Call-off from the established Re-roofing and Associated Works framework for contractors to undertake housing planned works 2022-23.

The decision is to undertake a call-off from the councils’ Re-Roofing and Associated Works framework, set up in April 2021, in order to carry out a price only competitive exercise to select and subsequently appoint two contractors to undertake such works, predominantly in 2022/3.

The council’s in-house service provider Leeds Building Services does not have capacity to undertake these works.

The estimated value of the works to be delivered externally is approximately £2.25m (£1.125m for each contractor).

The Re-Roofing framework contains four contractors. These contractors are used for works that are not able to be delivered in house.  All four contractors will be invited to tender in competition on a price only basis with the two lowest priced tenderers being appointed contracts for 2022-23.  The planned spend will be split evenly between the two successful contractors.

The contract awards will be the subject of a Significant Operational Decision.

The inhouse service provider has already been consulted, as have procurement colleagues.  Procurement and legal will continue to be consulted through the procurement.  Residents receiving re-roofing works will be engaged and consulted prior to works starting.
