The Director of Resources gave authority to incur expenditure of £9,210K on the 2021/22 essential hardware and application upgrades outlined in the Delegated Decision Report (£4210K Infrastructure, £5000K Applications and Digital Efficiencies). This includes the specialist resources (internal and external) to commission and implement these services.
The Director of Resources noted that additional sums of £500k carried forward from 2020/21 allocated capital funds will also be utilised to support the planned programme of works.
The Chief Digital Information Officer will be accountable for delivery of the programme of changes and the allocated capital budgets.

To accept a grant offer from the government’s Green Homes Grant and enter into a Memorandum of Understanding (MoU) with Tees Valley Combined Authority, who are administering the fund on behalf of the Department for Business, Energy and Industrial Strategy (BEIS). This MoU commits the council to improve some of the least energy efficient properties across all tenures, with a total expenditure of over £500k, which must be delivered between April and December 2021.

a) Approved Leeds City Council entering into a grant agreement with Tees Valley Combined Authority to draw down and spend the £5,346,100 Green Homes Grant Local Authority Delivery funding on energy efficiency improvements to housing in the Leeds area.

a. Energy efficiency improvements to 414 private sector homes (£2,741,250) within our Energy Efficiency Programme in the general fund
b. Energy efficiency improvements to homes to 300 homes in the social rented sector (£3,758,500)
c. Energy efficiency improvements to 66 homes in the private rented sector (£600,750)
d. Administrative and staffing marketing costs within the Sustainable Energy and Air Quality Team budget (£742,600).
