Forthcoming Key Decisions

This page lists the key decisions due to be taken within Leeds City Council over the next few months. Details of each key decision will be published below at least 28 clear days before the decision is due to be taken

What is a 'Key Decision'?

A key decision is an executive decision which is likely to:

  • result in the Authority incurring expenditure or making savings over £500,000, or
  • have a significant effect on communites living or working in an area comprising one or more wards.
  • Article 13 of the Council's Constitution provides more details about which decisions will be treated as key decisions.

    How to get more information about a particular key decision

    The agenda papers for Executive Board meetings, and the documents being considered by officers taking key decisions, are available five working days before the decision will be made through the Council's website.

    The contact details of a lead officer are provided for each key decision listed below. Please contact the lead officer directly if you wish to obtain copies or extracts of any other listed documents, or if you wish to receive details of further documents as they become available. Sometimes the papers you request may contain exempt of confidential information. If this is the case, the lead officer will explain why it will not be possible to make copies available.

    14/02/2020 - Agreement with Highways England relating to the Provision of a Grant to Fund M62 Junction 28 MOVA Improvement Works

    Agree that the Director of City Development is authorised to allow Leeds City Council to enter into a Grant Agreement with Highways England for them to fully fund the implementation of MOVA works at M62 Junction 28; Approve an injection of £581,000 into the City Development Capital Programme; and  Give authority to incur expenditure of £581,000 to be fully funded by Highways England.

    13/02/2020 - Commencement of procurement process of litter bins supplier

    To seek authorisation to commence the procurement process to go out to tender for the supply of litter bins to Leeds City Council.

    10/02/2020 - Oakwood Special Education Needs and Disabilities (SEND) refurbishment scheme - Design and cost report

    Request for the Authority to Spend to create up to 50 Special Educational Needs and Disabilities (SEND) places for children of primary school age.

    06/02/2020 - Decision to enter into a contract for the Family Drug and Alcohol Court (FDAC) service

    • The current contract between LCC and Barca-Leeds for the FDAC service which ends on 31st March 2020 is valued at £80k per annum.
    • Arrangements were being put in place to secure funding at the current level however the local authority has recently been successful in securing additional funding, including from the Department for Education, to expand the service which will require a key decision.
    • FDAC is closely aligned to a large number of important national and regional strategy, policy and priorities in criminal justice, children’s services, health and economic development.

    06/02/2020 - Annual Fee Review for Externally Commissioned Adult Care Services - 2020-2021

    The Director of Adults and Health will be recommended to approve the fee uplifts for externally commissioned home care services, care homes, extra care services, shared lives and uplifts for direct payments together with approving the process of individual fee negotiations with providers of services for working age adults.

    04/02/2020 - Urban Traffic Control General Traffic Signal Equipment Refurbishment 2020/21

    Approval to undertake traffic signal equipment refurbishment works at various sites in Leeds.

    02/02/2020 - Domestic Pest Control Service - Approval to undertake a procurement exercise to appoint an external contractor

    The Council provides domestic pest control services to deal with a range of pests. The administration of the service is carried out internally but the actual pest control work itself is currently outsourced to a contractor. The Council charges customers directly and pays the contractor their agreed fee per job. 

    The current contract expires on the 31st May 2020. It is proposed to continue using an external contractor to provide the service and to undertake a procurement exercise to appoint an external contractor. It is the intention to offer a 12 month contract with the option to extend for a further 12 months.  This relatively short contract period will allow the service to continue whilst the proposal to set up an in house service can be fully and properly explored.

    02/02/2020 - Authority to procure up to 2 contractors for the Manufacture, Supply, Installation and Refurbishment of City Wide Passenger & Goods Lifts

    The Director of Resources and Housing is requested to approve an OJEU procurement process to establish a contract for the Manufacture, Supply, Installation and Refurbishment of Citywide Passenger & Goods Lifts. Works carried out under the current arrangement must be completed by 31st March 2021 however the new contract needs to be established no later than Nov/Dec 2020 to allow for ordering and manufacturing timescales to allow works on the new contract to start from 1st April 2021. The new contract value is approximately £3,000,000 per annum and up to 2 contractors will be appointed for a period of 3years with the option to extend for a further 2x12months. This procurement is required to carry out the next five year phase of the capital plan.
