Reason for urgency:
As it has not been clear whether a bid would be submitted this was not placed on the Forward Plan in time to give 28 days notification of a decision being made. Furthermore from the point at which the funding opportunity was notified to the submission date, it was not possible to align with Executive Board reporting cycles for either May or June and as such the decision is being taken under delegated powers. Finally as the decision and the submission date will need to be made on the same day, it is intended to exempt the decision from call-in otherwise the deadline for the bid will be missed and the opportunity to secure funding for the city foregone.
