This page lists the key decisions due to be taken within Leeds City Council over the next few months. Details of each key decision will be published below at least 28 clear days before the decision is due to be taken

What is a 'Key Decision'?

A key decision is an executive decision which is likely to:

  • result in the Authority incurring expenditure or making savings over £500,000, or
  • have a significant effect on communites living or working in an area comprising one or more wards.
  • Article 13 of the Council's Constitution provides more details about which decisions will be treated as key decisions.

    How to get more information about a particular key decision

    The agenda papers for Executive Board meetings, and the documents being considered by officers taking key decisions, are available five working days before the decision will be made through the Council's website.

    The contact details of a lead officer are provided for each key decision listed below. Please contact the lead officer directly if you wish to obtain copies or extracts of any other listed documents, or if you wish to receive details of further documents as they become available. Sometimes the papers you request may contain exempt of confidential information. If this is the case, the lead officer will explain why it will not be possible to make copies available.

    20/11/2020 - LBS Mobilisation of Housing RR&V in the South: TUPE and capital funding injection

    Housing’s responsive repairs and voids, including cyclical maintenance services (RR&Vs) are currently delivered by the external contractor Mears Limited in the South of the City. On 1 July 2021, these services will transfer to the Council’s in-house service provider Leeds Building Services (LBS). All Mears staff working on the South contract will transfer to LBS as LCC employees in accordance with TUPE regulations. The service is now preparing for the growth of up to 100 staff. Detailed analysis has been undertaken looking at the capital requirements including additional fleet and IT needs.

    This is a key decision because it incurs a capital injection, procurement and expenditure of up to £1.728M.

    17/11/2020 - Rebuild of the Vine provision for delivering Education, Health and Care Plans for 19 - 25 year olds with Complex Needs

    Vine is an adult education service for young people (aged 19-25) with an Education Health and Care Plan.  This proposal concerns the construction of a new building for Vine on a new site. This will enable Vine to move out of the existing building which is no longer fit for purpose.

    17/11/2020 - Approval of Lease of Leeds Media Centre to Unity Property Services

    To request an approval in principle for a Full Repairing and Insuring Lease of the Leeds Media Centre to Unity Property Services Ltd on a peppercorn rent basis for a term of 15 years, and an approval to delegate to the Director of City Development the final terms of the lease, at less than best consideration.

    This is a Key Decision, given the market value of the lease for this property.

    17/11/2020 - Arena Development Plots, Claypit Lane, Leeds

    Report to seek approval to exchanging conditional contracts with the buyer of the Yorkshire Bank site for the land exchange of the Council-owned northern development plot with part of the Yorkshire Bank site on terms detailed in a confidential appendix, with final terms to be approved by the Director of City Development under delegated powers.

    17/11/2020 - European Structural and Investment Funds Programme 2014-2020 (ESIF) - Approval of the Enhanced Local Flexibility for the Unemployed Programme

    Subject to a successful bid outcome, to authorise and delegate the Director of City Development to enter into a formal contract with DWP as part of the Enhanced Local Flexibilities for the Unemployed Programme.

    Approve total expenditure of up to £6m by the Council, inclusive of £3m maximum match funding to deliver the Enhanced Local Flexibilities for the Unemployed Programme over the next three years, 2021-2023.

    DWP will issue a contract (if successful) in the next 2 months, we will then have 30 days to sign the contract or lose the funding opportunity.

    17/11/2020 - Morley Towns Fund

    a)  The Executive Board will be asked to note and agree the content of this report, including the emerging vision and the priority objectives of this Town Investment Plan which will inform the projects and outputs included in the funding bid

    b)  On the basis of a recommendation of the Morley Town Deal Board, the Executive Board will be asked to delegate authority to the Director of City Development in consultation with the Executive Member for Climate Change, Transport and Sustainable Development to approve the submission of the Town Investment Plan to government in January 2021

    c)  Subject to the success of this bid, and on the basis that there will be a brief window for response, the Executive Board will also be asked to delegate authority to the Director of City Development in consultation with the Executive Member for Climate Change, Transport and Sustainable Development to agree terms of a funding settlement with government.

    17/11/2020 - Connecting Leeds Transport Strategy - Draft for Consultation

    Executive Board will be requested to

     

    a)  Endorse the draft Connecting Leeds Transport Strategy as contained within appendix 1 of the report.

    b)  To note that a public consultation and engagement exercise will follow Executive Board through to February 2021 to help inform the final strategy.

    c)  To note that the Director of City Development continues to be the lead officer for the delivery of the Connecting Leeds Transport Strategy and will report back to Executive Board in Summer 2021 following public consultation with a final strategy.

    16/11/2020 - Leeds Full Fibre Programme authority to spend £7.02M to enable the delivery of the Leeds Full Fibre Programme

    As part of the Leeds Full Fibre Programme and the contract award to BT Plc on 27th February 2020 to deliver a full fibre network to 1381 sites across the Leeds MD and

    provide network services for a period of 10 years to the Council and Health Partners.

     

    This is a request by the Programme to seek authority to spend £7.02M as outlined in the business case.

    13/11/2020 - White Rose Forest Strategy for Leeds

    Approval of the White Rose Forest Strategy for Leeds.

    The strategy sets out the way in which woodland and tree planting will be increased throughout the district by bringing together the resources of the council, business, communities, institutions and residents. Leeds is part of the White Rose Forest which includes the Leeds City Region and North Yorkshire.

    12/11/2020 - Next Steps Accommodation Programme funding approval - Somewhere Safe to Stay accommodation

    To seek approval to accept revenue funding from the Ministry Housing Communities and Local Government (MHCLG) from the Next Steps Accommodation programme and Rough Sleeper Initiative (RSI) and to authorise Council borrowing via the Housing Revenue account to fund new supported accommodation for women. This is a key decision as the combined expenditure related to refurbishment of the building and running costs is anticipated to be greater than £500,000.

    11/11/2020 - Approval to adopt a revised cluster funding formula and to enter into cooperation agreements with clusters in respect of the LA funding to clusters

    Leeds City Council (LCC) Children & Families have been undertaking a review of clusters. The purpose of the review is to build on the strengths already in place in clusters and to ensure a greater level of consistency of approach and clarity of shared expectations to ensure a high quality needs led city wide consistent approach to offering Early Help at a local level.

     

    The delegated decision is required to:

    1)  Approve the revised funding formula to be used to distribute the LA contribution to clusters.

    2)  Provide approval for the LA to enter into co-operation agreements with clusters in respect of the LA funding contribution to clusters.

    10/11/2020 - Next Steps Accommodation Programme (NSAP) - Leeds funding approval / 1 bed property acquisitions for supported move on

    To seek urgent Director approval under the General Exception powers of the Council for the proposed funding, purchase of 20x1 bedroom properties and support to enable the Council to provide accommodation under the Ministry of Housing, Communities and Local Government (MHCLG) Next Steps Accommodation Programme (NSAP) as described in this report.

    10/11/2020 - Request to call off from a third party framework to direct award the Domestic Heating - Materials Provision (2021)

    Seeking approval to call off from a third party framework to direct award to a single supplier for a contract commencing 01/04/21. This will provide Class 1 domestic heating materials (including boilers, valves, radiators etc.).

    This will replace the current contract (DN217570) which is due to expire on 31/03/21. The value will be over £500k so a key decision (approx. £3-4 million per annum). The contract length will be 2 years plus 2 x optional 12 month extensions (2+1+1) to align with the current Servicing contracts.
