Forthcoming Key Decisions

This page lists the key decisions due to be taken within Leeds City Council over the next few months. Details of each key decision will be published below at least 28 clear days before the decision is due to be taken

What is a 'Key Decision'?

A key decision is an executive decision which is likely to:

  • result in the Authority incurring expenditure or making savings over £500,000, or
  • have a significant effect on communites living or working in an area comprising one or more wards.
  • Article 13 of the Council's Constitution provides more details about which decisions will be treated as key decisions.

    How to get more information about a particular key decision

    The agenda papers for Executive Board meetings, and the documents being considered by officers taking key decisions, are available five working days before the decision will be made through the Council's website.

    The contact details of a lead officer are provided for each key decision listed below. Please contact the lead officer directly if you wish to obtain copies or extracts of any other listed documents, or if you wish to receive details of further documents as they become available. Sometimes the papers you request may contain exempt of confidential information. If this is the case, the lead officer will explain why it will not be possible to make copies available.

    09/12/2024 - Allocation of the Early Years Budget Grant to be paid to childcare providers in 2024-25

    Determination of the which early years childcare providers will receive an allocation of the Early Years Budget Grant (EYBG) 2024-25.

    06/12/2024 - Authority to approve the procurement of vehicles under the capital replacement programmes

     

    Approval is being sought to procure replacement vehicles forming part of the 24/25 and 25/26 Fleet Replacement Programmes

    02/12/2024 - White Rose Station - Access Road (non-adoptable) Works Construction

    To authorise injection of the total funding from the West Yorkshire Combined Authority, subsequent entering of the contract and overseeing of construction works to deliver the access road at the new White Rose Station.

    28/11/2024 - Warm homes Local Grant Fund - Request To Sign Memorandum Of Understanding

    The council has the opportunity to draw down on potentially £22m of domestic energy efficiency improvements for private sector residents through the Warm Homes Local Grant scheme between April 2025 and March 2028 as a result of a Expression of Interest submitted in November 2024.

     

    In order to do this, the council is required to sign a Memorandum of Understanding with the Department of Energy Security and Net Zero (DESNZ). The exact amount of funding available will be confirmed when the MOU is issued.

     

    This is a key decision due to the amount of funding potentially available.

    27/11/2024 - Authority to procure contracts for the supply and installation of stairlifts and specialist lifts for Council Housing stock and the Civic Estate

    Approval is being sought to procure suppliers for the following two lots: Lot 1 - Stairlifts Lot 2 - Specialist Lifts It is proposed that contracts will be awarded for a term of 3 years with the option to extend for a further 2 periods of 12 months each (3+1+1). The estimated spend for both lots is £670,000 per annum, or £3,350,000 over the term of the contract including extensions.

    27/11/2024 - Authority to procure a contract to support Leeds Building Services with the supply of Electronic Security Equipment

    Approval is being sought for the procurement of a framework to support Leeds Building Services with the supply of Electronic Security Equipment. The contract will be for 3 years with an option to extend for 1 further period of 12 months (3+1). The estimated value of the contract is up to £1m per annum giving a total of up to £4m including the extension. The framework will be divided into lots with each lot based on a specific type of security equipment. Up to 3 suppliers will be appointed to each lot with an estimated start date of 1st October 2025.
