Inner North West Community Committee - Finance Report

To receive and consider the attached report of the Head of Stronger Communities

 

Minutes:

The report of the Head of Stronger Communities provided the Community Committee with an update on the budget position for the Wellbeing Fund, Youth Activity Fund, Capital Budget as well as the Community Infrastructure Levy Budget for 2019/20.

 

Marcia Cunningham, Localities Officer presented the report.

 

The following was discussed:

·  Remaining balances in the Wellbeing Budget.

·  Youth Activities Fund projects recommended for approval by the Children and Families Sub-Group.

·  Wellbeing applications recommended for approval at the recent Finance Workshop.

·  Ring fenced funds recommended for approval by the Finance Workshop.

·  Discussion on projects received following the Finance Workshop:

o  Leave Leeds Tidy – Leeds University Union & Leeds Beckett Student Union - £13,081 had been requested which was an increase on last year.  It was suggested to approve a total of £5,000.

o  Woodhouse Moor Bye-Law Enforcement Project 2020 - £16,404.44 was requested.  It was proposed to approve £10,000 in line with the previous year’s funding.

o  Mums Time to Shine - £4,970.88 requested.  The funding would go towards premises hire, publicity and provision of activities.  The proposal was supported and monitoring information was requested.

o  Circus Berserkus - £6,090.98 requested.  Members did not support this application.

o  LGBT+ Sport Fringe Festival - £2,000 requested

·  25 Years of Hyde Park Unity Day – some concern was expressed that this was not inclusive to all communities and had progressed to be a beer and music festival.  There were also concerns of noise disturbance.  It was reported that beer and music had always had a predominance at the event but there were alcohol free areas and activities for all.  All sound systems would finish at 8 p.m.  Attempts had been made to encourage attendance from all communities.  Members agreed to support the application for funding but would like to see the event be more inclusive.

·  Hyde Park Active – there had been discussion with the Universities to try and obtain some discount on the use of the facilities.

·  Older Wiser Local Seniors (OWLS) - £18,900 was requested from the capital budget.  It was suggested that £9,450 be granted from the Capital Budget and the remainder to come from the CIL budget.

·  Details of the CIL Budget.

·  Late application from Sanskar Group - £3,500 was requested.  Members were supportive of this application.

 

RESOLVED –

(1)  That details of the Wellbeing Budget position be noted.

(2)  That monitoring of funded projects be noted.

(3)  That details of the Youth Activities Fund be noted.

(4)  That details of the Small Grants & Skips Budget be noted.

(5)  That details of the Capital Budget be noted.

(6)  That details of the Community Infrastructure Levy be noted.

(7)  That the following projects recommended for approval by Children and Families Sub-Group be approved:

o  Mini Breeze in Inner North West - £7,200

o  Urban Arts Workshops – Breakdancing and DJing - £5,145

o  Youth Space @BLC - £1,050

o  Welcome Inn Youth Group - £11,111.52

o  Headingley and Kirkstall Youth Band - £1,250

o  Weetwood Youth Project - £1,500

o  Woodhouse Holiday Club - £2,639

o  Found Fiction - £1,000

(8)  That the following projects recommended for approval from the Finance Workshop be approved:

o  20 Year Anniversary Celebration (Kidz in Kampz) - £2,500

o  25 Years of Hyde Park Unity Day - £5,000

o  Eatwell Café - £10,540.50

o  Hyde Park Active - £15,720 pending further discussion with the Universities and project organisers regarding discounted hire of facilities.

o  Leeds Money Buddies - £6,394

o  Little London Community Day 2020 - £2,600

o  Poetry Workshops in Local Primary Schools - £2,100

o  Wellbeing Group for Women - £5,699

o  Wilderness on Your Doorstep - £7,350

o  North West Leeds PSPO - £4,000

(9)  That the following projects received following the Finance Workshop be approved:

o  Woodhouse Moor Bye-Law Enforcement - £10,000

o  Leave Leeds Tidy - £5,000

o  Mums to Shine - £4,970.88

o  LGBT+ Sport Fringe Festival - £2,000

o  Sanskar Group – £3,500

(10)  That £9,450 be approved towards the Older Wise Local Seniors   (OWLS) capital budget application and £9,450 from Community   Infrastructure Levy Budget.

(11)  That the application for funding for the Circus Beserkus project   be refused.
