Purpose:

CLLD is a European funding programme which offers an opportunity to invest in local priorities in some of the most deprived areas of the city

Executive Board is asked to:-

• agrees in principle to enter into a contracts with the DCLG  and DWP at a total value of £4.5m and commits to the administration match funding element totalling £1995k

  delegates to the Director of Communities and Environment the completion of this contract

Decisions:

The Director of Communities and Environment submitted a report regarding the work which had been undertaken to secure Community Led Local Development (CLLD) funding for Leeds. The report also sought approval to enter into contracts with the Department for Communities and Local Government (DCLG) and the Department for Work and Pensions (DWP) in order to deliver the CLLD programme.

 

Members welcomed the content of the submitted report, highlighted the need to ensure that the Leeds City Region continued to benefit from the receipt of similar funding following Brexit, and noted the clear funding criteria and framework which had been used in this process.

 

RESOLVED –

(a)  That Council expenditure for the three CLLD Programmesof £1,093k, be authorised;

 

(b)  That the necessary authority be delegated to the Director of Communities and Environment in order to enter intocontracts with DCLG and DWP for the CLLD Programmes in the Inner East,Inner South and Inner West areas.

CLLD has been in development in the city since 2013, with extensive consultation on whether it should form part of the Leeds City Region ESIF Strategy. Since then discussions have been held with stakeholders, including local ward members about the decision to bid, and the neighbourhoods/LSOAs to be included in the strategies for each area. Reports have been considered at Community Committees and their appropriate sub-groups, such as Employment and Skills Boards.
