Funding to create a new ‘Central Hub’ for WY UTMC in Leeds has been approved at WYCA Investment Committee on 4th March 2021.
The new Central Hub will enable improved management of traffic on the road network across the city and is a key part of a larger scheme to improve consistency of approach to management of the KRN across West Yorkshire.
The Central Hub will also provide a dedicated space for training new engineers in a specialist discipline and the location, Leeds City Centre, will also aid future recruitment of apprentices and graduates through links with the colleges and universities.

life-cycling as identified in the terms of the existing PFI

security and planned maintenance, without life-cycling, for the
extended former CLC building which has been taken into the schools
use, but remains outside the PFI. These revenue costs will be the
responsibility of the schools budget and charged accordingly.
4. Noted that the breakdown of project costs highlighted in point 1

report, in relation to implementation of this decision, represent
the critical path for project success and must be adhered to

The citywide district heating network (Leeds Pipes) has been constructed across the city centre over the last few years with both phase 1 and phase 2 having been completed. The complex construction of the network has meant that additional capital expenditure is required. Therefore authority to spend and authority to inject additional capital into the network is required.

For Phase 1 of the Spine District Heating Network:
a) The Chief Officer Financial Services approved the injection of £2,331k into the capital programme for the completion of the Phase 1 network, funded through prudential borrowing;
b) The Director of Resources and Housing gave authority to spend of £2.331m on Phase 1 of the Spine District Heating network.
For the Phase 2 extension of the District Heating Network:
a) The Chief Officer Financial Services:
a. Approved the request to inject £210k into the capital programme by means of a loan to the Leeds District Heating PipeCo Ltd;
b. agreed to provide a loan to the Leeds District Heating PipeCo Ltd of £210k at a state aid compliant rate;
c. approved the transfer of £345k of existing Authority to Spend funding from the decarbonisation programme approved at Executive Board in October 2020 to account for the building connection costs, as the responsibility for these costs is with the Council and not Leeds DHN PipeCo Ltd.
The Director of Resources and Housing is gave authority to spend £210k additional capital on Phase 2 of the Spine District Heating network by means of a loan to the Leeds District Heating PipeCo Ltd.
