Following, and subject to full approval being granted by the Department for Transport,

(i)  Approve the implementation of the A58(M) Woodhouse Tunnel Strengthening Works; and

(ii)  Give authority to incur expenditure of £20 million.

Further to Minute No. 237, 11^th April 2012, the Director of City Development submitted a report providing an update on the progress made in respect of the A58M Leeds Inner Ring Road Essential Maintenance Scheme. In addition, subject to Full Approval from the Department for Transport, the report also sought authority to incur expenditure for the construction stage of the Woodhouse Tunnel Strengthening Scheme.

Responding to a Member’s enquiry, clarification was provided to the Board regarding the Department for Transport approvals process.

RESOLVED –

(a)  That the update provided in the submitted report, including the substantial completion of New York Flyover and Lovell Park Bridge, be noted.

(b)  That it be noted that a contractor has been appointed for Woodhouse Tunnel and is currently utilising Early Contractor Involvement to look at the optimum solution for delivery, and also to feed into the Full Approval process.

(c)  That subject to Full Approval by the Department for Transport, expenditure of up to £19,483,000 be authorised in order to implement the construction phase for Woodhouse Tunnel.

On such a key part of the highway network, an extensive consultation programme is being developed.  This will include all ward Members and key stakeholders.  Findings will be included in the Executive Board report.
