Forthcoming Key Decisions

This page lists the key decisions due to be taken within Leeds City Council over the next few months. Details of each key decision will be published below at least 28 clear days before the decision is due to be taken

What is a 'Key Decision'?

A key decision is an executive decision which is likely to:

  • result in the Authority incurring expenditure or making savings over £500,000, or
  • have a significant effect on communites living or working in an area comprising one or more wards.
  • Article 13 of the Council's Constitution provides more details about which decisions will be treated as key decisions.

    How to get more information about a particular key decision

    The agenda papers for Executive Board meetings, and the documents being considered by officers taking key decisions, are available five working days before the decision will be made through the Council's website.

    The contact details of a lead officer are provided for each key decision listed below. Please contact the lead officer directly if you wish to obtain copies or extracts of any other listed documents, or if you wish to receive details of further documents as they become available. Sometimes the papers you request may contain exempt of confidential information. If this is the case, the lead officer will explain why it will not be possible to make copies available.

    29/07/2020 - Authority to undertake a procurement exercise for Metering and Billing Services on a 5 + 1 + 1 year contract

    In relation to the implementation of a procurement exercise as required under CPR 3.1.6. Value of the contract will be Circa £980,000 and will provide the provision for Metering and Billing services across Leeds City Council properties.

    28/07/2020 - West Yorkshire Devolution Deal - Consider Outcome of Public Consultation

    Executive Board will be asked to:

      Consider the outcome of the public consultation which has been undertaken, endorse the conclusions and resolve to provide the Secretary of State with the final Scheme and a summary of responses.

      Consider and comment on the representations appended to the report.

      Agree in principle to the summary of consultation and representations being submitted to the Secretary of State, and to jointly delegate authority to the Managing Director of the Combined Authority, in consultation with the Leader and the Chief Executive of each Constituent Council and the Chair of the Combined Authority to finalise and submit these documents.

      Note the updated timetable set out in the report and the next steps which are subject to the consent being given by the Constituent Councils and Combined Authority, to the draft Order in November so that a mayoral combined authority model and associated changes may be adopted and implemented by May 2021, as set out in the Deal.

    28/07/2020 - Authority to Procure a contractor to replace heating systems in 2 high rise housing blocks with the installation of ground source heat pumps

    The two high rise housing blocks Westerly Rise and Croft require their existing electric space heating and hot water systems replaced.

    This is an opportunity for this project to build on phase 1 works and will involve the removal of electric storage heaters, and the installation of ground source heat pumps (GSHP) with linked installation of a new wet heating system in the flats.

    24/07/2020 - To commence re-procurement of merchant acquiring services contract as current contractual arrangements expire 31st March 2021

    These services are required to enable the Council to continue to accept debit and credit card payments through the full range of payment channels across the Council.

    21/07/2020 - The use of a framework agreement for Passenger Transport for the provision of transport services

    Authority to procure a framework agreement for Passenger Transport for the provision of transport services via taxi, private hire, hackney carriage, standard and wheelchair accessible minibuses.
