The Director of City Development is requested to:
a) Grant Approval to purchase the properties detailed in Confidential Appendix A at market value, as determined by Land & Property, and authorise their return to Council housing stock.
b) Authorise the required expenditure to enable the programme to progress the property acquisitions detailed in Confidential Appendix A. These property acquisitions will be funded from the Council Housing Growth Programme budget via a combination of Housing Revenue Account (HRA) borrowing and Right to Buy receipts.
c) Note that Executive Board granted Authority to Spend for the programme on 24th July 2019.
d) Note that written approval to bring the properties back into council housing stock was provided by the Chief Officer, Housing on 15 August 2024.

Approval is sought from the Chief Officer, Operations and Active Leeds to grant authority to:

  Procure advertising suppliers for a series of “Ambient Roadside Media Opportunities.” The procurement exercise will comprise five individual lots, as part of one overall exercise.

These contracts are intended to secure new income for the Council.

27/08/2024 - Capability Fund 2023-24 Extension and Capability Fund 2024 - Approval for the injection of funding into Leeds City Council ref: 57636    

To give authority to inject £526,980 (£167,340 from the Capability Fund 2023-24 Extension + £359,640 from the Capability Fund 2024) into the Transport Policy account for active travel Network Development activities and £351,320 (£111,560 from the Capability Fund 2023-24 Extension + £239,760 from the Capability Fund 2024) into the Influencing Travel Behaviour account for active travel Behaviour Change activities.

 

To give authority to sign and seal the Grant Funding Agreement (GFA) for the Capability Fund 2023-24 Extension (£278,900) and the Capability Fund 2024 (£599,400) – £878,300 in total to be fully committed or spent by the end of September 2025.

 

If additional funding through these allocations is made available, they will be considered by the Head of Transport Planning through the delegated decision process.
