26/04/2021 - West Yorkshire Urban Traffic Management and Control (UTMC) Element C ref: 53999    

Funding to create a new ‘Central Hub’ for WY UTMC in Leeds has been approved at WYCA Investment Committee on 4th March 2021.

The new Central Hub will enable improved management of traffic on the road network across the city and is a key part of a larger scheme to improve consistency of approach to management of the KRN across West Yorkshire.

The Central Hub will also provide a dedicated space for training new engineers in a specialist discipline and the location, Leeds City Centre, will also aid future recruitment of apprentices and graduates through links with the colleges and universities.

This decision relates to approval to proceed with signing an associated Funding Agreement with WYCA and to inject the funding into the LCC Capital Programme.

At the same time as the appointment is booked, to issue the licence holder a 3 month vehicle licence. This will allow vehicle owners/proprietors time to get any repairs complted to vehicles which have not failed the inspection outright, but need further work before their vehicle can be licencesd for a further 12 months.

In order to deliver a continuous, consistent service in maintaining the Council’s civic estate stock, a compliant contract arrangement is required to support LBS. 1. Approved acceptance of the tender submitted by Tilbury Douglas Ltd via the Leeds Local Education Partnership and Environments for Learning Leeds PFI One Ltd, in the sum of £865,291.92 inclusive of all professional design fees incurred development costs and surveys incurred by the contractor (Tilbury Douglas Ltd). Release of funding for the construction costs will be subject to valuations completed and validated by NPS Ltd Leeds.

2. Approved the implementation of a City Council Change under the PFI contract with Environments for Learning Leeds PFI One Ltd for the works at the Allerton Grange School PFI building, and approve the entering into of any associated documentation without limitation of a deed of variation (where required).

3. Noted this work will attract an annual revenue cost which includes additional catering / cleaning staff and associated life-cycling as identified in the terms of the existing PFI contract for the main school building, and additional cleaning, security and planned maintenance, without life-cycling, for the extended former CLC building which has been taken into the schools use, but remains outside the PFI. These revenue costs will be the responsibility of the schools budget and charged accordingly.

4. Noted that the breakdown of project costs highlighted in point 1 above, are detailed within section 4.4 of this report

5. Noted that the programme dates identified in section 4.4 of this report, in relation to implementation of this decision, represent the critical path for project success and must be adhered to wherever possible.

6. Noted that the officer responsible for implementation is the Head of Service Learning Systems and the Head of Projects and Programmes, Asset Management & Regeneration and authorise them as a signatory of all other contract related documentation that is required to deliver the project.

7. Noted the negotiations held with solicitors acting on behalf of the Environments for Learning Leeds, PFI One Ltd and approve the expenditure the associated costs.

8. Given authority for the deed of variation of the PFI project agreement (the “Deed of Variation”) to be executed and completed between Leeds City Council and the Environments for Learning Leeds, PFI One Ltd to vary the PFI project agreement to accommodate the introduction of a dining hall mezzanine floor, remodelled classrooms to two science laboratories, associated science store room, two science presentation classrooms, and remodelling of the existing 6th form areas, together with any other documentation required to facilitate these works, and

9. Given authority for any other necessary action to be taken to effect the Deed of Variation

A decision is sought to obtain technical approval for the feasibility design for the reconfiguration of the western end of Boar Lane, and authorisation to incur expenditure to develop the detailed design and implement works on Boar Lane, funded from the West Yorkshire Plus Transport Fund grant.

The works build upon the Infirmary Street and Park Row Gateway nearing completion on site, and involve making the western end of Boar Lane two-way between City Square and Mill Hill to enable the delivery of two westbound bus stops, which are required for the long term reconfiguration of bus stops in this locality.

Design walking speed and cycle clearance times; pedestrian waiting time; signal control strategy; use of technology to improve walking/cycling experience; and operation in the absence of demand.

b)  Approved the proposed policy regarding traffic signal operation at standalone signal controlled crossings for:

i.  Walking speed: A reduction in design walking speed from 1.2 m/s to 0.8 m/s and adoption of LTN 1/20 cycle clearance times.

ii.  Maximum waiting time: Adoption of a maximum 25 second pedestrian waiting time unless there are specific mitigating factors.

iii.  Control method: Implementation of the MOVA control strategy at all new crossings outside the City Centre with bespoke conditioning to minimise pedestrian waiting times based on the Pre-Timed Max concept.

iv.  Pedestrian demand: Adoption of a feature that places pedestrian demands without the need to press the button at all new/refurbished crossings, subject to successful trials. This also applies to people on bikes waiting at Toucan and/or cycle crossings.

v.  Green man extension: Adoption of dynamic green man extensions using kerbside detectors at all new/refurbished crossings, subject to successful trials.

vi.  Operation: Adoption of reversion to all-red in the absence of any demands, with the exception of the City Centre where reversion will be to the green man. This will be reviewed on a site-by-site basis.

a)  gave authority to incur expenditure of £18,235,476 (£14,930,022 works costs and £2,330,454 internal staff and partner design fee costs plus £975,000 bridge inspection, assessment and asset management fees) funded from the 2021/22 Local Transport Plan Capital Grant Allocation (£6,035,476) and Leeds City Council Capital Resources (£12,200,000);

b)  approved the addition of the schemes listed in appendices B and C to this report into the Highways Infrastructure Maintenance Programmes 2021/22;

c)  noted the addition of schemes listed in appendix D to this report into the Revenue Highways Infrastructure Maintenance Programmes 2021/22;

d)  noted the reductions in funding covering all applicable budgets from previous years, and the possible long term effects this will cause to the Highway Infrastructure assets;

e)  noted that we do expect to receive £4,828,381 (£4,311,054 works costs and £517,327 internal staff fees) funded from the DfT Pothole Capital Grant 2021/22, which will help offset the budget reductions detailed within this report.  A further report will be brought to request authority to incur expenditure, once confirmation of the funding has been received;

f)  The Chief Officer shall be responsible for implementation of the attached programmes of work within the 2021/22 financial year.

A delegated decision is required to implement the recurrent cost savings approved at the November 2020 Executive Board which will have an annual value of £820,000 and will be implemented during 2021/22.

Impacts all wards in the city and may have an impact on the level of service that the commissioned third sector providers are able to provide once they have accommodated a 10% service funding reduction.

Delivers a recurrent £820,000 budget saving to the Adults and Health directorate. Will require contract variations to reflect the revised funding levels.

The citywide district heating network (Leeds Pipes) has been constructed across the city centre over the last few years with both phase 1 and phase 2 having been completed. The complex construction of the network has meant that additional capital expenditure is required. Therefore authority to spend and authority to inject additional capital into the network is required.

For the Phase 2 extension of the District Heating Network:

a.  Approved the request to inject £210k into the capital programme by means of a loan to the Leeds District Heating PipeCo Ltd;

b.  agreed to provide a loan to the Leeds District Heating PipeCo Ltd of £210k at a state aid compliant rate;

c.  approved the transfer of £345k of existing Authority to Spend funding from the decarbonisation programme approved at Executive Board in October 2020 to account for the building connection costs, as the responsibility for these costs is with the Council and not Leeds DHN PipeCo Ltd.

The Director of Resources and Housing is gave authority to spend £210k additional capital on Phase 2 of the Spine District Heating network by means of a loan to the Leeds District Heating PipeCo Ltd.
