendations to full Council; and
-
to make recommendations to full Council in
connection with the discharge of any of its
functions3.
1 Where the functions do not
fall within the terms of reference of any other council committee.
These functions, which include those local choice functions, which
have been determined as non executive functions, are detailed in
Sections 1 and 2 of Part 3 of the Constitution.
2 “Director”
includes those Officers specified in Sections 1 and 2 of Part 3 of
the Constitution.
3 “Function” in
this context does not include shared functions with the
executive.
