The Chief Officer Parks and Countryside approved the waiver of Contract Procedure Rules 9.1 and 9.2 (‘over 100k – High Value Procurements’) to award a contract to Grace & Tailor Ltd as the main production contractor for the Leeds West Indian Carnival with a contract value not exceeding £170,000

The Chief Officer Parks and Countryside approved the waiver of Contract Procedure Rules 9.1 and 9.2 (‘over 100k – High Value Procurements’) to award a contract to Grace & Tailor Ltd as the main production contractor for the Leeds Black Music Festival with a contract value not exceeding £150,000 between 18th July 2022 to 30th September 2022.

Following the Significant Operational Decision taken by the Director of City Development on the 26th October 2022, authority to enter into the NEC4 Engineering and Construction Option C Target Contract was delegated to the City Solicitor.

The City Solicitor:
a) Confirmed the decision taken by the Director of City Development in October 2022 to enter into an NEC4 Engineering and Construction Option C Target Cost contract with the Principal Contractor to deliver the LSSTG project subject to the terms and conditions outlined in the confidential appendix.
b) Approved entry into a designer’s collateral warranty with consultants Atkins for the LSSTG design works.

The Key Decision which led to the decision from the Director of City Development and the City Solicitor was taken at Executive Board on the 22nd June 2022.

The Chief Digital and Information Officer approved the award of a contract to Fujitsu Services Ltd, on a time and materials basis, for 12 months with the option to extend for a further three months. The contract to commence as soon as reasonably practicable following approval to proceed.

The Chief Officer, Highways and Transportation:
a) Noted the contents of this report and the terms of the related funding agreement.
b) Agreed to enter in to a funding agreement with the West Yorkshire Combined Authority for Shared Prosperity Fund monies with a total value of £310,000 to deliver the West Yorkshire Flood Innovation Programme ( WYFLIP) - Revenue & Research Project.

The Head of Engineering and Infrastructure:
a) Noted the contents of this report and the terms of the related partnership agreement.
b) Agreed to enter into a partnership agreement with the Environment Agency (EA) with a total value of £250,000 to deliver the Yorkshire Natural Flood Management Community of Practice and West Yorkshire Flood Innovation Programme.

The Chief Officer (Highways & Transportation) was requested to approve the recommendation to extend the Noise Insulation Contract for a further 12 months to 5th February 2024 with the incumbent contractor, DGB Joinery Ltd. The estimated cost of the 12-month extension is approximately £200,000.00.

The Chief Officer (Highway and Transportation) was requested to approve the tender and evaluation of the Yorkshire Highway Alliance Supply of Traffic Sign Poles Contract 2023 for a 2-year period with the option to extend for a further 2 years with an estimated value of £125,000 per annum across West Yorkshire.

The Director of City Development has agreed to:
a) Accept the UKSPF Funding Agreement from WYCA for a local authority grant allocation of £9,769,280 over Years 2022 – 2025.
b) Authorise the Council to sign, seal and return the agreement to WYCA legal team.

The Director of Communities, Housing and Environment gave approval of the creation of three full-time fixed term contract positions to provide operational support to co-ordinate activities and services.

The Head of Transport Planning:

a) Confirmed acceptance of additional development funding of £450,000 from the Transforming Cities Fund to support project development of the A61(S) corridor scheme to OBC completion.
b) Gave approval for Leeds City Council (LCC), to appoint WSP professional consultancy services via West Yorkshire Combined Authority (WYCA) Strategic Delivery Partner (SDP3) procurement framework on a direct award to support project development to Outline Business Case (OBC) in partnership with WMDC.

The Chief Officer Civic Enterprise Leeds approved:

(a) the injection of temporary staff resources up to a maximum of £266,776 (Including a 10% contingency) made up of 2 PO6s and a PO4 for up to 1 year to assist with residual issues around Connect implementation, HR issues and Commercial issues supported by 4 B3s for 6 months and

(b) that the expenditure is funded from the capital receipts flexibilities provided for transformational work.

The Head of Transport Planning:
a) Noted the contents of this report
b) Approved the direct award of a contract to Phar Partnerships Limited, in order that they can identify a suitable sponsor for Leeds City Bikes service.

The Natural Environment Manager authorised the making of a Public Path Diversion Order under Town and Country Planning Act 1990 Section 257 for the diversion of Leeds Public Footpath 207 and permissive bridleway at Cockburn School and to confirm the Order subject to their being no objections or in the event of objections being received which cannot be withdrawn, for the Order to be referred to the Secretary of State for the Department of the Environment, Food and Rural Affairs for determination.

The Director of Children & Families approved the decision to extend the contract with the current provider of a targeted weekend activity scheme, LWCA. The extension period is from 01/04/2023 to 31/03/2024. There is one further 12-month extension period remaining. The overall contract value, should all extensions be utilised will be £420,000 (£140K per Annum).

The Director of Communities, Housing and Environment has:-

a) Approved the use of 1x12 month extension provision for contract DN192869/9V6C-XSVTXL. The contract is with Liberty Gas Group for Gas Fuelled Domestic Heating Lot 3 (West Leeds) with the proposed extension anticipated to commence on 1st April 2023 until 31st March 2024, at an estimated value of £3million per annum; and

b) Approved the use of 1x12 month extension provision for contract DN198406/A7VL-87D9E5. The contract is with Liberty Gas Group for Gas Fuelled Domestic Heating and covers the Outer Northwest Leeds area with the proposed extension commencing on 1st April 2023 until 31st March 2024, at an estimated value of £1.5million per annum.

The Chief Officer Asset Management and Regeneration has declared Hunslet Hall surplus to Council requirements and approved its sale by on the open market by way of public auction.

The Chief Officer Asset Management & Regeneration has approved terms
for the purchase of land at Wyther Lane for the development by Leeds City Council of a pumping station as part of the approved Flood Alleviation Scheme Phase 2.

The Chief Officer Asset Management & Regeneration:
1. Granted approval to purchase the properties detailed in Confidential Appendix B, at Market Value as determined by Land & Property and authorised their use as designated Rough Sleeper accommodation, to be managed by Leeds Housing Options.
2. Authorised the required expenditure to enable the programme to progress the property acquisitions detailed in Confidential Appendix B. These property acquisitions will be funded from the Council Housing Growth Programme budget, via a combination of Housing Revenue Account (HRA) borrowing and a Homes England grant of £50,000 per property.
3. Noted that Executive Board granted Authority to Spend for the programme on 24th July 2019.
4. Noted that written approval to bring the properties back into council housing stock was provided by the Chief Officer (Housing) of Communities, Housing & Environment on 5th December 2022.

The Chief Officer Civic Enterprise Leeds approved under regulation 72 1(e) the variation of the end date of contract 25203 for the supply of frozen foods, The contract end date is to be varied from 31 March 2023 to 31 July 2023 with an estimated value under £450,000.

The Director of Public Health has agreed to award a contract to Humankind Charity with effect from 1st April 2023 until 31st March 2028, with an option to extend for up to a further 60 months in any combination.
The value of this decision is £87,916,105.78 for the initial 5-year contract period (total value of £176,285,266.17 if the extension is fully utilised), which will be subject to a separate decision at the appropriate time. (This is a direct consequence of a previous key decision).

The Chief Officer, Resources and Strategy approved the variation of contract reference DN317731 Children and Families Bereavement Service with Child Bereavement UK to vary the extension period from 12 to 24 months and agreed to take up the full new extension period. The new extension period is for 24 months from 1st March 2023 to 28th February 2025 at a value of £266,894 (£133,447 p.a)

The Chief Officer Operations and Active Leeds
- Approved a contract award for Legible Leeds Wayfinding Extension 2023-2026 to IS Consultancy (UK) Ltd commencing on 1st April 2023 on a call-off basis at an estimated total contract value of up to £217,500 over the contract term.

The Chief Officer Asset Management and Regeneration has approved the making of the financial settlement to the Diocese as detailed in the confidential appendix in settlement of the reverter requirements and related site security costs and to the incurring of the expenditure required to settle the amount due.

The Director of Communities, Housing and Environment approved the use of a Department for Levelling Up, Housing and Communities (DLUHC) Rough Sleeping Accommodation Programme (RSAP5) grant to Turning Lives Around (TLA) to provide four units of one bedroom accommodation with support for people who have previously been rough sleeping. The grant available is for up to £34,875 revenue and up to £204,000 capital.

The Chief Officer, Resources & Strategy agreed to transfer £428,630 Department for Levelling Up, Housing and Communities Grant Funding to Bradford Metropolitan District Council for the purposes of the fulfilling requirements of our shared bid to the DLUHC Data Accelerator Fund.
