This page lists the key decisions due to be taken within Leeds City Council over the next few months. Details of each key decision will be published below at least 28 clear days before the decision is due to be taken

What is a 'Key Decision'?

A key decision is an executive decision which is likely to:

  • result in the Authority incurring expenditure or making savings over £500,000, or
  • have a significant effect on communites living or working in an area comprising one or more wards.
  • Article 13 of the Council's Constitution provides more details about which decisions will be treated as key decisions.

    How to get more information about a particular key decision

    The agenda papers for Executive Board meetings, and the documents being considered by officers taking key decisions, are available five working days before the decision will be made through the Council's website.

    The contact details of a lead officer are provided for each key decision listed below. Please contact the lead officer directly if you wish to obtain copies or extracts of any other listed documents, or if you wish to receive details of further documents as they become available. Sometimes the papers you request may contain exempt of confidential information. If this is the case, the lead officer will explain why it will not be possible to make copies available.



    Forthcoming Key Decisions

    26/03/2020 - Applying regulation 32(2)(c) under the Public Contract Regulations 2015 for: Covid-19 - Securing additional 'step down' care home bed capacity through block purchasing arrangements

    Central Government guidance, ‘COVID-19 Hospital Discharge Service Requirements’ (19 March 2020), places a duty on local authorities to assume lead commissioning and contracting responsibilities for “expanding the capacity in domiciliary care, care homes and reablement services in the local area”. The Adults and Health Directorate needs to secure additional care home bed capacity on a short term basis for people who are ready to be discharged from hospital.

    A block purchasing arrangement with care home providers has been put in place to secure some step down bed capacity for a three month period, but it is highly likely that this capacity will need to be extended beyond the three month period and the numbers of beds increased, in the event that the demand for this provision continues to increase over the next few weeks and months.

     

    Financial –

    Approval has already been given for the Council to utilise regulation 32(2)(c) under the Public Contract Regulations 2015 in order to secure up to 60 care home beds, for a three month period, for this purpose, through block purchasing arrangements.  These regulations will be utilised to extend and expand the provision.

    The total cost of this provision is likely to exceed £500k.  In accordance with the guidance on COVID-19 Hospital Discharge Service Requirements, it is envisaged that this provision is to be paid for from the NHS COVID-19 budget.  However, if required, there is also an alternative funding source, specifically the monies the Council will receive to ease the burden caused by COVID-19.

    24/03/2020 - Financial Health Monitoring: Release from reserves to support the 2019/20 budget.

    Executive Board will be asked to note the financial position of the Authority and to agree any release of reserves as necessary.

    24/03/2020 - Regent Street Flyover Essential Maintenance

    To approve the injection of funds into the Capital Programme to enable the essential refurbishment and maintenance of Regent Street Flyover.

    To progress and to agree the authority to spend and procure via the Scape Civil Engineering Framework.

    24/03/2020 - Request to vary the Community Drug and Alcohol Prevention, Treatment and Recovery Service contract (DN210921) to include continuation CCG investment

    ·  The Director of Public Health will be requested to approve a variation to the contract price for the Community Drug and Alcohol Prevention, Treatment and Recovery Service (DN210921) which is known as Forward Leeds and delivered by Humankind. 

    ·  This will enable the Forward Leeds service to continue delivering targeted interventions out of GP surgeries and other locality based settings across the city for a further three years from 1 July 2020
