Councillor Shahzad was unable to attend the meeting. Further to a vote that took place at the beginning of the municipal year to elect Cllr Dowson as Deputy Chair for the duration of the 2023/2024 municipal year, it was

RESOLVED – That Councillor J Dowson be Chair for the duration of the meeting.

To consider any appeals in accordance with Procedure Rule 15.2 of the Access to Information Procedure Rules (in the event of an Appeal the press and public will be excluded).

(*In accordance with Procedure Rule 15.2, written notice of an appeal must be received by the Head of Governance Services at least 24 hours before the meeting).

There were no appeals.

In accordance with Paragraphs 4:16 and 4:17 of the Community Committee Procedure Rules, at the discretion of the Chair a period of up to 10 minutes may be allocated at each ordinary meeting for members of the public to make representations or to ask questions on matters within the terms of reference of the Community Committee. This period of time may be extended at the discretion of the Chair. No member of the public shall speak for more than three minutes in the Open Forum, except by permission of the Chair.

In accordance with the Community Committee Procedure Rules, the Chair allowed a period of up to 10 minutes for members of the public to make representations or ask questions within the terms of reference of the Community Committee.

To receive and consider the attached report of the Head of Policy introducing a verbal update on the Best City Ambition, linking the discussion to local issues relevant to the specific committee area.

The report of the Head of Policy introduced a verbal update on the Best City Ambition refresh. Mike Eakins, Head of Policy was in attendance, and provided Inner North East Community Committee Members with the following information:

• The Best City Ambition was launched two years ago, and this was the first refresh.
• The Best City Ambition focussed on tackling poverty and inequalities using an evidence based focus.
• There were three main pillars:

-  Health and Wellbeing

-  Inclusive Growth

-  Zero Carbon

• Headlines for Inner North East Leeds– the growth rate in Inner North East Leeds has grown by 5.8% and home ownership is higher than the Leeds average. It was confirmed that there are also fewer people in social rented accommodation.
• Ways of measuring progress – use of Key Performance Indicators (KPIs), Joint Strategic Assessment and the Leeds Social Progress Index.
• Members were provided with a demonstrate on use of the Leeds Social Progress Index tool[1] and explained that there are 3 main headlines: Basic Human Needs, Foundations of Wellbeing and Opportunity. It was confirmed that colleagues are working on version 2 of the Leeds Social Progress Index tool and Leeds is the second local authority to adopt this.
• The Leeds Social Progress Index tool is in its early development but has capabilities to track development over a number of years, to evidence whether Leeds / each ward is moving in the right direction in terms of the 3 main headlines.
• Members were also provided with an overview of Leeds Observatory[2]. It allows you to select specific streets and neighbourhoods and there is an ambition for the Leeds Social Progress Index tool to be able to do a similar thing.

In responding to questions from Committee Members, the following was confirmed:

·  The Leeds Social Progress Index tool does not currently show data at street level and is currently just ward level information at the moment. The ambition in the future is to be able to provide this type of information.

·  The Gross Value Added (GVA) measurement as per the Leeds Social Progress Index tool includes businesses in the selected area.

·  Appendix A of the Leeds Social Progress Index tool: further information and methodology, includes information on the definition of each of the data points.

·  A lot of detailed information will need to be requested from officers rather than obtaining such information from Leeds Observatory and/or the Leeds Social Progress Index tool.

RESOLVED – To note the updates provided by the Head of Policy, as well as comments made during discussion of the item.

To receive and consider the attached report of the Head of Locality Partnerships with an update on the budget position for the Wellbeing Fund, Youth Activity Fund as well as the CRIS and Community Infrastructure Levy Budget for 2023/24.

The report of the Head of Locality Partnerships provided an update on the budget position for the Wellbeing Fund, Youth Activity Fund as well as the CRIS and Community Infrastructure Levy Budget for 2023/24.

Andrew Kyrover introduced himself as the new Neighbourhood Services Officer responsible for Housing Advisory Panel (HAP) in the Inner North East Community Committee area and explained he is in post until 31^st March 2024.

Projects as outlined in the submitted report were discussed and agreed as follows:

The following was highlighted:

·  Wellbeing Budget Position 2023/24. The remaining available balance is £7,439.79.

·  The application for Meanwood Walking Festival has been approved by DDN since the last Community Committee meeting held on 4^th September 2023.

·  The application for Move Mates Leeds has been declined since the last Community Committee meeting held on 4^th September 2023.

·  Ward Pots Budget 2023/24. The overall remaining available balance is £37,393.24. A breakdown per ward was provided as outlined in Table 2 of the submitted report.

·  Youth Activities Fund position 2023/24. The remaining available balance is £0.71.

·  Capital Budget 2023/24. The remaining available balance is £3,948.

·  Community Infrastructure Levy Budget 2023/24. The remaining available balance is £75,481.55. A breakdown per ward was provided as outlined in Table 5 of the submitted report.

RESOLVED –

It also provides opportunities for further questioning, or to request a more detailed report on a particular issue.

The report also provides regular updates on some of the key activities between Community Committee meetings and functions delegated to Community Committees, Community Champions roles, community engagement, partnership and locality working.

The following was highlighted:

·  An update on the multi-sport camp of the summer holidays that took place at Scott Hall Leisure Centre. It was confirmed that it was an enjoyable day.

·  As part of the White Ribbon Campaign councillors in Moortown were joined by members of the public to tie a white ribbon to a tree to raise awareness about what men and boys can do to end violence against women and girls. Another event is planned in Chapel Allerton Square by ward members on the 3^rd December at 11am.

·  A breakdown of LASBT figures were provided and it was noted that there has been an increase in the INE area.

·  The available balance for the INE HAP is £17,677.97. It was noted that applications are being looked at. Members commented on the importance of applications and bids being received in a timely manner so that they’re successful. A comment also referred to works that need doing on the ‘old shop site’ at the Beckhills estate and for the engagement officer to look into this.

·  The success of the opening of Chapel Allerton playground.

·  The second round of bidding for a mini holland scheme for Roundhay will soon be starting and this will increase walking and cycling in the locality. An update as this progresses will be provided to the Inner North East Community Committee.

RESOLVED – To note the contents of the report and updates.

Members discussed themes for the next formal Inner North East Community Committee meeting and agreed to work this around the topic of ‘environment’.
