Open Forum

In accordance with Paragraphs 4:16 and 4:17 of the Community Committee Procedure Rules, at the discretion of the Chair a period of up to 10 minutes may be allocated at each ordinary meeting for members of the public to make representations or to ask questions on matters within the terms of reference of the Community Committee. This period of time may be extended at the discretion of the Chair. No member of the public shall speak for more than three minutes in the Open Forum, except by permission of the Chair.

In accordance with the Community Committee Procedure Rules, the Chair allowed a period of up to 10 minutes for members of the public to make representations or ask questions within the terms of reference of the Community Committee.

King's Award for Voluntary Service (KAVS) and the King's Award for Enterprise (KAE) schemes pdf icon PDF 235 KB

To receive and consider the attached report of the Head of Locality Partnerships which introduces a verbal update to be provided to the Community Committee to promote both the King’s Award for Voluntary Service (KAVS) and the King’s Award for Enterprise (KAE) schemes.

 

Minutes:

The report of the Head of Locality Partnerships introduced a report that provided information regarding the King’s Award for Voluntary Service (KAVS) and the King’s Award for Enterprise (KAE) schemes.

 

The report asks members to identify groups/organisations who might qualify for the schemes and exploring whether there are any ways the Lieutenancy can help the committee in the work they do with the local community.

 

The Deputy Lieutenants for West Yorkshire attended the meeting and explained that the cost of applying for the award is free, and the lieutenancy are looking at liaising with local community groups and organisations. Members were asked to provide any local group names, and/or contact details to the lieutenancy so that they can get in contact with them and provide them with some information regarding the award, as well as the criteria.

 

The award is not easily obtained and provides organisations and businesses the use of the logo on all correspondence and use for their own benefit. The award is seen as a ‘prestige’ and will potentially help organisations and groups obtain additional funding from other sources.

 

Organisations such as DAZL Dance and Friends of Roundhay Park have previously won the award.

 

Members were asked to get in contact with Ms Baker if they had any organisations and groups in mind for the lieutenancy to contact, to recognise the work of organisations and groups across Leeds.

The scheme is open 1st June until 15th September 2024.

 

In responding to questions from Committee Members, the following was confirmed:

·  A lot of groups and organisations never heard of the scheme, and it has been running for quite some years. The lieutenancy has been looking for ways to promote the scheme and felt local ward members are best placed to suggest local groups and organisations.

·  The application to nominate a group or organisation is considered straight forward. It must be somebody not involved in the organisation to nominate the group or organisation. All the groups put forward are checked for eligibility, and the lieutenants will visit the groups and spend some time with them going through the criteria and checking their governance arrangement and accounts etc. Once everything has been checked over, the nominations go to a central committee based in London, and the announcement of the winners ties up with the Kings birthday on 14th November 24.

·  The Deputy Lieutenants cannot put forward any nominations as they’re the ones who will be doing the assessments against the criteria.

·  Councillors are not asked to support the application process, unless they are personally involved with the group or organisation. If they do decide to support the group or organisation, they must explain how they have personally benefitted them in a personal capacity, or a family member.

The following information was highlighted:

·  Wellbeing Budget Position 2023/24. The remaining balance stands at £7,439.79.

·  No projects have been considered and approved by DDN since the last Community Committee meeting.

·  Since the last Community Committee meeting on the 27th ofNovember 2023 the following project was declined - Meanwood Park Community Tennis Programme (Adult’s Lessons).

·  Ward Pots Budget 2023/24. The remaining available balance overall stands at £35,138.76. A breakdown per ward was provided as per Table 2 of the submitted report.

·  Youth Activities Fund 2023/24. There is a remaining available balance of 0.71.

·  Capital Budget 2023/24. There is a remaining available balance of £12,348.

·  Community Infrastructure Levy Budget 2023/24. There is an overall remaining balance of £75,481.55. A breakdown per ward was provided as per Table 5 of the submitted report.

 

RESOLVED – To note/consider:

To receive and consider the attached report of the Head of Locality Partnerships which brings to members’ attention an update of the work which the Communities Team is engaged in, based on priorities identified by the Community Committee. It also provides opportunities for further questioning, or to request a more detailed report on a particular issue.

 

The report also provides regular updates on some of the key activities between Community Committee meetings and functions delegated to Community Committees, Community Champions roles, community engagement, partnership and locality working.

 

Minutes:

The report of the Head of Locality Partnerships provided an update of the work which the Communities Team is engaged in, based on priorities identified by the Community Committee. It also provides opportunities for further questioning, or to request a more detailed report on a particular issue.

 

The report also provided updates on some of the key activities between Community Committee meetings and functions delegated to Community Committees, Community Champions roles, community engagement, partnership and locality working.

 

The following was discussed:

·  Proactive work is being carried out to increase uptake with flu and Covid-19 vaccinations, to reduce hospital admissions.

·  An overview of ASB cases in the last 3 months as per the statistics in the submitted report. It is noted that generally cases decrease in the winter months and increase again in the summer months.

·  There is on-going work with partners to tackle issues associated with Roundhay park, in terms of parking, BBQs and picnics.

·  2 Premises Closure Orders have been granted in the last quarter in Beckhill Fold and Harehills Avenue to give neighbours respite, they have been extended for a further 3 months pending full possession proceedings.

·  The last Housing Advisory Panel (HAP) meeting will be held in March 2024. Councillor Dowson explained that these meetings provide residents with the opportunity to ensure the housing and estates they live in, are well looked after. There is something in the pipeline for residents to remain involved in the process, but further clarity is awaited.

·  A representative from Meanwood Valley Partnership attended the meeting and provided some information on the Meanwood Walking Festival. She explained they are trying to do a walk every month, and the recent walk was successful with Councillors Shahzad and Hamilton attending. Several bags of litter were collected and the joint effort in clearing the litter was acknowledged. Members commented on the joint effort between volunteers and the ‘Litter Free’ movement in Leeds.

·  A member commented that Tropical World, and the Butterfly Conservation are dedicating wildflower meadows, to benefit butterflies and moths. An update on this can be provided at the next meeting.

Any Other Business

Minutes:

Representatives from local organisations attended the meeting, and provided the following information:

 

Girlguiding Leeds – it has been difficult recruiting volunteers recently, and there is a focus to recruit adults. There are 100 more volunteers this year, than last year but more is needed. Some of the youngest volunteers are aged only 4 years old, and there are children looking at litter and street lighting to make sure everything is ok for their community. It was acknowledged that the cost of transport has increased significantly and Girlguiding are trying to think more creatively and locally, as they are unable to get people to events. Funding has helped pay for new merchandise, and a new logo, which has helped create something ‘bold’ and assisted with recruitment. Girlguiding allow people to borrow toolkits and screwdrivers, to help girls learn life skills you wouldn’t learn elsewhere.

 

Meanwood Valley Partnership – there is a series of events in July 2024, that will bring together voluntary groups in Meanwood. There will be a series of workshops taking place, as part of the summer festival and will take place locally. They thanked the Committee for funding Meanwood lights and explained they have received grant claims to develop a community garden.

 

PHAB Leeds – the organisation is flourishing and is for all disabled and abled people in any part of Leeds. Anne explained that she is the oldest volunteer at PHAB, and they are currently looking for some more volunteers to join. PHAB take in people who are going into a carer’s profession, and only last week, got some new volunteers aged 16-18 years of age. PHAB offer a range of activities such as bingo, dance, music, and pool. There are also outings and residential visits.

 

The Committee thanked all the volunteers for the amazing work they are doing, and for the community.

To receive and consider the attached report of the City Solicitor which requests Members to consider agreeing the proposed Community Committee meeting schedule for the 2024/2025 municipal year.

The report of the City Solicitor requested Members to consider agreeing the proposed Community Committee meeting schedule for the 2024/2025 municipal year.

 

The following dates and times were proposed to the Community Committee:

·  Mon, 16 Sept 24, 6pm

·  Mon, 25 Nov 24, 6pm

·  Mon, 17 Feb 25, 6pm

 

It was noted that the June date may clash with Eid Al-Fitr. Therefore, dates are subject to change further to additional consideration.
