To receive and consider the attached report of the Chief Officer Economy and Culture

The report of the Chief Officer Culture and Economy provided the Community Committee with an update on Leeds 2023 and sought input from Elected Members and residents.

The following were in attendance for this item:

The Community Committee was given a presentation on Leeds 2023 – Year of Culture.  Highlights included the following:

·  The background behind the Leeds 2023 Year of Culture following the 2015 bid for European City of Culture.

·  Financial commitment from the Council and the leverage of significant funding from public and private sector partners.

·  The cultural impact on the city and celebrating the diverse heritage with the people of Leeds at the heart of it.

·  Promotion of the City and attracting visitors.

·  The aim to engage at least 75% of the local population to be involved in Leeds 2023.

·  Roadshows that had taken or were due to take place to promote Leeds 2023.

·  Programme of events – there would be hyperlocal events across all Wards and a two day Weekender event in August 2023.

·  Volunteering opportunities and the recruitment of a Neighbourhood Host for each Ward.

In response to comments and questions, the following was discussed:

·  Members were pleased to see that activities would be provided at ward level.

·  How Leeds 2023 will bring the concept of culture to people who don’t see the relation of their activities to culture.

·  The impact of people who had migrated to the city and the opportunity to celebrate the diversity across communities.

·  The need to be able to encourage people to participate in Leeds 2023.

·  There were currently 25 international partners involved in Leeds 2023.

·  Getting communities involved and getting it to mean something to local people.  The success of Tour de Yorkshire was used as an example.

·  Support of local organisations to assist the Neighbourhood Hosts.

RESOLVED – That the report and presentation be noted.

To confirm as a correct record, the minutes of the meeting held on 8 March 2022

RESOLVED – That the minutes of the meeting held on Tuesday, 28 March 2022 be confirmed as a correct record.

In accordance with Paragraphs 4.16 and 4.17 of the Community Committee Procedure Rules, at the discretion of the Chair a period of up to 10 minutes may be allocated at each ordinary meeting for members of the public to make representations or to ask questions on matters within the terms of reference of the Community Committee.  This period of time may be extended at the discretion of the Chair. No member of the public shall speak for more than three minutes in the Open Forum, except by permission of the Chair.

In accordance with the Community Committee Procedure Rules, the Chair allowed a period of up to 10 minutes for members of the public to make representations or ask questions within the terms of reference of the Community Committee.

On this occasion no members of the public wished to speak.

To receive and consider the attached report of the Head of Locality Partnerships

The report of the Head of Locality Partnerships informed Members of an update on the Champions Role Profile.

A copy of the Champions Role profile was appended to the report.  This had been drafted by a working group and ratified at a meeting of the Community Chair’s Forum.

Staff in the Localities Team were thanked for their work and involvement.  The concept behind the profile was to give more flesh to the bones of the Champions role and to enable closer work with the respective Executive Member.

RESOLVED – That the contents of the report and Champion Role be noted when making appointments to each of the themed Champions.

To receive and consider the attached report of the City Solicitor

The report of the City Solicitor asked Members to note the appointment of Councillor P Grahame as Chair of the Outer East Community Committee for the 2022/23 and also invited nominations to appointments for Outside Bodies, Housing Advisory Panels, Local Care Partnerships and Cluster Partnerships Nominations were also sought for the Corporate Parenting Board and for the themed Community Committee Champion roles.

RESOLVED –

(1)  That the appointment of Councillor Pauleen Grahame as Chair of the Outer East Community Committee for the 2022/23 Municipal Year be noted.

(2)  That the following appointments be made for the 2022/23 Municipal Year:

To receive and consider the attached report of the Head of Locality Partnerships

The report of the Head of Locality Partnerships provided the Community Committee with an update on the budget position for the Wellbeing Fund, Youth Activity Fund, Capital Budget as well as the Community Infrastructure Levy budget for 2022/23.

Bal Birdi, Senior Localities Officer presented the report.

The following was discussed:

·  Members were asked to approve the minimum conditions for making delegated decisions.  These conditions were outlined in paragraph 14 of the report.

·  There was £71,517.24 remaining in the Wellbeing Revenue budget.  A ward by ward breakdown was given.

·  Wellbeing projects for consideration.

·  Monitoring information of applications funded by the Committee – the WLAC OE Activity Programme was highlighted and had been a great success across all Outer East Wards.

·  Delegated Decisions taken since the last meeting.

·  Remaining balances in the Youth Activities Fund; Small Grants, Skips, Tasking, Capital and Community Infrasructure Levy budgets.

RESOLVED –

(1)  That the minimum conditions for delegated decisions as outlined in the report be approved.

(2)  That details of the Wellbeing budget position be noted.

(3)  That the following projects/ringfences be approved:

o  Small Grants - £4,000

o  Community Committee Public Engagement - £1,500

o  Tasking Team Initiative - £5,000

o  Skips for Community Clean Ups - £3,000

o  CCTV Monitoring Costs - £12,000

o  Christmas Lights Switch on Events, Motifs and Trees - £33,510

o  Youth Summit - £2,000

o  Grit Bin Refills (Cross Gates & Whinmoor) - £400

o  Grit Bin Refills (Garforth & Swillington) - £400

o  Grit Bin Refills (Kippax & Methley) - £1,200

o  Grit Bin Refills (Temple Newsam) - £600

o  Monthly Trips – Swarcliffe Good Neighbours Scheme - £2,000

To receive and consider the attached report of the Head of Locality Partnerships

The report of the Head of Locality Partnerships brought Members attention to work which the Communities Team was involved in based on priorities identified by the Community Committee.  It also provided opportunities for questioning or to request a more detailed report on a particular issue.

Members were also asked for nominations to the Community Committee Sub-Groups for the 2022/23 Municipal Year.

Bali Birdi, Senior Localities Officer presented the report.

The following was highlighted:

·  Children and Families – Members were informed of the Youth Activities Fund Consultation that had taken place and the priorities for 2022/23.  There would be a Youth Summit event on 25 October 2022 which would be a combined and hybrid event.  The Summit would be held in a location in the Temple Newsam ward and would inform the Youth Activity Spend for 2022/23.

·  Environment & Community Safety – Patrick Bird from the Leeds Anti-Social Behaviour Team addressed the Committee.  He reported that normal duties had returned following the pandemic and gave an update on activity in the Outer East Area.  Online consultation regarding a Public Spaces Protection Order regarding nuisance vehicles was due to commence.  The Committee also heard from a West Yorkshire Police representative. An update was given on crime figures in the Outer East area.  There had been an increase in acquisitive crimes across the area and Leeds as a whole and a reduction in anti-social behaviour.  Further operational work had included speed checks and tackling knife crime.

·  Cleaner Neighbourhoods – there had been some difficulties across the service due to staff absences and Members expressed thanks for work that had been carried out where concerns had been raised.

·  Housing – Tom O’Connell, Area Housing Manager addressed the Committee.  Updates were given on the waiting lists and properties let over the past year.  Demand for housing remained high and there were challenges with hard to let properties and also growing concern with income collection due to the cost of living crisis.  Members expressed their thanks to Housing for their work in supporting residents.

·  Youth Service – Denise Kempton and Deeta Tren-Humphries updated the Committee on Youth Service provision across Outer Leeds.  Issues highlighted included the forthcoming summer programmes, activity days, the re-opening of youth clubs following the pandemic, Youth Summit and consultation with young people, anti-social behaviour diversionary work and recruitment for new Youth Workers.  Members thanked Denise and Deeta for their work in the Outer East Area.

·  Attention was also brought to the Community Engagement Forums and Social Media update.

To receive and consider the attached report of the Head of Locality Partnerships

The report of the Head of Locality Partnerships provided the Outer East Community Committee with an update on the Youth Activity Fund Consultation with children and young people.  The consultation aimed to inform the Community Committee’s Youth Activity Fund spending for the 2022/23 financial year.

The report also provided background and context on the decision not to hold a Youth Summit in 2021/22 and the challenges that had been presented as a result of the pandemic.

Bali Birdi, Senior Localities Officer had informed the Committee of the future Youth Summit proposals during the Community Committee Update Report.

RESOLVED – That the following be noted:

(1) Reflections from the last 12 months during the pandemic (paragraphs 10 – 13).

(2)  Details of the Youth Activity Fund consultation survey (paragraphs 14 - 20).

(3) That the Youth Activity Fund survey informs the Community Committee’s Youth Activity Fund for 2022/23.

(4) That any projects funded by the Community Committee from the Youth Activity Fund focus on the themes and activity priorities identified in the Youth Activity Fund Consultation Survey.

(5) That options are explored for a physical Youth Summit in the next municipal year, 2022/23. This will inform the Youth Activity Fund spend for 2023/24.

The Chair announced that this would be the last meeting for Bali Birdi in her role as Senior Localities Officer for the Outer East Community Committee.  The Chair thanked Bali for all her hard work and contribution on behalf of the Committee.  Bali was presented with a bouquet of flowers.
