The dispensation, which must be granted for a specific period not
exceeding four years, may be granted on any of the following
grounds:-
1. Without the dispensation the number of persons prohibited from
participating in any particular business would so great as to
impede the transaction of the business;
2. Without the dispensation the representation of different
political groups would be so upset as to alter the likely outcome
of any vote;
3. The dispensation is in the interests of persons living in the

All costs are being funded by WYCA’s TCF programme subject to completion of a variation to the existing Funding Agreement between WYCA and LCC and approval is sought to vary the agreement to this effect. £3,241,107 was requested as part of the change request form for the advance works. Surplus monies remain from the previous funding request for the utility’s diversion works and will be allocated to the advance works;
d) Gave authority to enter into a Basic Asset Protection Agreement with Network Rail for the works to Neville Street and Dark Neville Street. Note that the design for the highway’s works have been previously approved at the Highways Board on the 16th September 2021;
e) Gave authority to vary the Professional Services Contract with Balfour Beatty to undertake the design works associated with the Mill Goit deck replacement. Note that Network Rail will fund these works in their entirety; and

The Enhance Programme’s main aims are “to support safe and sustainable discharge from hospital and neighbourhood teams into a secure home environment and to link Neighbourhood Teams with third sector organisations to enhance capacity in both sectors and avoid both delayed discharges and readmissions.”
The total £800,000 funding budget is being provided by Leeds NHS Community Healthcare Trust (LCHT) and there is no call on LCC funding for the programme. Leeds Older People’s Forum (LOPF) would administer the fund within the Leeds third sector through a bidding process. The whole fund is intended to be distributed in 2022/23.
Adults and Health are taking the lead system role for this in partnership with LCHT as A&H is the lead commissioner for Forum Central/LOPF and therefore has the existing infrastructure to manage the arrangement.
The decisions required are: - That LCC enters into an NHS Act Section 256 agreement with LCHT in order to receive £800,000 from LCHT and so that LCC can adopt the lead commissioning role for the Enhance Programme on behalf of the partnership between LCHT and LCC.
- That £800,000 is grant-awarded to Leeds Older People’s Forum (LOPF) in line with financial regulations so that they can distribute this to the Leeds third sector through a bidding process.

1)The proposal to invest £660,253to deliver a pilot that uses Occupational Therapy and additional Social Worker staff at “the front door” to maximise capacity to meet growing demand for information and advice and demand for a social care assessment of needs, embedding an “independence first” approach.
2)The proposal to invest £646,323 to deliver a pilot of a new Community Reviewing Team that includes Occupational Therapy and Social Work staff to enhance the capacity of the current Adult Reviewing Team in order to deliver an increased reviewing schedule. The Deputy Director of Adults and Health approved the request to commence the process to procure a specialist care and support provider for the Kirklands Autism Service in Leeds. The contract will be awarded for an initial period of 6 years (with an option to extend for a maximum period of 48 months in any combination). The value of the initial contract period is set at an anticipated total maximum cost of £9 million (£1.5 million per annum). Should any extension period be utilised then will be subject to a separate decision at the appropriate time. The anticipated total maximum cost of the service, should all of the available extension provisions be utilised, will be £15 million (£1.5 million per annum). The formal decision to let the contract to a preferred provider will be taken at a later date following a decision by Executive Board to approve capital expenditure on the programme. Please see para. 22.
To note that officers on behalf of Adults and Health Integrated Commissioning and Procurement and Commercial Services (PACS) will complete all the necessary actions to ensure that this contract is in place by November 2022, including a suitable lead-in time.
