The Chief Officer (Highways & Transportation);
i) noted the contents of this report;
ii) approved the detailed design and implementation of the package of works as detailed in section three of this report;
iii) gave authority to incur expenditure of £10,000 comprising of works cost, staff fees and legal costs, all to be funded from the School S106 travel plan funds; and
iv) gave authority for the city solicitor to promote and implement a temporary traffic regulation order as identified through the detailed design process.

The Chief Officer (Highways and Transportation):
i) noted the Executive Board approval in January 2020 to authorise the detailed design and construction of the A58 Beckett Street including York Street;

ii) approved the preliminary scheme design for Beckett Street; and

iii) requested the City Solicitor to advertise draft Traffic Regulation Orders and if no valid objections are received, to make, seal and implement each Order as advertised.

The Director of Adults and Health noted the progress made by the Leeds Academic Health Partnership over the past three years towards its programme to deliver better health outcomes, reduced health inequality and more jobs and stimulate investment in health and social care in the context of the Leeds Health and Wellbeing Strategy.

The Director of Adults and Health supports a one year extension of the City Council’s contribution to the running costs of the LAHP and delivery of the LAHP’s programme of work whilst the wider review of LAHP is carried out (1st April 2020 – 31st March 2021).

The Director of Children & Families agreed the contents of a business case in respect of a child or young person with complex needs and the individual costs exceed £50,000.

The cost of this residential combined placement is approximately £210,930 per annum.

It is considered in the public interest that information contained in the business case is exempt from publication as it relates to a vulnerable child or young person within the city and the actions taken are to enable that person to receive their statutory entitlement to a minimum of 25 hours education.

The Chief Officer Asset Management has given approval to the terms of a land exchange between the Council and Wades Charity for land at Throstle Recreation Ground, Middleton, in order to facilitate the development of new council housing, an extra care scheme and an improved area of greenspace.

The Director of Adults and Health noted the tender process undertaken and the outcome which has concluded that Community Links (Northern) Ltd submitted a compliant tender that meets the required criteria.
The Director of Adults and Health noted and approved the award of a contract to Community Links (Northern) Ltd for delivery of the Oakwood Hall Service for a period of 22 months commencing 1 June 2020 at a total cost of £914,723.

The Director of Adults and Health approved the £89,340.89 per annum to manage the uplift requests for the 14 individuals whose individual Care Plan will exceed £100,000 per annum once the uplift for their provider is approved for 19/20, which requires this Significant Operational decision.

In accordance with CPR 3.1.6 the Chief Officer Resources & Strategy approved a tender exercise to procure Independent Persons and Independent Investigating Officers under CPR9.

The procurement exercise will commence in June 2020 and conclude by December 2020. The contract will commence in January 2021 and expire in December 2025, with the option to extend for a further 12 month period.

To reopen cafés in parks on a takeaway basis and allow food and drink concessions to trade in line with government guidance.

To reopen Temple Newsam and Roundhay Golf courses in line with government guidance.

To address the demand for safety screens in taxi and private hire vehicles by

a) Retaining the council’s current policy on approving safety screens for permanent use, and permitting people who have had safety screens fitted of an approved design and installation to claim 50% up to £250 of the costs;
b) As a temporary measure resulting from the current pandemic, permitting owners/operators of taxi and private hire vehicles to fit safety screens which have not yet been approved by the council, in order to raise confidence that taxi and private hire vehicles can reduce the likelihood of transmission of Covid-19. The council will accept no liability for loss, damage or injury resulting directly or indirectly from the installation and/or useof any such safety screen, and will require the screen to be removed when the Covid-19 emergency ends

The Chief Planning Officer agrees for a period of three months, until 1 August 2020, subject to review, that on a case by case basis and with appropriate justification provided by the applicant / developer, to defer or extend payment periods for Section 106 and the Community Infrastructure Levy (CIL) during the lockdown period and an agreed period beyond lockdown.

To address the 2,100 licences temporarily extended by up to three months to 30 June (for licences expiring between 23 March and 12 June which had not already been renewed by 24 March) by offering licence holders the chance to apply for a licence for the remaining period of their licence, with the anniversary falling on the usual date of the year:
3 years or 1 year (drivers)
5 years or 1 year (operators)
1 year (vehicles)

And to charge a licence fee for the remaining licensed period (part of 1 year, 3 years or 5 years), not for the full period.

a) The Chief Officer for Environmental Services approved the waiver of CPR 9.1 and 9.2 to allow ordering with Cromwell Polythene Limited and Storm Environmental Limited for a period of 13 months from 1st March 2020 to 31st March 2021 at a total value of approximately £142K to ensure adequate supplies for the service.
b) The Chief Officer for Environmental Services also approved the commencement of a formal procurement exercise in the form of a call off from the ESPO Framework 860 for the supply of refuse liners and steel wheeled bins.

The extension of the existing contract for the proviosion of the staff buisness taxi service, Ref DN295244, with Pennock Ivory Ltd Trading as Amber Cars by 12 months to 30th June 2021.

The Head of the Business Support Centre has approved the decision to award contracts (DN445112) to the next four highest scoring bidders following a recent procurement exercise for the provision of Personal Protective Equipment and the provision of Workwear (Lot 1 and Lot 2) for a term of 3 years plus a 12 month extension. The additional suppliers are 1st Coverall Company Limited, Arco Limited, Arden Winch & Company Limited and CMT Equipment Limited.
It is anticipated the contracts will commence on or around 18th May 2020.

The Director, Children & Families agreed the recommendation of a report relating to the placement of a child/young person. The individual costs of the place are £285,742.86.

The Director of Resources and Housing has approved :
1. The new Lettings Policy: New Homes Delivered via the Council Housing Growth Programme.
2. That any local enhancements / variations to the policy to meet local demand and supply priorities are incorporated into Community Lettings Policies.
3. That the new Lettings Policy: New Homes Delivered via the Council Housing Growth Programme, and any current local lettings policies for new build will apply for five years from handover

The Director of Children and Families approved the award of a contract to deliver an Interagency Adoption Placement service to Barnardo’s. The contract will be for 3 years commencing on 25th May 2020 until 31 March 2023. The estimated value of the contract is £2,950,030.

The Chief Officer Elections and Regulatory approved a variation to the current domestic pest control contract which will extend the contract end date for a 3 month period up to 31st August 2020.

Agreement on the eligibility criteria for food provision for affected Leeds households requiring support as a result of covid 19.
Individuals / Families will receive indefinite support packages where they:
o Have no recourse to public funds.
o Are a pensioner or vulnerable person self-isolating and can’t pay.
o Are a pensioner or vulnerable person self-isolating and can pay.
Outside of the above cohorts, anyone needing support on the basis that they cannot pay will receive up to 4 support packages. In providing this package of support (over a 3-4 week period), it will give time for clients to contact the DWP and seek additional financial assistance if required.
Options to receive direct food delivery or weekly payment of £25 to single persons and £50 to families.

To allow procurement of PPE supplies during the Coronavirus pandemic which are essential for the health and safety of front line staff involved in delivering essential services.

This is a Significant Operational Decision as it is using the £21.9m of emergency government COvid-19 funding that was taken as a Key Decision.

Following the completion of a procurement exercise the Chief Officer Customer Access and Welfare approves the award of the contract, and spend of £140,000, to provide the design, supply and fitting of safety equipment, way finding apparatus, social distancing equipment, barriers, and any other identified associated apparatus (including reconfiguration if needed), all seeking to offer staff and customer safety when 7 Community Hubs are reopened to the public, to Opening the Book Ltd.

To reopen tennis courts in parks in accordance with government guidance.

To enable access to council managed outdoor bowling greens in accordance with government guidance.

To reopen multi-use games areas in parks in accordance with government guidance.

To allow fishing on permitted grounds in accordance with parks byelaws and government guidance.

The Chief Officer (Highways and Transportation) instructed the City Solicitor to apply to the magistrates’ court for a stopping up order under Section 116 of the Highways Act 1980 for the area of adopted footpath as shown in red on drawing SD/217960/Z235/01.

The Chief Officer (Highways and Transportation):
i) noted the contents of the report; and

ii) authorised the implementation of a Prohibition of Motor Vehicles restriction on Rooms Lane, Morley as shown on the attached drawing TM/25/0287/CON/01.

1. The Chief Financial Officer injected the scheme into the 2020-21 capital programme for an estimated value of £328k funded by borrowing.
2. The Director of Resources and Housing gave Authority to Spend of £328k from within the approved Capital Programme 2020-21.

The Director of Resources and Housing approved the use of the YPO Framework 790 Vehicle Hire Lease and Purchase Portal for the supply of hire vehicles for Leeds City Council Fleet services from 7th Feb 2020 to 6th June 2020 with estimated expenditure of approximately £0.5m.
