The Director of Adults and Health approved the allocation of £107,250 to the Time for Carers Grant Scheme in 2021/2022

The Director of Adults and Health noted that the Head of Commissioning (Integration) will be responsible for implementing this decision

Following the completion of a previous procurement exercise the Chief Officer Community Hubs, Welfare & Business Support approves the award of the contract, and spend of £12,991 to provide the supply and installation of display cases, cabinets and rugs at Armley Community Hub and Library, and a replacement Hub Reception Desk at Seacroft Community Hub and Library, to Opening the Book Ltd.

a) The Director of Adults and Health approved the extension of the contract for the Support and Personal Care Service for People Living with Dementia at Bay tree Resource Centre (contract DN197322) under Contract Procedure Rule 21 for 2 x 12 month periods commencing 1st November 2021 to the 31st October 2023 with Methodist Homes (MHA). The total value of this decision is £411,310.19, breaking down to £205,655.09 per annum.
b) Funding for this service will be met through the Adults and Health budget.

The Natural Environment Manager authorised the making of a Public Path Diversion Order in accordance with Section 257 of the Town and Country Planning Act 1990, in respect of Leeds Footpath No. 97 to confirm the Order, subject to there being no objections or in the event of objections which cannot be withdrawn, for the order to be referred to the Secretary of State, Department of the Environment, Food and Rural Affairs for determination.

The Natural Habitats Manager is also authorised the declaration of a new section of footpath from Leeds City 97 to Scott Hall Road.

Following an the application (attached at Appendix 1) made by Cllr Andrew Carter, the Chief Executive, following consultation with the Chair of the Standards and Conduct Committee has granted a dispensation to enable Cllr Andrew Carter to speak on Items 18 and 19 on the Executive Board agenda on the 23rd June 2021.

The City Solicitor is authorised to make or amend Member appointments to committees during the period between the Annual Council Meeting and the first ordinary meeting of Council where a group whip wishes to replace a committee Member with another Member of the same group. (Part 3 Section 2C (e) 4 b)ii) of the Constitution). The City Solicitor has sub delegated that authority to the Head of Democratic Services.

The Head of Democratic Services has approved the appointment below in accordance with the delegation scheme, which will last for the remainder of the municipal year:

The Chief Officer Civic Enterprise Leeds approved a waiver of CPR 8.1 so that
a 3 year contract can be awarded to Leeds Black Elders for the provision of 2
drivers to support the Meals at Home service at an estimated contract price of
£28k per annum giving a total 3 year cost of £84k.

a) The Chief Digital & Information Officer approved the request to award a call-off order against the Council’s Software Framework for the procurement of M365 A3 for faculty licences with the Phone System bolt on.
b) The licence cost for one year is £234,748.80.

The Director of City Development:
1. Authorised the required expenditure to enable the programme to progress the property acquisition(s) detailed in Confidential Appendix A. These acquisitions will be funded from the Council Housing Growth Programme budget, via a combination of Housing Revenue Account (HRA) borrowing and Right to Buy receipts.
2. Noted that Executive Board granted Authority to Spend for the programme on 24th July 2019.
3. Noted that a report has been submitted in parallel to the Director of City Development to request approval to acquire the property for Housing & Resources so that it can be returned to Council Housing Stock.

The Director of Resources approved the requests:
a. To move the responsibility for the Business Administration Service to the Head of Business Support Centre and Contact Centre and to rename the role of the Head of Business Support Centre and Contact Centre to the Head of Shared Services.

b. To delete the Dir 52.5% post (Head of Business Administration Service)

c. To create three new Dir 45% posts: Deputy Head of Shared Services (Business Support Centre); Deputy Head of Shared Services (Contact Centre) and Deputy Head of Shared Services (Business Administration Service).

The Chief Officer, Highways & Transportation:
a) noted the contents of the report; and
b) requested the City Solicitor to advertise a Traffic Regulation Order (TRO) and amend the Off Street Consolidation Order (2010) to help manage the use of the electric vehicle charging bays as detailed in Appendix A, and if no valid objections are received, to make, seal and implement the Order as advertised.

The Director of City Development:

Following a full Leeds City Council tender exercise, The Chief Officer for Culture & Economy has approved the appointment of Insight with Passion to deliver the second phase of 121 business support for Leeds City Council’s Microbusiness Support Programme. The contract will have a value of £99,000 (+VAT) and will be funded through the Additional Restrictions Grant (ARG). Launching 28th June with the first phase completing on 20th December 2021 and potential for a second phase to start January 4th and terminate on March 30th 2022.

Various Groups at the Annual meeting of Council identified places on WYCA Scrutiny Committees as ‘whips nominees’ and have subsequently proposed the following appointments.

The Chief Officer Operations and Active Leeds approved a one month extension of the current discount scheme for Markets traders creation covering the period 1st July to 31st July 2021.

The Chief Officer Sustainable Energy & Air Quality:
Approved the use of an Advanced Orders mechanism to place an order for Solar PV systems ahead of entering into the design and build contract with Engie.
Released £410,291.20 of funding to secure c3000 panels (equating to c50% of the overall scheme requirements) for installation at priority sites.

The Chief Officer, Resources & Strategy accepted the tender supplied by
Leeds Building Services in the sum of £269,448.80 to carry out External Envelope works at Ninelands Primary School.

The Chief Officer Digital & Information Services approved the waiver of the Contracts Procedure Rules No’s 8.1 and 8.2 (in accordance with CPR 27) and approve entering into a new contract with Zen Internet Ltd to ensure continual provision of ADSL, VDSL and Ethernet circuits for UTMC operation.

This agreement would be in place for a period of up to 12 months from 1st July 2021 to allow for the rollout of the DIS full fibre programme and review of telecommunication provision by DIS. The value of the award will not exceed £100,000.

The Chief Officer (Highways and Transportation):
i) Noted the contents of the report;
ii) Requested the City Solicitor to advertise draft Traffic Regulation Orders required to implement the elements of the A647 Bus Priority Corridor scheme within the Calverley & Farsley ward, and if no valid objections are received, to make, seal and implement the Orders as advertised. The Traffic Regulation Orders are described in the Summary TRO Plans and Summary TRO Schedule included in Background Documents 8.3 and 8.4, respectively.

The Chief Officer (Highways and Transportation) is requested to:
i) Noted the confidential legal advice contained in Appendix 2
ii) Noted the detail of the highway works as outlined in the third bullet point in section 1 Main Issues and shown on drawing number LMSR-16-06-009-E.
iii) Noted and approve that the City Solicitor negotiating the terms of and entering into an agreement with the developer pursuant to Section 2 of the Local Government Act 2000 and the Localism Act 2011 whereby the developer will design and procure the highway works at their expense and the Council will check the design of the work and inspect the construction generally akin to the provisions of Section 278 of the Highways Act 1980 following resident consultation.
iv) Gave authority to incur expenditure of £11,400 staff costs and £16,000 TRO costs (or £20,000 if advertised separately) to be fully funded by the developer through the proposed legal agreement.
v) Requested the City Solicitor to advertise a draft Traffic Regulation Order at the appropriate time to provide 2 point closures on the Whitehall Road service road and, if no valid objections are received to make, seal and implement the order as advertised;
vi) Requested the City Solicitor to advertise a draft Traffic Regulation Order at the appropriate time to provide 20mph speed limit order and double yellow lines at the proposed turning heads on the Whitehall Road service road and, if no valid objections are received to make, seal and implement the order as advertised; and
vii) Gave authority to amend the Street Register on completion of the highways works, to the satisfaction of the Highway Authority and to add the area of land shown on plan GM1 subject to the developer continuing to be responsible for maintenance of the land for a further 12 months following such amendment maintenance of the land for a further 12 months following such amendment.

The Built Environment Lead Officer accepted the tender supplied by
Leeds Building Services in the sum of £122,680.62 to
carry out External Envelope works at Wetherby St James Primary School.

a) The Chief Officer Civic Enterprise Leeds approved the
appointment of the following contractors:
I. Lot 1 –Subscan UDS Ltd for Housing – East Leeds only
and Non-Housing – East & West Leeds only
II. Lot 2 – Easaway Drain Care UK lLd for Housing
– South only and NonHousing – South only
b) The contract to start 1st July 2021 for a 4 year period ending
initially on the 30th June 2025 with the option to extend for a further
4 x 12 months. . The value of the contract is estimated to be in the
region of £800,000 pounds per year for each lot, totalling £12.8
million including any extensions.

The Chief Officer Asset Management and Regeneration has agreed to:
a) sign the ERDF Grant Funding Agreement issued by the Ministry for Housing and Local Government
b) approve and enter into the funding agreement for the £300,000 Council grant and associated ERDF grant to Unity Property Services for the refurbishment of Leeds Media Centre

In accordance with Outside Body Procedure Rule 4.5(ii) & (iii) the Head of Democratic Services approved the following appointments to the Leeds Culture Trust:
• Councillor Jonathan Pryor (Labour)
• Councillor Dan Cohen (Conservative).

The appointments will be reported to the next meeting of the Member Management Committee.

The Director of Communities, Housing and Environment approved the sub-delegation scheme set out at Appendix 1.

That the Director of Communities, Housing and Environment approved:

a) Leeds City Council’s participation in the Afghan LES Relocation Scheme by taking up to 60 people, initially we would like to take 40 people (8 properties) with a view to sourcing 4 more if we are able to.
b) The Director of Communities, Housing and Environment is responsible for the implementation of decisions in respect of this report.

The Chief Officer, Highways and Transportation;
a) Approved the design and implementation of the proposed (Draft) Off-Street Car Park Order for the LPTIP Stourton Park & Ride facility, subject to the advertisement and sealing of the Order as set out in Recommendation B. Details are shown on drawing LPTIP1-MM-HAC-STR_XXX-DR-CH-0001 in Appendix A.
b) Requested the City Solicitor to advertise the (Draft) Off-Street Car Park Order and if no valid objections are received, to make, seal and implement the Order as advertised.

e) Approved the design and implementation of the proposed (Draft) Speed Limit Orders, (Draft) 24hour Bus, Taxi and Cycle lane Movement Order and (Draft) Bus Only and One-Way Street Order for the LPTIP Stourton Park & Ride and associated Highway Improvements, subject to the advertisement and sealing of the Orders as set out in Recommendation F. Details are shown on drawing LPTIP1-MM-HAC-STR_XXX-DR-CH-0002 in Appendix A.
f) Requested the City Solicitor to advertise the (Draft) Speed Limit Orders, (Draft) 24hour Bus, Taxi and Cycle lane Movement Order and (Draft) Bus Only and One-Way Street Order and if no valid objections are received, to make, seal and implement the Orders as advertised.
g) Approved with reference to the powers contained in Section 65 of the Highways Act 1980, the construction of a cycle track as part of the highway, for the use of cyclists only, as shown on drawing LPTIP1-MM-HAC-STR_XXX-DR-CH-0002 in Appendix A.
h) Acknowledged the amendments required to the highway boundary between Leeds City Council highway network and Highways England motorway network, which are being included in the Section 6 Agreement.

The Director of Resources & Housing approved the following requests:
a. To move the contact centre into BSC, focused on the operational management of the contact centre
b. To delete Dir60% post (Head of Contact Centre)
c. To create a new interim role Head of Transformation that will focus on the savings and transformation work programme.
d. To separate the business support team according to its functions rather than move as a whole team as set out in Appendix B
e. To delete Dir45% post (Development and Improvement Manager)
f. To move the Customer Relations team to Chief Executive’s Office
g. To move the Digital Access Team within DIS with the exception of those roles that are related to the social media team, which should move to become part of the contact centre
h. To move the Insite team within the Digital Access Team, reporting to the On Line Development Manager
i. To note the need to develop ways to strengthen the links between the Communication Team and the Digital Access Team on an on-going basis
j. To note the need to develop robust governance to enable prioritisation of the work of both the web team and the Customer Access Development team within DIS in line with the overall council’s requirements and to provide greater transparency
k. To note the need to agree a SLA between face to face and the resourcing and forecasting team, the P& R team as well as the training team to agree what services will continue to be provided and how.

The Chief Planning Officer has agreed to the attached documents to be taken forward as the official guidance for Planning Officers, developers and the general public.

The Director of City Development has granted approval to:
1) Issue an appointment letter and enter into an NEC4 Professional Services Contract to design and deliver extra care housing at Middlecross, Armley (scheme 2) to ENGIE Regeneration.
2) Commence 12 months of gas monitoring and site investigations at Cartmell Drive, Halton Moor (scheme 1).
3) Pay ENGIE Regeneration their tender fees in the amount of £25,000 (twenty five thousand pounds) as part of this contract award.

The Director of Public Health has approved, in accordance with the provisions of Regulation 72 of the Public Contracts Regulations 2015, a modification to the contract price of One You Leeds to include up to £300,000 to provide additional adult weight management activity from 1st June 2021 to 31st March 2022.
