This page lists the key decisions due to be taken within Leeds City Council over the next few months. Details of each key decision will be published below at least 28 clear days before the decision is due to be taken

What is a 'Key Decision'?

A key decision is an executive decision which is likely to:

  • result in the Authority incurring expenditure or making savings over £500,000, or
  • have a significant effect on communites living or working in an area comprising one or more wards.
  • Article 13 of the Council's Constitution provides more details about which decisions will be treated as key decisions.

    How to get more information about a particular key decision

    The agenda papers for Executive Board meetings, and the documents being considered by officers taking key decisions, are available five working days before the decision will be made through the Council's website.

    The contact details of a lead officer are provided for each key decision listed below. Please contact the lead officer directly if you wish to obtain copies or extracts of any other listed documents, or if you wish to receive details of further documents as they become available. Sometimes the papers you request may contain exempt of confidential information. If this is the case, the lead officer will explain why it will not be possible to make copies available.

    20/07/2021 - Authority to commence the procurement of Framework Agreements to support the requirements for mobile and fixed telephony

    Approval to carrying out competitive tender exercises to award Framework Agreements to support the requirements for mobile and fixed telephony, which includes but is not limited to: mobile voice and data, fixed voice provision, devices, technical, professional and managed services together with related/ancillary items.

    This decision is taken in line with the Council’s Contract Procedure Rule 3.1.7.

    20/07/2021 - Authority to commence a procurement for the provision of a new IT Service & Asset Management Tool

    Approval to carry out a procurement for the provision of a new IT Service & Asset Management Tool.

    The IT Service & Asset Management Tool will be used by the Council’s Integrated Digital Services (IDS) team to manage and support the delivery of IT services across the Council and partner organisations.

    This decision is taken in line with the Council’s Contract Procedure Rule 3.1.7.

    19/07/2021 - Approval to extend the YORbuild2 framework by six months through the modification of contracts during their term under Regulation 72 (1) (c) of the Public Contracts Regulations 2015

    To gain approval to extend the YORbuild2 framework by six months through the modification of contracts during their term under Regulation 72 (1) (c) of the Public Contracts Regulations 2015.  The YORbuild2 frameworks are currently in their extended periods and are due to expire in February 2022.  However, the procurement of replacement frameworks has been delayed by disruption caused by the Covid-19 pandemic and potential suppliers are now experiencing significant emerging and unexpected Covid-19 related pressures.

    19/07/2021 - Request to Waive CPRs to Enter into an Interim Contract with Leeds Hearing and Sight Loss Service (LHSLS)

    Brief Description

    Adults and Health is seeking a waiver to Contract Procedure Rules 9.1 and 9.2 to enter into a 12 month plus 6 months interim contract with Leeds Hearing and Sight Loss Service (LHSLS).

    Approval is sought to complete a service review, specification revision and undertake a procurement exercise with a six-month mobilisation period commencing 1st April 2022.

    Impact On Wards

    The waiver will enable the Service Provider to deliver a range of different interventions according to need for people who have sensory impairments that includes people who are Deaf, Deafened, Hard of Hearing, Blind visually impaired or have dual sensory loss.

    Financial and procurement implications

    The requested financial envelope follows a 10% financial saving. A request is being made to waive CPRs 9.1, 9.2 to enter into an interim contract.  The contract value for 12 months is £905.230. The value for the proposed 12-month + 6 months period is £1,357.845 

    Partnership working

    NHS Leeds CCG financially contributes towards the ECLO (Eye Care Liaison Officer) post and the Hearing aid repair service.  They will be consulted on the tender documentation including the service specification.

    14/07/2021 - Request permission to undertake a competitive procurement exercise for White Rose Independent Fostering arrangements commencing 1st April 2022.

    This decision will seek approval to undertake a competitive procurement exercise to enable a new contract to be in place for 1st April 2022 ensuring continuity of provision for placing local authorities whilst the new arrangements will better reflect the current requirements and priorities of authorities in the Yorkshire and Humber region.

    09/07/2021 - Direct award of a contract to Cornerstone on Demand Ltd

    Award of a contract direct to Cornerstone on Demand Ltd for a period of three (3) years for the provision of licensing, support & maintenance for the Council’s Performance and Learning System (PALS) and e-recruitment module.

    The contract will be awarded under Regulation 32(2)(b)(ii) of the Public Contract Regulations 2015 - Negotiated Procedure without prior publication of a Contract Notice.

    The contract period is from 14/10/2021 to 13/10/2024, and includes an early termination option.
