This page lists the key decisions due to be taken within Leeds City Council over the next few months. Details of each key decision will be published below at least 28 clear days before the decision is due to be taken

What is a 'Key Decision'?

A key decision is an executive decision which is likely to:

  • result in the Authority incurring expenditure or making savings over £250,000 per annum, or
  • have a significant effect on communites living or working in an area comprising one or more wards.
  • Article 13 of the Council's Constitution provides more details about which decisions will be treated as key decisions.

    How to get more information about a particular key decision

    The agenda papers for Executive Board meetings, and the documents being considered by officers taking key decisions, are available five working days before the decision will be made through the Council's website.

    The contact details of a lead officer are provided for each key decision listed below. Please contact the lead officer directly if you wish to obtain copies or extracts of any other listed documents, or if you wish to receive details of further documents as they become available. Sometimes the papers you request may contain exempt of confidential information. If this is the case, the lead officer will explain why it will not be possible to make copies available.

    12/02/2019 - Design and Cost Report in respect of the 2019/20 Children & Families Service Health & Safety Programme

    12/02/2019 - Offender Support Service

    To seek authority to:

    ·  Procure a new ‘Offender Support Service’ in accordance with CPR 9.1. and 9.2 (to commence 1 April 2020); and

    ·  To seek authorisation to amend the procurement quality threshold to 70% and the price element evaluation to 30% for the new procurement exercise under CPRs 15.2; and

    ·  To approve contract extensions with HumanKind and CGL to enable continuation of provision in accordance with CPR 21.1 - contract extensions from 1 April 2019 for 12 months until 31 March 2020.

    11/02/2019 - Fleet Improvement Plan

    To provide the authority to spend the £1.98m capital received from Highways England into the capital programme

    To provide the authority to procure for the electric vehicle scheme for:

    o  up to 75 vehicles

    o  the external partner to support mobilisation of the electric van scheme

    08/02/2019 - Beckhill Estate Footpath and Step Improvements Phases 3 and 4

    To approve the implementation of the scheme and to give authority to incur expenditure of £1,000,000 funded from the Highways Annual Capital Programme in 2019/20 and 2020/21.

    08/02/2019 - Call off from the Kitchen, Bathroom and Rewires framework for 2019/20 Housing Planned Works

    Authority is requested to undertake a call off from the Council’s Kitchens Bathrooms and Rewires framework, in order for contractors to undertake the 2019/20 Housing Planned Works (year 2).

    The framework has a total value of approximately £7.2 million per annum. Leeds Building Services as internal service provider will manage the works as well as undertaking some works in house.

    The Kitchens Bathrooms and Rewires framework was initially procured in 2017, containing three contractors. The three contractors are used for works that are not able to be delivered by Leeds Building Services.

    All three contractors are expected to receive works each year in line with the contract approach, the annual work will be divided between contractors on a 30/30/40 split as set out in the framework's selection procedure (Mears £2.2m, Kier £2.2m, ENGIE £2.8m)

    The call off and selection of contractors will enable the delivery of planned Kitchens Bathrooms and Rewires under the Housing Capital Programme for 2019/20, funded by the Housing Revenue Account (HRA).

    05/02/2019 - To seek approval on the recommendations for the citywide provision for Commercial Gas to be delivered through Leeds Building Services.

    Commercial Gas is currently being delivered in the East of the city by Leeds Building Services.  In the remainder of the city, Commercial Gas is delivered through two contracts with Mears Group Ltd.

    Following discussions with LBS and Housing Leeds, it is proposed that LBS deliver the Commercial Gas provision city wide as part of the LBS Growth Strategy, from April 2019.

    Allowing all Commercial Gas works to come through LBS will result in LBS generating an additional income exceeding £250k  per annum, therefore this will be a key decision and subject to call-in.

    05/02/2019 - Extension and variation of cooperation agreements with Area Inclusion Partnerships 2019-20

    Variation of existing agreements with Area Inclusion Partnerships to further extend from 1st April 2019 to 31st March 2020, whilst longer-term arrangements are determined.

    The decision to extend and vary these cooperation agreements falls within Clause 1.5.2 of the Contract Procedure Rules as it is a cooperation between public bodies and falls outside of the Public Contract Regulations pursuant to Regulation 12(7). Therefore it is not a procurement for the purpose of the Contract Procedure Rules.  This is a key decision because the value of the extensions is over £250k per annum (Approx £5.2m).

    04/02/2019 - 12 months contract from 26/03/19 for the issuing of fixed penalty notices for littering and related services.

    A DDN report (with exempt commercial appendices) and comments from Legal, Procurement and Finance officers will be submitted to the Chief Officer seeking approval to award a contract for 1 year from 26th March, 2019 after the publication period for the decision has expired.

    Commercial aspects of the contract are considered to be exempt and will be detailed in a confidential appendix in the DDN report related to this key decision.

    The value of the contract is approximately £350,000.

    The Council will also receive income arising from fpn fees paid to the contractor.

    01/02/2019 - Request to award contracts to non-maintained schools for delivery of Children's Centre Family Services

    The Council funds schools to deliver family services in 19 Children’s Centre reach areas. The arrangements have largely operated on an implied contract basis since their inception and we now wish to formalise these arrangements by putting in place formal service level agreements with maintained schools and contracts with academies. The latter of these requires a Key Decision. The value of this decision is approximately £520k per annum.

    30/01/2019 - Housing Leeds 2019/20 Capital Refurbishment Programme - Authority to Spend Approval

    The Director of Resources and Housing is requested to authorise Capital expenditure for 2019/20 which is part of a 3 year programme subject to approval by Executive Board on 13th February 2019 and ratification by full Council on 27th February 2019.

    30/01/2019 - To accept funding to deliver a project to increase carers for unaccompanied asylum seeking children

    To accept funding to deliver a project to increase carers for unaccompanied asylum seeking children. Grant funding would be received as part of the Controlling Migration Fund, and redistributed to partner organisations to increase the number, and skills, of carers for unaccompanied asylum seeking children in Yorkshire and Humber.
