Open Forum In accordance with Paragraphs 4:16 and 4:17 of the Community Committee Procedure Rules, at the discretion of the Chair a period of up to 10 minutes may be allocated at each ordinary meeting for members of the public to make representations or to ask questions on matters within the terms of reference of the Community Committee. This period of time may be extended at the discretion of the Chair. No member of the public shall speak for more than three minutes in the Open Forum, except by permission of the Chair. A local resident attended the meeting and commented on the process of Community Committees and active engagement that takes place between officers, elected members and residents. The local resident commended the work of the Inner North East Community Committee. However, commented that further dialogue is needed between residents and the local authority. Members explained the various mechanisms on consulting with local communities, and how there is also workshops and public forums directly related to issues experienced in the local community.

Minutes: The report of the City Solicitor requested the Community Committee to note the appointment of Cllr M Shahzad as Chair of the Inner North East Community Committee for 2023/24 as agreed at the recent Annual Council Meeting and also invited the Committee to make appointments to those positions detailed in section 6 of the submitted report.

The following was discussed: · Members approved the minimum conditions as set out in paragraph 14 of the submitted report. · Table 1 of the submitted report set out the Wellbeing Revenue Budget 2023/24. There is a remaining available balance of £43,392.83. · Delegated decisions taken since the last Community Committee meeting on 27th February 2023. Further to a query regarding maintenance and up-keep of Public Access Defibrillator Pads, the Localities Officer confirmed further considerations need to be taken around possible use of ring-fencing money to account for any implications. · 1 declined projects since the last Community Committee meeting on 27th February 2023 - Active Youth Project. · Ward Pots Budget 2023/24. Members were referred to Appendix 1 of the submitted report, which detailed an update from LCC Youth Service. The Localities Officer provided the following information: · A breakdown of the four areas LCC Youth Service consider a priority; reduce crime and anti-social behaviour, encourage healthy eating and physical activity, minimise the misuse of drugs, alcohol, and tobacco and improve social, emotional, and mental health & wellbeing. · A breakdown of the reporting period for sessions delivered across the Inner North East Community Committee area in each of the priority areas as identified above. · The total number of attendees from the Inner North East Community Committee area were as follows: o Chapel Allerton – 485 o Moortown – 184 o Roundhay – 282 · LCC Youth Service face challenges with the mobile units used to deliver Youth Work across communities. There will be a review to replace the units subject to a financial cost.
The following updates were provided: · Health and Wellbeing update (Councillor E Taylor) Following the Covid-19 pandemic, LCC Adult Social Care is still struggling, and a number of people are suffering with mental health issues. The workload on the service is very demanding and they’re doing their upmost to ensure people are receiving their services across Leeds. Preventative measures are taking place to aid people suffering with mental health issues. · Community Safety update (Councillor M Rafique) Anti-social behaviour related statistics are stable. There is a focus on issues associated with West Avenue and an update on this hasn’t yet been received. A new Policing Inspector is expected. Further to this update, Councillor Taylor explained that she is the new Chair of the Police and Crime Panel and will share crime related figures in the locality with members. · Leeds Housing Advisory Panel Update – the on-line ‘walkabout’ closed at the end of January and the number of participants were very high. There were a high number of interactions and people placing comments and raising issues on the map. The budget for the HAP has been reduced by 10% for 2023/24. · Community Heroes ‘Thank You Event’ – the event was positive and successful. Community Committee Youth Summit/Youth Activity Fund Consultation Report PDF 984 KB To receive and consider the attached report of the Head of Locality Partnerships which provides an update on the Community Committee Youth Summit and Youth Activity Fund Consultation.
Minutes: The report of the Head of Locality Partnerships provided the Community Committee with an update on the Community Committee Youth Summit, as well as the Youth Activity Fund Consultation.
The Localities Officer presented the report and provided the following highlights: · The Youth Summit was a success and young people provided feedback on what they would like to see in their local areas. · Photographs of the Youth Summit were referred to. · The Youth Activity Fund Consultation that was carried out online, targeted children through schools, BREEZE events etc. Young children in the Inner North East Community Committee area expressed they would like to see more events tailored to Cooking, Outdoor Adventure, Arts & Crafts, Music, Dance and Multi-Sports. · 92 survey responses received in the Inner North East Community Committee area.
Members commended the work that had gone into the success of the Youth Summit, and it was noted that a request has been put forward to Scrutiny, to look into the great work of the Youth Summits.
The Community Committee Team Manager explained that a lot of preparation work went into identifying how the team engage with a wider group of people. it was acknowledged that typically the same group of children are targeted through the Youth Summits.
RESOLVED – To note: a) Reflections from the last 12 months (paragraphs 15 – 33) b) Details of the Youth Activity Fund consultation survey (paragraphs 34 - 36). c) That the Youth Activity Fund survey informs the Community Committee’s Youth Activity Fund for 2023/24. d) That any projects funded by the Community Committee from the Youth Activity Fund focus on the themes and activity priorities identified in the Youth Activity Fund Consultation Survey in 2023/24.
