Forthcoming Key Decisions

This page lists the key decisions due to be taken within Leeds City Council over the next few months. Details of each key decision will be published below at least 28 clear days before the decision is due to be taken

What is a 'Key Decision'?

A key decision is an executive decision which is likely to:

  • result in the Authority incurring expenditure or making savings over £500,000, or
  • have a significant effect on communites living or working in an area comprising one or more wards.
  • Article 13 of the Council's Constitution provides more details about which decisions will be treated as key decisions.

    How to get more information about a particular key decision

    The agenda papers for Executive Board meetings, and the documents being considered by officers taking key decisions, are available five working days before the decision will be made through the Council's website.

    The contact details of a lead officer are provided for each key decision listed below. Please contact the lead officer directly if you wish to obtain copies or extracts of any other listed documents, or if you wish to receive details of further documents as they become available. Sometimes the papers you request may contain exempt of confidential information. If this is the case, the lead officer will explain why it will not be possible to make copies available.



    Forthcoming Key Decisions

    24/09/2021 - Request to enter into a contract with LCIL for the Direct Payment Support Service for 6 months + 6 months.

    Adults and Health and Children’s Services are seeking to use the provision in Public Contract Regulations 2015, Regulation 32(2) Negotiated Procedure without prior publication to enter into a contract with Leeds Centre for Integrated Living (LCIL) for Direct Payment Support Service for  6 months + up to an additional period of 6 months from the 1st December 2021.

    21/09/2021 - Procurement of contract for collection of traffic penalty debts    For consultation

    The Council is seeking to award a contract to enforcement agents for the collection of debt relating to unpaid traffic penalties

    13/09/2021 - Re-procurement of the contract for the Council's Printing Requirements for Electoral Services

    Brief Description

    Approval to run a procurement exercise and award a contract for Printing Services for Electoral Services.

    Financial and procurement implications

    The procurement is to award a new contract as the current contract is due to expire in January 2022.  The annual spend is estimated as approximately £500k however this may increase/decrease depending on which elections take place during the life of the contract.

    13/09/2021 - To approve the extension of call off contracts for Temporary Integrated Digital Service Contractors

    Integrated Digital Service (IDS) currently has a Framework Agreement in place Temporary ICT Staff Framework – for the supply of ICT resource, which came into effect on 14/01/2020 and will run until 13/01/2024. There are 6 approved recruitment agencies on the Framework.

    A number of legacy contractors continue to be supplied through agencies on a previous framework (DN189804) and we request approval to continue with these contractors until their skills are no longer required.

    Also, if required, source suitably qualified and experienced ICT resource where these cannot be provided by the suppliers on the Temporary ICT Staff Framework.
