Forthcoming Key Decisions

This page lists the key decisions due to be taken within Leeds City Council over the next few months. Details of each key decision will be published below at least 28 clear days before the decision is due to be taken

What is a 'Key Decision'?

A key decision is an executive decision which is likely to:

  • result in the Authority incurring expenditure or making savings over £500,000, or
  • have a significant effect on communites living or working in an area comprising one or more wards.
  • Article 13 of the Council's Constitution provides more details about which decisions will be treated as key decisions.

    How to get more information about a particular key decision

    The agenda papers for Executive Board meetings, and the documents being considered by officers taking key decisions, are available five working days before the decision will be made through the Council's website.

    The contact details of a lead officer are provided for each key decision listed below. Please contact the lead officer directly if you wish to obtain copies or extracts of any other listed documents, or if you wish to receive details of further documents as they become available. Sometimes the papers you request may contain exempt of confidential information. If this is the case, the lead officer will explain why it will not be possible to make copies available.

    24/06/2022 - Day services for younger people living with dementia - contract extension

    Brief Description

    To take up the option to extend the contract with Community Links to provide day services for younger people living with dementia, for a period of up to three years.

    The current contract with Community Links commenced on 1st January 2018, and is due to end at 30th September 2022.  The decision to be made concerns whether to take up the option to extend the contract by up to three years.

    The original authority to procure dates from March 2017, and the decision was for a five year contract with options to extend by up to three years: 

    The contract award to Community Links, along with minor adjustments to the contract period to facilitate a move of premises and co-working with the Alzheimers Society as the previous provider, was agreed in August 2017.

    Impact On Wards

    The ‘community of interest’ served is younger people living with dementia in Leeds.  The definition of “younger” is needs-led but broadly refers to people aged under 65.  There are c. 180 people living in Leeds, aged under 65 with a dementia diagnosis. 

    Financial and procurement implications

    A decision to extend the current contract would lead to the service provision continuing, without going out to competition, for a period of up to three years. 

    The funding for this service is shared between the Council (£180Kpa) and NHS Leeds CCG (£112.5Kpa).  It is committed recurrently from both organisations based on a long-standing recognition of the specific needs of this group of people, families & carers. 

    Partnership working

    Community Links is seeking an uplift in contract value, reflecting that the funding has remained the same over the contract period.  This will be explored in preparing the decision report, including exploring an increase in the NHS contribution.

    Approval of the authority to procure for the Bill Payment Services

    23/06/2022 - Authority to procure a contractor to deliver kitchens, bathrooms and rewires to council managed domestic properties in 2022/2023

    The decision is to undertake a procurement to select a contractor to deliver Kitchens, Bathrooms and Rewires in council housing.

    This work is additional to the programme allocated to the internal service provider Leeds Building Services as this exceeds the ISP’s current capacity.

    The estimated value of the works to be delivered externally is £2.0m.
