Exempt Information - Possible Exclusion of the Press and Public

1 To highlight reports or appendices which officers have identified as containing exempt information within the meaning of Section 100I of the Local Government Act 1972, and where officers consider that the public interest in maintaining the exemption outweighs the public interest in disclosing the information, for the reasons outlined in the report.

 

2 To consider whether or not to accept the officers recommendation in respect of the above information.

 

3 If the recommendation is accepted, to formally pass the following resolution:-

 

RESOLVED – That, in accordance with Regulation 4 of The Local Authorities (Executive Arrangements) (Meetings and Access to Information) (England) Regulations 2012 or Section 100A(4) of the Local Government Act 1972 as appropriate, the public be excluded from the meeting during consideration of those parts of the agenda designated as containing exempt information on the grounds that it is likely, in view of the nature of the business to be transacted or the nature of the proceedings, that if members of the press and public were present there would be disclosure to them of exempt information, as follows:-‘

There were no formal late items. However, there was supplementary information in relation to Agenda Item 10 - Inner West Community Committee - Finance Report and Agenda Item 11 – Inner West Community Committee Update Report.

19.

Open Forum / Community Forums

In accordance with Paragraphs 4.16 and 4.17 of the Community Committee Procedure Rules, at the discretion of the Chair a period of up to 10 minutes may be allocated at each ordinary meeting for members of the public to make representations or to ask questions on matters within the terms of reference of the Community Committee. This period of time may be extended at the discretion of the Chair. No member of the public shall speak for more than three minutes in the Open Forum, except by permission of the Chair.

Minutes:

In accordance with the Community Committee Procedure Rules, the Chair allowed a period of up to 10 minutes for members to make representations or ask questions within the terms of reference of the Community Committee.

 

A resident of Armley addressed the Community Committee and raised concerns in relation to 10 stone steps on Canal Road which required some form of handrails. She had attended the March 2023 meeting to raise the same concern, however, this work had not been done.

 

The Chair advised the resident that the Highways Team had been informed of the request and it would be followed up.

 

The Inner West Youth Committee were also in attendance for this item.

 

The Advanced Youth Work Practitioner had brought along two young people, Charley from Kirkstall and Harvey from Bramley.

 

Charley and Harvey informed the Community Committee about the activities they had been involved with over the last few months. These included a Clip and Climb Team Building at the end of May, a Youth Committee meeting where they had discussed the local councillors and what they do for the areas of the Inner West, visited Kirkstall Valley Development Trust in July, and attended the Barca Bramley Fun Day in August.

 

As part of the Barca Bramley Fun Day they had undertaken a short survey with 27 young people to find out the views of young people in the Inner West area. The Community Committee were provided with information from the survey, and it was noted that this information would be sent to the local councillors.

The survey had asked the young people about:

·  How satisfied were they with the area they lived in.

·  How clean the area was.

·  What things there were to do in the area.

·  Anti-social behaviour

·  Racism

·  Cost of Living

·  Recycling

 

At the end of the presentation the Community Committee gave a round of applause and thanked Charley and Harvey for speaking so well.

 

Responding to questions from the Community Committee members, Charley and Harvey provided the following information:

·  Charley said that he enjoyed walks in Hawksworth Woods, but there was an issue with litter and dog poo. This was noted.It was suggested by the young people that more litter bins could be provided. The Councillors said it would be useful if the young people were able to let them know where the bins were most needed.

·  The Bramley & Stanningley Councillors had met Harvey before and said he was an inspiration to the young people of Bramley with his help at the Bramley Care Bears. He was also asked which events he had most enjoyed and what he would like to see more of. In response he said he had enjoyed the events put on by Barca and he would like more green spaces and parks.

The report of the City Solicitor invites Members to give consideration to appointing co-optees to the Community Committee for the duration of the 2023/24 municipal year.

The report of the City Solicitor invited Members to consider appointing co-optees to the Community Committee for the duration of the 2023/24 municipal year.

 

The report had requested Members to consider the following people as co-opted members:

Armley Ward

·  Lorraine Cooper

·  Rhea Bentley

·  Mark Rollinson

·  Gael Impiazzi

Kirkstall Ward

·  Tamsin MacDonald

 

Members were informed that prior to the meeting Gael Impiazzi had withdrawn her nomination. However, there were still 3 nominations for the Armley Ward to be considered. It was noted that at the previous meeting held in July, Catherine Hyde had been appointed as a co-opted member for Armley.

 

Members were reminded that at a previous meeting the Members had made the decision to co-opt 3 members for each of the wards represented in the Community Committee area. At the Chairs Brief it had been suggested that each of the Armley nominations be asked to provide a brief background on themselves to assist Members decisions on who to appoint given the unusual high numbers for nomination to one ward.

 

The 3 remaining Armley nominees gave a short background on themselves.

 

The Chair suggested that given the unusual position of having more nominations for co-pted members for Armley than had been previously agreed and the fact that one person had withdrawn their nomination, with the agreement of the other Community Committee Members, Armley should appoint 4 co-opted members on this occasion.

 

The Community Committee were in approval of this suggestion.

The report of the Head of Locality Partnerships provides the Community Committee with an update on the budget position for the Wellbeing Fund, Youth Activity Fund, Capital Budget, as well as the Community Infrastructure Levy Budget for 2023/24.

The report of the Head of Locality Partnerships provided the Community Committee with an update on the budget position for the Wellbeing Fund, Youth Activity Fund, Capital Budget, as well as the Community Infrastructure Levy Budget for 2023/24.

 

The Locality Officer presented the report informing the Committee of the following points:

·  There was currently a remaining balance of £39,096.63. A full breakdown of the projects was listed in Table 1.

·  Members were asked to consider the projects listed in the submitted report at Paragraphs 21 to 27. At this point in the meeting Cllr Gruen declared an interest in the application for Bramley Basketball @ Leeds West Academy as she is on the Board of Governors for this academy.

·  Members were advised that since the last meeting on 4th July the following projects had been approved via delegated decision:

o  Kirkstall Christmas Lights – Leeds Lights - £3,057.00

o  Community Events in Armey and Gotts Park Top up – Friends of Armley and Gott’s Park - £531.00

o  Litter Bins for Bramley – LCC Cleaner Neighbourhoods Team - £2,490.10

o  Armley Extravaganza – New Wortley Residents Association - £1,000.00

o  Bramley Christmas Tree – LCC Forestry - £1,330.00

o  LS12 Creative – Inner West - £1,978.40

·  It was noted that 1 project had been declined – as at Paragraph 29

·  Members were advised that monitoring information would be provided at the next meeting.

·  The Community Committee was advised there was a remaining balance of £27,379.87.12 in the Youth Activity Fund. A total of £48,944.88 had been allocated to projects, as listed in Table 2.

·  Table 3 in the submitted report showed the Small Grants allocations and Table 4 provided a list of the Skips provided by the Committee.

·  A capital budget of £12,739.03 is available to spend. Members were asked to note the capital allocation summarised in Table 5.

·  Table 6 provided information on Community Infrastructure Levy (CIL), and it was noted there was currently a remaining balance of £98,350.

 

Members were advised of the following points in consideration of the projects listed at Paragraphs 21-27:

·  Cllr Gruen had negotiated a reduced amount for the Bramley Lantern Parade from £2,000 to £1,600.

·  The Inner West Youth Summit was the same price as last year and included food.

 

Members discussions included:

·  Cost of painting at the Bramley Falls Park Playground.

·  An email had been received in relation to Christmas Tree prices. It was noted that the email should be provided to the Locality Officer who would deal with this issue.

·  Cllrs McKenna and Parnham had visited LS12 Creative in Armley and had been impressed with the work of the group. He wished to put forward a project from this group for the Wythers estate.

·  Kirkstall Ward Members informed the Committee of a highways scheme for the Kirkstall area in relation to parking at Kepstorn Close. The Locality Officer presented the report informing the Committee of the following points:

·  The employment figures for the Inner West were provided at Paragraph 10 of the report. It was noted that these figures were presented to the Community Committee every six months.

·  The Armley Festival would be taking place on Armley Moor on Saturday 9th September 2023.

 

Members discussions included:

·  Armley Prison had given permission to install some play equipment at Oak Road Recreation Ground (known locally as Jailey Field). Discussions were taking place to look at funding. It was noted that permission had been sought as the area abuts the prison walls.

·  It was noted that the Children and Young Person Sub-Group had met to discuss invitations to a future meeting of services as listed in the submitted report to address concerns raised by young people who had attended the Youth Summit.

·  Members were requested to advocate events in the ward for Bonfire Night.

·  SEND Next Choices Event had taken place in June. Cllr Hinchcliffe said he would arrange for a members’ briefing session on this event.

·  Cllr Ritchie thanked the local housing officers for their help and work during the recent estate action day in Bramley to remove unwanted items from gardens.

 

It was suggested by one of the co-opted members that future update reports could include details in relation to how successful events in the area have been, and information on action days and how much was removed.

 

It was noted that on this occasion 31 people attended the Community Committee.
