Purpose:

The Director of Resources and Housing is requested to approve the waiver of Contract Procedure Rules numbers 9.1 and 9.2 – high value procurements – to enter into a range of temporary contracts to continue working with existing contractors.

This will support continuity of service delivery via Leeds Building Services of responsive activity and planned works, and help facilitate a full review of existing contract arrangements in line with our procurement strategy and enable the resulting competitive procurements to be undertaken.

The Director of Resources and Housing agreed to approve the waiving of Contract Procedure Rules CPR9.1 and 9.2 to enter into a range of temporary contracts to support Leeds Building Services delivery

 

Approval to waive these particlaur clauses of the Council’s CPRs is to allow continuity of all services & works to both Housing properties and Non-Housing/Civic Estate on a temporary arrangement whilst work progresses to establish the full contract/service requirements for both areas prior to, and during, the process of undertaking of several competitive procurement exercises to establish compliant, fit for purpose contracts, most of which will be subject to individual separate reports and Key Decisions.

 

We are seeking approval to establish these temporary contracts due to the absence and unavailability of specialist procurement resource in the Authority, at the point these contracts should have been reviewed for re-procurement purposes. A dedicated LBS Procurement Team within Resources & Housing in now in place, and are working to a coordinated, comprehensive workplan to deliver compliant contracts, and this is documented and managed through the LBS Procurement Strategy Workplan..
