Forthcoming Key Decisions

This page lists the key decisions due to be taken within Leeds City Council over the next few months. Details of each key decision will be published below at least 28 clear days before the decision is due to be taken

What is a 'Key Decision'?

A key decision is an executive decision which is likely to:

  • result in the Authority incurring expenditure or making savings over £250,000 per annum, or
  • have a significant effect on communites living or working in an area comprising one or more wards.
  • Article 13 of the Council's Constitution provides more details about which decisions will be treated as key decisions.

    How to get more information about a particular key decision

    The agenda papers for Executive Board meetings, and the documents being considered by officers taking key decisions, are available five working days before the decision will be made through the Council's website.

    The contact details of a lead officer are provided for each key decision listed below. Please contact the lead officer directly if you wish to obtain copies or extracts of any other listed documents, or if you wish to receive details of further documents as they become available. Sometimes the papers you request may contain exempt of confidential information. If this is the case, the lead officer will explain why it will not be possible to make copies available.



    Forthcoming Key Decisions

    11/01/2019 - Activate the 12 month contract extension provision with Greenham Ltd, the Council's suppliers of personal protection equipment.

    The council awarded a contract Greenham Ltd for the provision of personal protection equipment and clothing (PPE) with effect from 11th April 2016 for a period of 3 years with the provision for an extension of the contract for a further 12 months beyond the 3 year term. It is intended that the decision will be taken to exercise the provision and extend the existing contract for a further period permitted of 12 months until April 2020

    11/01/2019 - Activate the provision in the current contract with Arco Ltd to extend the Workwear and Uniforms contract by 12 months.

    The council awarded a contract to Arco Ltd for the provision of workwear and uniforms for a period of 3 years with effect from 11th April 2016. The contract contained the provision for an extension of a further 12 months beyond the 3 year term. It is the intention that a decision be taken to exercise the provision and extend the contract for a further 12 months until April 2020

    10/01/2019 - Ministry of Housing, Communities & Local Government Funding

    In August 2018, Safer Leeds led on a bid to the Ministry of Housing, Communities and Local Government on behalf of the 5 local authorities in West Yorkshire. This secured £499,223k to roll out good practice around domestic violence with a focus on complex needs. The decision requires acceptance of this grant funding.  As a direct result of this funding, we will be required to transfer £94,430 in 2018/19 financial year and £192,637 in 2019/20 (Total - £287,067.00) in five equal parts to each of the other four councils in WY (four parts) and one commissioned provider in Leeds (one part).

    09/01/2019 - Requesting approval to make a direct award to the existing supplier for Lot 1 of the trade waste contract

    To make a direct award to the existing supplier for Lot 1 of the trade waste contract. This will be a permitted contract variation under regulation 72 of the Public Contract Regulations 2015. The extension period will be for a further 9 months after the existing arrangement expires on the 31st March 2019 and will have a value of £420k

    08/01/2019 - Award of contract to BARCA Leeds for delivery of the Youth Inclusion Commission

    Request to waive Contract Procedure Rules 9.1 and 9.2 to award a contract to Barca Leeds for continued delivery of the Youth Inclusion Commission from 01/04/2019 to 31/03/2020, with the option to extend by a further six months, whilst the review of youth work provision is completed.

    08/01/2019 - Adults and Health Third Sector Grants Schedule 2019/2020

    The Director of Adults and Health will be recommended to approve the payment of annual grants, during 2019/20 to third sector organisations who support social care functions.

    07/01/2019 - Design and Cost Report in respect of the 2019/20 Children and Families Planned Maintenance Programme

    Key Delegated Decision to approve expenditure over £250k in respect of the 2019/20 Planned Maintenance Programme.

    03/01/2019 - School funding 2019/20

    To make decisions on the local funding formula for schools for 2019/20 and the transfer of funding from the Central Schools Services Block to the High Needs Block of the Dedicated Schools Grant (DSG). The council is responsible for deciding on a local schools funding formula for 2019/20, in order to distribute the Schools Block funding of the DSG to all maintained schools and academies.
