This page lists the key decisions due to be taken within Leeds City Council over the next few months. Details of each key decision will be published below at least 28 clear days before the decision is due to be taken

What is a 'Key Decision'?

A key decision is an executive decision which is likely to:

  • result in the Authority incurring expenditure or making savings over £500,000, or
  • have a significant effect on communites living or working in an area comprising one or more wards.
  • Article 13 of the Council's Constitution provides more details about which decisions will be treated as key decisions.

    How to get more information about a particular key decision

    The agenda papers for Executive Board meetings, and the documents being considered by officers taking key decisions, are available five working days before the decision will be made through the Council's website.

    The contact details of a lead officer are provided for each key decision listed below. Please contact the lead officer directly if you wish to obtain copies or extracts of any other listed documents, or if you wish to receive details of further documents as they become available. Sometimes the papers you request may contain exempt of confidential information. If this is the case, the lead officer will explain why it will not be possible to make copies available.

    13/05/2022 - Procurement of a Contractor to Construct a Specialist Residential Care Home for the Kirklands Autism Project

    Brief Description

    The decision is to undertake a procurement exercise in order to secure a contractor to construct the bespoke specialist six-bed residential accommodation for adults with severe learning disabilities and complex autism on the site of the former Kirkland House care home in Yeadon.

    Financial and procurement implications

    The construction of the scheme is expected to be circa £3-£4m.

    Leeds CC is taking the lead role, working in partnership with Leeds Clinical Commissioning Group (CCG) and NHS England.

    13/05/2022 - Award of a cooperation agreements to the Area Inclusion Partnerships (AIPs) for provision of Educational Inclusion Mentoring services

    The DfE has made available grant funding to establish SAFE Taskforces in 10 local authority areas across the country, as part of the cross-government Beating Crime Plan published in July 2021, which announced investment in specialist support in schools in serious violence hotspots to support young people at risk of involvement in violence to re-engage with education.

     

    The primary intervention to be funded through this grant is Educational Inclusion Mentoring, which will be delivered predominantly by the East Area Inclusion Partnership (AIP). This provision will run from September 2022 to March 2025, with an agreement start date in June 2022 to allow for recruitment of Mentors. Some provision will also be delivered by way of cooperation agreements with the other four AIPs.

    13/05/2022 - Children and Families directorate to enter into an agreement with and accept grant funding from the Department for Education (DfE) for the Leeds SAFE Taskforce

    The DfE has made available grant funding to establish SAFE Taskforces in 10 local authority areas across the country, as part of the cross-government Beating Crime Plan published in July 2021, which announced investment in specialist support in schools in serious violence hotspots to support young people at risk of involvement in violence to re-engage with education.

     

    Leeds will receive total grant funding of £3.7 million over three years (2022/23 – 2024/25). This will be in two phases, the set up phase and the delivery phase.

    This key decision relates to the delivery phase, where Leeds will receive £3,377,550 over three years.

    09/05/2022 - Outcome of statutory notice on a proposal to decommission the Resource Provision at Gledhow Primary School from August 2022

    Following an initial public consultation with all stakeholders, a statutory notice period has taken place on a proposal to decommission the Speech and Language resource provision at Gledhow Primary School.

    This notice period ran for 5 weeks from Monday 28 March and Friday 29 April 2022

    Executive Board is asked to note the outcome of the statutory notice and make a final decision on the proposal.

    06/05/2022 - Leeds City Academy Bulge Works for September 2022

    Approve authority to spend and incur expenditure from capital scheme number 33178/BGE/LCA for works associated with placing a bulge cohort of 60 places in Year 7 at Leeds City Academy from September 2022.
