Community Committee Appointments 2023/2024 PDF 495 KB To receive and consider the attached report of the City Solicitor requesting members to consider and review the schedule of appointments as listed at paragraph 6 of the submitted report, as well as noting the appointment of the Chair and Deputy Chair for the 2023/24 municipal year.

Minutes: The report of the City Solicitor requested the Community Committee to note the appointment of Cllr Amanda Carter as Chair of the Outer West Community Committee for 2023/24 as agreed at the recent Annual Council Meeting and also invited the Committee to make appointments to those positions detailed in section 6 of the submitted report.
Members also noted the appointment of Councillor D Blackburn as Deputy Chair for the 2023/24 municipal year.
Members discussed Champion roles and explained that there needs to be more involvement from Executive Members and to build on those connections.

Outer West Community Committee - Finance Report PDF 306 KB To receive and consider the attached report of the Head of Locality Partnerships which provides an update on the budget position for the Wellbeing Fund, Youth Activity Fund, Capital Budget, as well as the Community Infrastructure Levy Budget for 2023/24.
Minutes: The report of the Head of Locality Partnerships provided an update on the budget position for the Wellbeing Fund, Youth Activity Fund as well as the CRIS and Community Infrastructure Levy Budget for 2023/24.
Projects as outlined in the submitted report were discussed and agreed as follows:
The following was discussed: · Members approved the minimum conditions as set out in paragraph 14 of the submitted report. It was noted that the approval threshold for small grants has now increased from the 1st of April 2023; up to £1000 per ward. · 0 projects have been approved since the last meeting on 14th March 2023. · The Wellbeing Budget 2023/24 position stands at £23,244.88. Due to the cancellation of the Additional gardener project by Parks and Countryside the amount of £15,570.00 has been returned into the wellbeing Pot. The new balance is £38,814.88 · 2 projects have been declined since the last meeting on 14th March 2023. West Yorkshire Symphony Orchestra – Spring concert at The Old Woollen and Pudsey Coronation Celebration. · The Youth Activities Fund (YAF) 2023/24. The Kings Coronation balance remains unspent, therefore, the YAF position stands at £8,153.25. · Small Grants & Skips Budget 2023/24. The position stands at £3,543.52. · The Capital Budget 2023/24 position stands at £17,463.69. An update per ward was provided. · The Community Infrastructure Levy Budget (CIL) position stands at £211,845.35. an update per ward was provided.

It also provides opportunities for further questioning, or to request a more detailed report on a particular issue.
The report also provides regular updates on some of the key activities between Community Committee meetings and functions delegated to Community Committees, Community Champions roles, community engagement, partnership and locality working.

Community Committee Youth Summit/Youth Activity Fund Consultation Report PDF 428 KB To receive and consider the attached report of the Head of Locality Partnerships regarding an update on the Community Committee Youth Summit as well as the Youth Activity Fund Consultation.
Minutes: The report of the Head of Locality Partnerships provided the Community Committee with an update on the Community Committee Youth Summit, as well as the Youth Activity Fund Consultation.
The Localities Officer presented the report and provided the following highlights: · The Youth Summit was a success and young people provided feedback on what they would like to see in their local areas. · 289 survey responses were received. Breeze summer events provide a further opportunity to consult with young people. · 24 young people attended the Youth Summits. · Young people in the Outer West Community Committee area expressed they would like to see more events tailored to cooking, music and sport in local sports centres and youth clubs on an evening and weekend.
Members discussed the following matters: · Pudsey Community Project are struggling to fill spaces, and there is an opportunity for the Youth Service to get involved and help fill those spaces. · There is a need to link up with those harder to reach children who are not currently attending the Youth Summits and getting involved in local provision. Committee members highlighted the importance of the need to guide young children and to ensure they have a bright future. · It was requested that feedback be received from children attending projects funded by the Community Committee to see if the asks from the Youth Summit and consultation, is what children in the Outer West Community Committee want. · The Chair requested that the Localities Officer get in contact with local schools in the area to offer Elected Members attendance to speak to children about Local Government and to engage with those harder to reach children. · A member referred to the consultation for the new Leeds Children’s Mayor and suggested that the Outer West Community Committee write to local schools informing them of the consultation and suggesting for them to get involved.
RESOLVED – To note: a) Reflections from the last 12 months (paragraphs 15 – 33 of the submitted report). b) Details of the Youth Activity Fund consultation survey (paragraphs 34 – 36 of the submitted report). c) That the Youth Activity Fund survey informs the Community Committee’s Youth Activity Fund for 2023/24. d) That any projects funded by the Community Committee from the Youth Activity Fund focus on the themes and activity priorities identified in the Youth Activity Fund Consultation Survey in 2023/24.

Leeds City Council Youth Services Update PDF 122 KB The attached covering report from the Director of City Development introduces a verbal update regarding updates and information regarding youth activities in the outer west area.
Minutes: The report of the Director of City Development provided the Outer West Community Committee with updates and information regarding youth activities in the outer west area.
Stephen Harper (Team Leader, LCC Children’s and Families) and Leah Dyer (Advanced Youth Work Practitioner) attended the meeting and provided an update on the work of youth workers in the Outer West Community Committee area. The following was highlighted: · There are 4 youth workers in the Outer West area. Financial cuts have decreased by 65% since 2013, adding pressures onto resources. The service has recently undergone a recruitment exercise. · The YAF projects funded by the Community Committee primarily cover the costs of room hire, where the monies are generated back through the community centres. · The Advanced Youth Work practitioner explained that 50% of her time spent is delivering her work face-to-face.
Further to questions from members, the following information was confirmed: · There is scope to deliver more activities in Farnley. However, whilst it was acknowledged that funding to deliver more in Farnley wasn’t an issue, the staffing to deliver those sessions is an issue. The team currently pair up with external providers to deliver sessions to ensure that the team can deliver more in the Outer West area. Councillor Sewards explained he would like to be involved in any potential to expand on activities. There was recognition that there is a lack of activities in the Wortley area due to lack of facilities to deliver sessions, but officers are on with looking at possible venues. · The service is good at working with the harder to reach children and it was confirmed that the Localities Youth Work team have moved across to the Communities team and Safer Leeds team to increase elements of the offer. · There are a number of qualified staff within the Youth Service who are teachers, and have a range of talent, with basic level 3 qualifications and degrees in youth work. · Members highlighted the importance of engaging with young children who are transitioning into high school. It was confirmed that transitioning work in Farsley has been done for 6 weeks and there is scope to roll this out. · The highest number of children attending Farsley Youth Club was 33 people, and the lowest number was 24. · The team collaborate with a number of stakeholders including Café Lux, Farsley Celtic and a number of local schools. The team also target children who are hanging around on the street and not getting involved in any activities.

Any Other Business Minutes: Additional meetings Members discussed options in terms of additional meetings to consider applications for children over the summer, and to look at the forthcoming budgets after the Annual Budget Council meeting. A suggestion was made that these meetings be scheduled online, so that members can make recommendations for delegated decisions to be taken by officers.
