Reference: D43542

Decision Maker: Director of Children's Services

Is Key decision?: Yes

Is subject to call in?: No

Purpose:

To authorise the expenditure of approximately £525k (final cost estimate awaited, will be included within the content of the scheme specific DCR) to facilitate the supply of modular classroom buildings and an extension at St Bartholomew’s CE VC Primary School. This is required to fulfil the aims of the Learning Places Programme, necessary to ensure sufficient pupil places effective from September 2016. The budget estimate quoted includes all necessary construction works to facilitate this project, professional design fees, professional surveys and any necessary decant required to facilitate a late August 2016 occupation. St Bartholomew’s CE VC Primary School has been identified as the epicentre of projected pupil place demand within the Armley ward.

Decision:

The Head of Service, Learning Systems agreed to:

·  authorise expenditure of £486,516 from capital scheme number 32274/BGE/STB to enable the installation of additional accommodation, including any necessary ancillary works, at St Bartholomew’s CofE Voluntary Controlled Primary School;

·  authorise acceptance of the tender submitted by the Leeds Local Education Partnership in the sum of £331,192, including all design and development fees; and

·  note that the officer responsible for implementation is the Built Environment Principal Development Officer.

Wards Affected: Armley;

If exempt from Call-In, the reason why Call-In would prejudice the interests of the Council or the public:: If the decision is not implemented before the end of the call-in period on 20th July, there is a significant risk that the project will not be completed in time for the start of term, with the subsequent risk of disruption to the education of the children starting at Middleton Primary School this year.
