Decision details

The citywide district heating network (Leeds Pipes) has been constructed across the city centre over the last few years with both phase 1 and phase 2 having been completed. The complex construction of the network has meant that additional capital expenditure is required. Therefore authority to spend and authority to inject additional capital into the network is required.

For Phase 1 of the Spine District Heating Network:

a)  The Chief Officer Financial Services approved the injection of £2,331k into the capital programme for the completion of the Phase 1 network, funded through prudential borrowing;

b)  The Director of Resources and Housing gave authority to spend of £2.331m on Phase 1 of the Spine District Heating network.

For the Phase 2 extension of the District Heating Network:

a)  The Chief Officer Financial Services:

a.  Approved the request to inject £210k into the capital programme by means of a loan to the Leeds District Heating PipeCo Ltd;

b.  agreed to provide a loan to the Leeds District Heating PipeCo Ltd of £210k at a state aid compliant rate;

c.  approved the transfer of £345k of existing Authority to Spend funding from the decarbonisation programme approved at Executive Board in October 2020 to account for the building connection costs, as the responsibility for these costs is with the Council and not Leeds DHN PipeCo Ltd.

The Director of Resources and Housing is gave authority to spend £210k additional capital on Phase 2 of the Spine District Heating network by means of a loan to the Leeds District Heating PipeCo Ltd.

Consultation will take place via scheduled meetings with the Director of Resources and Housing and the Chief Financial Officer. Consultation will also take place via board meetings held with Leeds PipeCo Ltd. The Executive Member for Climate Change, Transport and Sustainable Development will be briefed as part of regular briefing meetings.
