The Deputy Director, Safeguarding, Specialist & Targeted Services agreed to extend the framework agreement contract for the provision of foster care services for a period of 3 months.

The Director of Children's Services agreed to award the framework contract to the successful additional suppliers as detailed in the attached report.

The Chief Officer, Access & Care, approved the contents of a report regarding a care plan in respect of a person with complex care needs, the individual cost of which is over £100k per annum.

It is considered in the public interest that information contained in the report is exempt from publication as it relates to a vulnerable citizen of the City and the actions being taken to enable that person to live independently in a safe environment.

The Head of Sport & Active Lifestyles, under delegated authority from the Director of City Development approved the appointment of Sport England to carry out a Facility Planning Model.

The Deputy Chief Executive is requested to approve an injection of £157,600 into the capital programme in order to effect the partial refurbishment of the fourth floor of the West Gate Building and the co-location of 181 staff from Customer Access, Childrens Services, Adult Social Care, West Yorkshire Police and Public Health from the Ground Floor of this building and third floor Great George Street.

The project will also provide furniture and ICT equipment on the 4th floor of West Gate which will be procured from the Changing the Workplace Programme budget to the sum of £149,700. The Deputy Chief Executive is requested to give Authority to Spend of £307,300 for the full amount of both the £157,600 sum injected and the contribution of £149,700 from the Changing the Workplace capital programme budget.

The Chief Officer (Highways and Transportation) is requested to:

i) note the contents of this report;
ii) approve subject to public consultation, the detailed design and implementation of a scheme to introduce a Resident Permit Parking and various traffic management measures, on Rigton Approach/Ebor Gardens estate and around Lincoln Green Shopping Centre, at a cost of £15,000 funded from Ward Members contribution; and
iii)instruct the City Solicitor to advertise a draft Traffic Regulation Order to introduce Resident Permit Parking and various traffic management measures, on Rigton Approach/Ebor Gardens estate and around Lincoln Green Shopping Centre as shown on drawing number TM-E-7-1_112-3 and if no valid objections are received, to make, seal and implement the Order as advertised.

The Director of City Development is requested to approve the aware of the contract for the construction of the greenspace at Sovereign Square to Ringway Infrastructure

The Interim Director of Adult Social Services has approved the sub-delegation scheme, which is attached to this report.
The fact that a function has been delegated to an officer does not require that officer to give the matter his/her personal attention and that officer may arrange for such delegation to be exercised by an officer of suitable experience and seniority.

The Director of City Development has declared surplus to Council requirements land at Vickers Street, Morley and authorised that negotiations be entered into for the sale of the land to the owner of the adjoining property known as Cross Hall Farm.

The Director of Environment and Housing gave approval for the new seasonal hours of working to be adopted for the Enhancement team commencing 1st January 2015.

The Director of Environment and Housing has given authorisation to issue new contracts of employment to the Enhancement team employees who transferred over from the Roseville Factory to Parks and Countryside in 2011 to reflect that they are working to the level of General Worker grade A1, spn 8 working to the NJC employment terms and conditions with immediate effect.

The Deputy director, Learning, Skills & Universal Services agreed the proposed start up grant allocations listed within paragraph 3.2 of the attached report.

This notification is to confirm the decision to award the Community Drug and Alcohol Prevention, Treatment and Recovery Service to Developing Initiatives for Support in the Community Ltd (DISC). The tender process by which this award has been achieved is described in the Highlight Report dated 24 November 2014 to the Drug and Alcohol Sector Review Project Board and Award Report dated 25 November 2014 to the Director of Public Health.

The Deputy Chief Executive has agreed apointment of a project manager to support the procurement of a private sector provider for West Yorkshire Broadband Phase 2.

The Deputy Chief Executive has agreed to appoint BE Group to deliver specified outputs under the Digital Skills SME Challenge Fund.

The Director of Environments and Housing has agreed to approve the award of two contractors Total Fire Safety Ltd and Gunite (Eastern) Ltd.
A robust procurement exercise has been undertaken by Housing Leeds, in conjunction with the Public Private Partnerships and Procurement Unit (PPPU/PU), to appoint two contractors to undertake Passive Fire Protection (Fire Stopping) works within Housing Leeds Multi Storey Blocks / Sheltered Housing Complexes and Low Rise accommodation thought out the regions of Leeds.

Director of Environment and Housing has agreed to:-

1. Instruct officers to instigate Compulsory Purchase Order action under the provisions of Part II and Section 17 of the Housing Act 1985 against the premises known as 14 Edinburgh Terrace, Armley, Leeds LS12 3RH.
2. Subject to the confirmation of the order, the subsequent sale of the property will be disposed in line with the previously agreed disposal mechanism for properties acquired through compulsory purchase.

3. Authorise the allocation of funds from the Leeds Neighbourhood Approach approved fund to meet any claim for compensation that may arise subsequently from the title holder of the property.

4. Authorise the City Solicitor to prepare a Compulsory Purchase Order under the provisions of Part II and Section 17 of the Housing Act 1985, and that the Common Seal of the Council be affixed thereto and to the Order Map and that the City Solicitor, be further authorised to make application to the Department of Communities and Local Government for confirmation of the Order.

2. Subject to the confirmation of the order, the property will come into the ownership of Leeds City Council and subsequently will be disposed according to the agreed disposal mechanism for properties acquired through Compulsory Purchase.

3. Authorise the allocation of funds from the Leeds Neighbourhood Approach fund to meet any claim for compensation by the title holder of the property that may arise subsequently.

4. Authorise the City Solicitor to prepare a Compulsory Purchase Order under the provisions of Part II and Section 17 of the Housing Act 1985, and that the Common Seal of the Council be affixed thereto and to the Order Map and that the City Solicitor, be further authorised to make application to the Department of Communities and Local Government for confirmation of the Order.

Subject to the confirmation of the order, the property will come into the ownership of Leeds City Council and will be subsequently disposed of according to the agreed disposal mechanism for properties acquired through Compulsory Purchase.

2. Subject to the confirmation of the order, the property will be disposed in line with the previously agreed disposal mechanism for properties obtained through compulsory purchase (Appendix 6).

3. Authorise the allocation of funds from the Leeds Neighbourhood Approach approved fund to meet any claim for compensation that may arise subsequently from a claim by the title holder of the property.

4. Authorise the City Solicitor to prepare a Compulsory Purchase Order under the provisions of Part II and Section 17 of the Housing Act 1985, and that the Common Seal of the Council be affixed thereto and to the Order Map and that the City Solicitor, be further authorised to make application to the Department of Communities and Local Government for confirmation of the Order.

The Deputy Chief Executive has agreed proposals to commission Edge Analytics to undertake housing need work to inform Duty to Coooperate activity by individual local planning authorities in the city region.

The Director of City Development approved that one to one negotiations are entered into with Persimmon Homes for the disposal of the Council owned land as identfied on the attached plan. Disposal is proposed to be by way of an option agreement, the terms of which will be reported back to the Director of city Development for consideration with a recommendation

The subject site comprises a redundant former bus turnning circle with adjacent land. The Director of City Development has approved that the land be declared surplus to the Council's requirements and to sell it on a one to one basis to the Gables Surgery Ltd on the terms outlined in the confidential appendix attached to the report.

The Director of City Development has approved that the Cottage, Spend Road be declared surplus to the Council's requirements and that it should be disposesd of by way of public auction with the reservie price to be agreed by the head of Land and Property Services.

The Director of Environment and Housing agreed to approve the amendments to the sub-delegation scheme set out as Appendix 1 to this report and set the penalty of a Fixed Penalty Notice at the level of a £100 fine.

• Note that after undertaking an extensive procurement process, no bids were submitted by companies wishing to undertake bespoke design and construction work to renovate the aquarium at Tropical World.
• Approve that Contract Procedure Rule No 3.1.7 (Requirement to use an Approved Framework Agreement), and Contracts Procedure Rules No 8.1 and 8.2 (Intermediate Value Procurements) be waived in order to appoint two external companies to support the Parks and Countryside Service, who are acting as principle contractor, to deliver the project as per the original programme and budget.
• Place orders to:
- Sustainable Sources in the sum of £75,966.
- DCR Theming in the sum of £45,000.

The Chief Officer for Civic Enterprise Leeds has approved the award of the Phase I of the subcontractor framework contracts nominated contractors named in the DDN report. The contract will run for three years from January 2015 to the end of December 2017. This decision to award is a Significant Operational Decision and is a result of a Key Decision for the Authority to Procure (ref: D41003) which was approved 14th February 2014 and therefore this decision is not subject to call in.

The Assistant Chief Executive has approved the Interpreting and Translation Service policy attached as Appendix 1.

The Director of Environment and Housing approves the appointment of Kingfisher Windows and Doors who won this piece of essential fire safety works via a competitive tendering exercise.

The Director of Environments and Housing agreed to approve a temporary Service Manager post within Housing Management (PO6) for a twelve month period .

The Director of Environment and Housing agreed to approve the write off irrecoverable Former Tenants Arrears in the sum of £133300.24 represented by 206 accounts.
