Forthcoming Key Decisions

This page lists the key decisions due to be taken within Leeds City Council over the next few months. Details of each key decision will be published below at least 28 clear days before the decision is due to be taken

What is a 'Key Decision'?

A key decision is an executive decision which is likely to:

  • result in the Authority incurring expenditure or making savings over £500,000, or
  • have a significant effect on communites living or working in an area comprising one or more wards.
  • Article 13 of the Council's Constitution provides more details about which decisions will be treated as key decisions.

    How to get more information about a particular key decision

    The agenda papers for Executive Board meetings, and the documents being considered by officers taking key decisions, are available five working days before the decision will be made through the Council's website.

    The contact details of a lead officer are provided for each key decision listed below. Please contact the lead officer directly if you wish to obtain copies or extracts of any other listed documents, or if you wish to receive details of further documents as they become available. Sometimes the papers you request may contain exempt of confidential information. If this is the case, the lead officer will explain why it will not be possible to make copies available.

    08/11/2019 - Housing Leeds Air Source Heat Pump Scheme

    The decision will be to spend £200,000 of Housing Leeds capital funding, along with £635,700 external grant funding on a programme to install air source heat pumps in 100 off-gas Housing Leeds properties.

    08/11/2019 - Leeds Transport Model 2020 Update - Approval to Spend

    To approve the expenditure of £0.6M capital funding towards an update to the Leeds Transport Model. This is to cover the first phase (data collection) of a two phase contract. An application for £0.6M WYCA funding for phase 2 (model development) is being progressed in parallel to the contract procurement.

     

    The existing Leeds Transport Model will be five years old in 2020 and beyond that point there are likely to be issues with model compliance because of the age of the underlying data.

     

    It is therefore essential that data collection is undertaken in the spring 2020 survey window prior to the start of major roadworks on the M621 and Leeds Inner Ring Road at Regent Street Bridge and Armley Gyratory. Failure to achieve this survey window would delay surveys until 2024.

    30/10/2019 - Approval to procure a contract for Roxby Close External Wall Installation (EWI) Scheme

    The Director of Resources and Housing is requested to approve a new procurement for Roxby Close External Wall Installation (EWI) scheme.  This will increase energy efficiency ratings, reduce fuel poverty (provide homes that are cheaper to heat) and address reports of condensation that are understood to be caused by properties being under heated.  The work will also have a regeneration effect.

    30/10/2019 - Procurement of a framework of contractors to deliver Electrical Work, repairs and services to occupied and unoccupied housing properties to support Leeds Building Services

    Seeking approval of the procurement strategy to undertake an external procurement in accordance with CPR 3.1.6 to provide contractor resources to support LBS in the delivery of Electrical works to occupied and unoccupied housing properties. The framework will be for an initial 2 years with the option to extend for a further 2 x 12 month periods. We will be looking to award the contract to up to 4 contractors.

    30/10/2019 - Authority to procure a contract to support Leeds Building Services with the Electrical Rewiring of Communal Areas to Multi Storey Flats

    Seeking approval to undertake an external procurement in accordance with CPR 3.1.6 to procure contractor resources to support Leeds Building Services with the Electrical Rewiring of Communal Areas, to Multi Storey Flats Citywide. The contract will be for an initial 2 years with the option to extend for a further 12 month period. We will be looking to award the contract to up to 3 contractors.

The contract will be for an initial 3 years with the option to extend for a further 12 month period. We will be looking to award the contract to up to 4 contractors.
