Forthcoming Key Decisions

This page lists the key decisions due to be taken within Leeds City Council over the next few months. Details of each key decision will be published below at least 28 clear days before the decision is due to be taken

What is a 'Key Decision'?

A key decision is an executive decision which is likely to:

  • result in the Authority incurring expenditure or making savings over £500,000, or
  • have a significant effect on communites living or working in an area comprising one or more wards.
  • Article 13 of the Council's Constitution provides more details about which decisions will be treated as key decisions.

    How to get more information about a particular key decision

    The agenda papers for Executive Board meetings, and the documents being considered by officers taking key decisions, are available five working days before the decision will be made through the Council's website.

    The contact details of a lead officer are provided for each key decision listed below. Please contact the lead officer directly if you wish to obtain copies or extracts of any other listed documents, or if you wish to receive details of further documents as they become available. Sometimes the papers you request may contain exempt of confidential information. If this is the case, the lead officer will explain why it will not be possible to make copies available.

    20/09/2022 - Core Business Transformation - Technology Refresh

    Proceed with Phase 1 of the Technology Refresh and Transformation for Core Business Services. Phase 1 will deliver: Finance implementation using the preferred technology; operating model work to prepare HR, Payroll and Procurement; Transformation and Change support; Programme and Portfolio management

    20/09/2022 - Receipt of UK Shared Prosperity Fund Funding

    The report outlines Leeds City Council’s current position in relation to UK Shared Prosperity Fund funding.  The report provides an update with progress to date a plan, the Council’s priorities for the fund, the timeline for the fund, the next steps towards implementation and the decisions which need to be taken to ensure the Council is in a position to accept the funding and spend for year 1.

    20/09/2022 - Delivery of the Destination Marketing and International Relations Plan

    The report outlines a plan for Destination Marketing and International Relations for the period of 2022 – 2025, Connecting the Local with the Global.

    20/09/2022 - Contract for the supply and maintenance of Fire Fighting Equipment and evacuation requirements

    To seek approval of the Director of Communities, Housing & Environment for the authority to procure a contract for the supply and maintenance of Fire Fighting Equipment and evacuation requirements. for Leeds City Council to commence 1stApril 2023.

    The contract will be for a three year period with an option to extend for up to a further 2 years to commence on 1st April 2023, with an estimated annual cost of approximately £300k per year.

    20/09/2022 - District Heating Annual Report 2022

    To note that good progress has been made with district heating over the last year with significant growth planned for this year and to take some operational decisions re pricing strategies to reflect global utility volatility and to prepare for forthcoming legislation.

    20/09/2022 - Procurement of a contract for roofing refurbishment works at Halliday Court, Garforth

    The Director of Communities, Housing and Environment is asked to approve the procurement and implementation of a new contract to undertake re-roofing works for a sheltered housing complex in Garforth, Halliday Court.

    20/09/2022 - Future of the Alderton Heights and Gipton Gates high rise and resident rehousing

    As significant investment work is needed to bring five high rise housing blocks up to an appropriate standard, including intrusive and costly strengthening works, an options appraisal has been undertaken and a decision is needed on the future of the blocks.

    These are the three Alderton Heights blocks in Alwoodley, and the two Gipton Gate West and East blocks in Gipton, with a total of 300 homes.

    The recommended approach includes for all residents to be rehoused, with appropriate support for those who need it.  This would be needed whether blocks are being refurbished or are to be demolished to enable the development of new modern housing.

    20/09/2022 - Inflationary uplift to responsive repairs delivery contract in the West of Leeds.

    Due to unforeseen market conditions the contractor delivering statutory responsive repairs and voids services in the west of the city requires an inflationary uplift to their rates to ensure that continued delivery is viable. Increase in material costs could not be been foreseen at time of contract award

    12/09/2022 - Authority to undertake a procurement for the design, build, operation and maintenance of a solar farm

    To provide authority to procure a contract for the design, build, operation and maintenance of a minimum one solar farm.
