Contract and financial decisions to deliver the ERDF funded Transformational Insulation in Back to Backs project
To provide authority to enter into an ERDF grant agreement for TIBB to insulate back to back houses owned by Leeds City Council.
To inject ERDF grant funding into the Capital Programme with match funding provided from the non traditional and hard to treat budget, within the approved Housing Revenue Account Capital Programme;
To provide authority to spend to deliver the entire TIBB programme.
To provide authority to award a contract to deliver this work to a competitively selected contractor.

Consultation process
Housing Leeds and Finance have been involved in the project since its inception in September 2017. Ward Members in two of the areas were approached in the early days about a form of innovative EWI. Ward members in all areas will be briefed on the project and will be kept informed as decisions are made on grant and contract award. The Executive Members for Communities and Climate Change, Transport and Sustainable Development will be separately consulted.
