This page lists the key decisions due to be taken within Leeds City Council over the next few months. Details of each key decision will be published below at least 28 clear days before the decision is due to be taken

What is a 'Key Decision'?

A key decision is an executive decision which is likely to:

  • result in the Authority incurring expenditure or making savings over £250,000 per annum, or
  • have a significant effect on communites living or working in an area comprising one or more wards.
  • Article 13 of the Council's Constitution provides more details about which decisions will be treated as key decisions.

    How to get more information about a particular key decision

    The agenda papers for Executive Board meetings, and the documents being considered by officers taking key decisions, are available five working days before the decision will be made through the Council's website.

    The contact details of a lead officer are provided for each key decision listed below. Please contact the lead officer directly if you wish to obtain copies or extracts of any other listed documents, or if you wish to receive details of further documents as they become available. Sometimes the papers you request may contain exempt of confidential information. If this is the case, the lead officer will explain why it will not be possible to make copies available.

    13/06/2019 - Cockburn John Charles Academy - 2019 Bulge Cohort

    Executive Board is requested to approve the extension of the existing dining hall at Cockburn John Charles Academy and associated works in order to provide sufficient school places within the area of need. This work will support an additional 120 pupils split over 3 years commencing September 2019.

    10/06/2019 - Learning Disability Pooled Budget 1920/2020 Financial Uplifts

    There are £2.276M monies available from LCC to manage requests from providers to uplift the prices to individual contracts. The impact of the National Living Wage (NLW) means that the costs of support for some individuals will increase due to this single measure.  It is important to note that this does not include any potential increase in costs attributed to an increase in the care and support needs of individuals, the increase is solely related to the increase in the National Living Wage.

     

    The primary task of the Learning Disability Value for Money Team within Integrated Commissioning is to negotiate fee increase requests from providers and it is anticipated that any costs pressures relating to the NLW for 2019/20 will be contained within the allocated £2.276M.

    The Council and the CCG are working in partnership in managing cost pressures arising from provider fee requests and the CCG will be meeting the cost of any uplift in the fees for those individuals that are fully or partly funded through Continuing Health Care.  This contribution is anticipated to be approx. £900K.

    07/06/2019 - Authority to procure a contract to support Leeds Building Services with the Electrical Rewiring of Communal Areas and upgrading of communal CCTV, to Housing Properties.

    Seeking approval for the procurement of a contract to support Leeds Building Services with the Electrical Rewiring of Communal Areas and upgrading of CCTV, to Housing Properties in the east region of the city. The initial contract will be for up to 12 months, with the option to extend for a further 6 months. The total value of the contract is £3m.

    06/06/2019 - Design and Cost report for the expansion of Beeston Hill St Lukes C of E Primary School for September 2020 delivery

    Request for authority to spend to create 105 additional pupil places (including provision for 8 SEN pupils) through the expansion of Beeston Hill St Lukes C of E Primary School.

    06/06/2019 - Passenger Transport - Approval to procure and award 'call off' contracts and extensions from the Passenger Transport Framework Contract and DPS for Minibuses from July 2019

    1. To seek approval from the Director Resources and Housing to conduct procurement exercises and award 'call-off' contracts from the Passenger Transport Framework contracts for Taxi, Private Hire and Hackney Carriage and also the Dynamic Purchasing System for the provision of minibuses services. The planned procurements will commence in July with staff awarding call-off contracts. Details of the individual call-offs will be managed and maintained by the service.

     

    2. To seek approval to commence procurement and award contracts from the Passenger Transport Taxi, Private hire and Hackney Carriage agreement and the Dynamic purchasing system for the provision of minibuses. Approvals will be managed through the appropriate Contract procedure rules.

     

    3. To extend for a further 12 months existing 'call off' awards to the value of £1.8m.

    To approve the implementation of a modification to the Leeds City Council Permit Scheme for Road Works to include all streets.  Currently the Permit Scheme only operates on the strategic network, approximately 30% of the overall network.
