This page lists the key decisions due to be taken within Leeds City Council over the next few months. Details of each key decision will be published below at least 28 clear days before the decision is due to be taken

What is a 'Key Decision'?

A key decision is an executive decision which is likely to:

  • result in the Authority incurring expenditure or making savings over £500,000, or
  • have a significant effect on communites living or working in an area comprising one or more wards.
  • Article 13 of the Council's Constitution provides more details about which decisions will be treated as key decisions.

    How to get more information about a particular key decision

    The agenda papers for Executive Board meetings, and the documents being considered by officers taking key decisions, are available five working days before the decision will be made through the Council's website.

    The contact details of a lead officer are provided for each key decision listed below. Please contact the lead officer directly if you wish to obtain copies or extracts of any other listed documents, or if you wish to receive details of further documents as they become available. Sometimes the papers you request may contain exempt of confidential information. If this is the case, the lead officer will explain why it will not be possible to make copies available.

    12/01/2022 - Approval to Use the Hire of Civil Engineering Plant, Vehicles and Equipment with and without operator(s) - Yorkshire Highway Alliance Contract procured by Kirklees Metropolitan District Council

    Kirklees Council have undertaken the above procurement of a framework agreement for the Hire of Civil Engineering Plant, Vehicles and Equipment with and without operator(s) available to the Yorkshire Highway Alliance (YHA) which will be used to provide competitive rates in relation to hiring plant, vehicles, and equipment. Framework Period: 1st December 2021 to 30th November 2022 with an option to extend for one further twelve-month period. Leeds City Council (LCC) require permission to use the above contract.

    12/01/2022 - Approval to Use the Specialist Surface Treatment Works Yorkshire Highway Alliance Contract procured by Kirklees Metropolitan District Council

    Kirklees Council have undertaken the above procurement of a framework agreement for Specialist Surface Treatments Works available to the Yorkshire Highway Alliance (YHA) which will be used to provide a range of specialist wearing course surface treatments. Framework Period: 18 October 2021 – 17 October 2023 with the provision to extend by 2 further 12-month periods until 17 October 2025). Leeds City Council (LCC) require permission to use the above contract.

    11/01/2022 - Leeds City Council Energy Strategy

    Approval of a new energy strategy for the Council including decisions to:

    ·  procure new contracts or a single contract (including authority to spend) for the ongoing supply of gas and electricity to the Council to follow on from the planned expiry of the existing contracts on 31st March 2024;

    ·  procure a medium to long-term power purchase agreement (PPA) with a renewable energy generator for the purchase of electricity as part of the Council’s strategy to achieve net zero carbon from its activities;

    ·  commit to delivering a targeted percentage of the Council’s electricity to be supplied through locally based renewables generation;

    ·  amend the Council’s energy purchasing strategy to allow increased forward hedging of energy prices;

    ·  adopt sustainable design principles for all new builds commissioned by the Council to increase energy efficiency and reduce carbon.

    11/01/2022 - District Heating - additional connections and LDO renewal

    To make decisions to

    ·  utilise grant funding already awarded on future proofed extensions to the Leeds PIPES district heating network, rather than returning this grant to government.

    ·  apply for additional support from government for two new strategically important extensions.

    ·  accept the principle of recovering capital investment from new connections via a long-term standing charge mechanism.

    ·  Adopt the renewed LDO3 (district heating) until 2025 to facilitate the roll-out of district heating by the council and others.

    11/01/2022 - Capital Receipt Programme Update

    Seeking approval to changes to the approved capital receipt programme and inclusion of additional properties identified as a result of Estate Rationalisation.

    11/01/2022 - Leeds Public Bike Hire Scheme

    The Connecting Leeds Transport Strategy sets out the reasons for, and benefits of, increasing cycling in Leeds.  The Leeds public bike hire scheme will provide everyone who travels in Leeds (be they residents, workers or visitors) with an opportunity to access a network of electric bikes and to use those bikes as an alternative to other modes of travel particularly for short distance trips.

    Subject to the West Yorkshire Combined Authority allocating capital funding for the project, the Council commences procurement to secure a commercial partner to deliver and operate the scheme.

    That the key financial risks and the ways to manage them are noted, and that the Board endorses the proposal to establish a revenue contingency pot.

    11/01/2022 - Leeds Safer Roads Vision Zero 2040 - Draft Strategy for Consultation

    The draft Leeds Safer Roads Vision Zero 2040 Road Safety Strategy details how Leeds City Council and partners will work towards achieving our vision ‘to ensure that by 2040 no one is killed or very seriously injured on the roads in Leeds’.

    Executive Board will be requested to:

    a)  Note the production of the Leeds Safer Roads Vision Zero Strategy 2040;

    b)  Endorse the draft action plan for consultation purposes;

    c)  To note that a public consultation and engagement exercise will follow Executive Board to help inform the strategy;

    d)  To note that the Director of City Development continues to be the lead officer for the delivery of the Vision Zero strategy and will report back to Executive Board following public consultation with a final strategy.

    06/01/2022 - Development of the Kirklands Autism Project

    Brief Description

    Is it proposed that a specialist accommodation unit for adults with severe learning disabilities and autism is built on the site of the former Kirkland House care home in North West Leeds. Executive Board is requested to note the scope change with the project and the request to proceed to planning and design freeze, at which stage an additional paper will be submitted Executive Board to proceed to the build stage of procurement and will include a detailed cost plan
