Forthcoming Key Decisions

This page lists the key decisions due to be taken within Leeds City Council over the next few months. Details of each key decision will be published below at least 28 clear days before the decision is due to be taken

What is a 'Key Decision'?

A key decision is an executive decision which is likely to:

  • result in the Authority incurring expenditure or making savings over £500,000, or
  • have a significant effect on communites living or working in an area comprising one or more wards.
  • Article 13 of the Council's Constitution provides more details about which decisions will be treated as key decisions.

    How to get more information about a particular key decision

    The agenda papers for Executive Board meetings, and the documents being considered by officers taking key decisions, are available five working days before the decision will be made through the Council's website.

    The contact details of a lead officer are provided for each key decision listed below. Please contact the lead officer directly if you wish to obtain copies or extracts of any other listed documents, or if you wish to receive details of further documents as they become available. Sometimes the papers you request may contain exempt of confidential information. If this is the case, the lead officer will explain why it will not be possible to make copies available.



    Forthcoming Key Decisions

    03/12/2019 - Authority to Procure a contractor to replace heating systems in two high rise housing blocks including installation of ground source heat pumps (GSHP)

    The two high rise housing blocks The Heights East and The Heights West need their existing electric space heating and hot water systems replaced.

     

    This is an opportunity to pilot renewable technologies not previously used in the city.The project will involve the removal of electric storage heaters, and the installation of ground source heat pumps (GSHP) with linked installation of a new wet heating system in the flats.

     

    This decision is to authorise the procurement of a contractor for these works.  Feasibility activities are currently being progressed.

    29/11/2019 - Authority to call-off works from an existing framework for the retro-fitting of Automatic Sprinkler Systems to a further 19 housing high-rise blocks

    The Director of Resources and Housing is requested to approve a call-off from the council’s existing single-supplier framework contract with Armstrong Priestley for approx. £3.12m of specialist works to retro-fit Automatic Sprinkler Systems to housing high rise blocks.

    The contractor will work for and with Leeds Building Services to undertake works to 19 blocks, over a period of three years from spring 2020.

    26/11/2019 - Planned Investment works - Call off from Windows and Doors framework for contractors to undertake planned works in 2020/21 (year 3)

    Permission to carry out a call off from the housing Windows and Doors framework agreement, in line with the council’s Contracts Procedure Rules 3.1.6, in order to undertake a competition exercise to select and subsequently appoint two contractors to undertake the work programme in 2020/21.

    25/11/2019 - Approval for the development of options to reduce flood risk from Meanwood Beck

    To give authority to incur expenditure of £120,000 for a capital scheme to carry out appraisal and develop an Outline Business Case for a flood alleviation scheme at Meanwood Beck, including obtaining the necessary permits and approvals for the scheme.

    To commence the procurement for a new contract for the supply of fresh sandwiches and wraps from 1 August 2020, a period of 3 years, with 1 x 12 month extensions.
