Determination of the hourly funding rates for all Free Early Education Entitlement (FEEE) providers.

Decision:

The Director of Children & Families approved the breakdown of the Free Early Education Entitlement as follows:

 

For 3 & 4 Year Old funding - of the £4.81 per eligible child per hour allocated to Leeds City Council by the DfE:

  • Universal base rate - £4.30 (increase of £0.05 from 2018/19)
  • Deprivation supplement - £0.29 (reduction of £0.02 from 2018/19)
  • SEN inclusion fund - £0.04 (reduction of £0.01 from 2018/19)
  • Centrally retained - £0.20 (reduction of £0.02 from 2018/19)

 

For 2 Year old funding – of the £5.20 per eligible child per hour allocated to Leeds City Council by the DfE;

£5.20 per hour (increased by £0.10 from 2018/19)

 

In addition the Director of Children and Families approved the changes to the contractual arrangements with providers as follows:

  • Align the payment and term dates to the academic year rather than the exisiting financial year arrangements
  • Move the monthly payment dates from the 3rd week of the month to the 1st week of the month

15/04/2019 - Civic Hall Refurbishment to Third Floor South and Second Floor Southwest, ICT Drop In and External Bike Storage ref: 48573    

To give Authority to Spend a further £321,458.00  from existing budget provision (Capital Scheme no. 16256) for the refurbishment of the Second Floor Southwest, Third floor South ICT Drop and External Bike Storage which will enable 41 workstations to be accommodated as part of the Changing the Workplace Programme. External Bike Storage will enhance the Sustainable Travel Options

The Director of Resources and Housing gave authority to spend £321,458 from existing budget provision (Capital Scheme no. 16256). This spend is to enable the work needed to carry out a Changing the Workplace refurbishment to the current Civic Hall Third Floor South, the Second Floor Southwest and an area of Cycle Lockers outside. Decision:

In accordance with the Council’s Contract Procedure Rules 3.1.6, the Director of Resources and Housing approved the recommended restricted OJEU procurement route for the appointment of two contractors to deliver the annual Fire Safety Improvements Programme to Back-to-Back properties, Victorian converted properties, and Low/High Rise Housing Blocks, and that the evaluation criteria to be used to assess the suitability of the contractor(s) to undertake the service be based on a two stage traditional tender with a weighting of a 70%/30% price/quality evaluation split. The term of the contract will be for three years with 2 x 12 months further options to extend for, valued at up to £1,600,000 per annum. The total potential contract value and term will be £8,000,000 over five years.
