Appeals Against Refusal of Inspection of Documents

18.

Exempt Information - Possible Exclusion of the Press and Public

1 To highlight reports or appendices which officers have identified as containing exempt information within the meaning of Section 100I of the Local Government Act 1972, and where officers consider that the public interest in maintaining the exemption outweighs the public interest in disclosing the information, for the reasons outlined in the report.

 

2 To consider whether or not to accept the officers recommendation in respect of the above information.

 

3 If the recommendation is accepted, to formally pass the following resolution:-

 

RESOLVED – That, in accordance with Regulation 4 of The Local Authorities (Executive Arrangements) (Meetings and Access to Information) (England) Regulations 2012 or Section 100A(4) of the Local Government Act 1972 as appropriate, the public be excluded from the meeting during consideration of those parts of the agenda designated as containing exempt information on the grounds that it is likely, in view of the nature of the business to be transacted or the nature of the proceedings, that if members of the press and public were present there would be disclosure to them of exempt information, as follows:-‘

Declarations of Disclosable Pecuniary Interests

Apologies for absence were received from Councillors Cunningham and Illingworth, and Gemma Graham, Co-optee for Bramley and Stanningley.

 

 

22.

Open Forum / Community Forums

In accordance with Paragraphs 4.16 and 4.17 of the Community Committee Procedure Rules, at the discretion of the Chair a period of up to 10 minutes may be allocated at each ordinary meeting for members of the public to make representations or to ask questions on matters within the terms of reference of the Community Committee.  This period of time may be extended at the discretion of the Chair.  No member of the public shall speak for more than three minutes in the Open Forum, except by permission of the Chair.

Minutes:

In accordance with Paragraphs 4.16 and 4.17 of the Community Committee Procedure Rules, the Chair allocated time for Mr Richard Warren a member of the public to make representation to the Community Committee.

 

Mr Warren informed the Community Committee that he organised running, walking and cycling clubs in the local area including Wellington Pacers and Farsley Flyers. Mr Warren explained that he also organised running for parents at local schools after they had dropped their children off at the school gates. He said that getting parents involved with activities was a way of getting children involved in exercise and in community events.

 

Mr Warren also organises healthy walks and history walks in the local area and is a part of lovetoride.net, He is a part of voluntary groups which support Farsley Festival and the Friends of Farsley Rehoboth Burial Ground who are working to clean up the cemetery.

 

Mr Warren informed the Committee that his background was in I.T. and was able to provide technical support for websites to promote new clubs.

 

The Chair thanked Mr Warren for his contribution to the meeting.

Matters Arising

Minutes:

Members were informed that in relation to Minute 9 – Appointments to Outside Bodies the Local Care Partnerships (LCP’s) where now looking to appoint Members from Community Committees where boundaries crossed. Inner West were asked to consider appointing a Bramley/ Stanningley Ward Member to the Pudsey LCP. Members decided to consider this outside the meeting and agree an appointment at the next Community Committee meeting.

 

The Chair invited Members to consider how the wards should spend Community Infrastructure Levy (CIL) money for the next meeting.

 

The Chair suggested that, as part of the Environmental Champion’s role and given the Council’s focus on Climate Emergency, the Community Committee might consider an action day in each ward once a year. Members were of the view that this was a good idea and the Environmental Champions, Councillors Illingworth and Smart were asked to look at arranging this.

 

Members discussed the Inner West Youth Summit and it was requested that Members make contact with the schools in their wards, to encourage their participation in the event.

 

Members noted that the Community Committee Facebook page had increased its followers to 817.

 

The Chair provided an update on Burley Road saying that the requested report had not been finished in time for the September meeting, therefore officers would be updating Kirkstall Members at a later date. The Chair extended the invite to all Members to attend if they so wished, and would provide the date when known.

The report of the Director of Public Health provides the Community Committee with an update on the progress made in relation to “Making Leeds a More Active City”.

Minutes:

The report of the Director of Public Health updated the Community Committee on the progress made in relation to ‘Making Leeds a more active city’.

 

The report also provided an overview of ‘Get Set Leeds’ and the promotion of the city wide conversation. Members received a presentation and were informed of the following points:

  • The aim of the Council is to make Leeds the most active city in the UK;
  • The ‘Get Set Leeds’ agenda links into the Climate Emergency agenda promoting healthy eating and exercise;
  • Engaging families is key to the success of this agenda looking at a whole lives approach;
  • To change behaviours to activity and eating to reduce diabetes, cancers, cardio vascular disease, and promote physical and mental benefits and improve life during old age;
  • Explained the 5 stage approach which the team are working to as listed in 3.15 of the submitted report with timescales that cover the next 12 months;
  • Want to attend local groups and work with the community to see what is wanted by the local community;
  • Get Set Leeds is targeted at ages 14 years and upwards;
  • Working with Sports England to promote this agenda;
  • Data from the survey will be analysed by Leeds Beckett University.

 

Discussions at the Community Committee included the following points:

  • Connection between mental health and physical activity;
  • Initiative just launched call ‘Active Imagination’ for pre-school children;
  • The need to engage with all the community;
  • Need to identify those who are already active in communities and engage with and support them;
  • Try to address issues where funding is linked to performance, so small groups and activities that are not as popular don’t lose out on funding.

 

RESOLVED – To:

  • Note the content of the report;
  • Champion the ‘Get Set Leeds’ conversation and the completion of the online survey: getsetleeds.co.uk;
  • Spread the word across networks and communities encouraging people to join the conversation;
  • Share social media posts and links to promotional video and online survey.

To receive the report of the Head of Sustainable Energy and Air Quality which provides Community Committee with a background on the Climate Emergency and on-going work on air quality.

Minutes:

The Community Committee received a presentation which provided background on the Climate Emergency and on-going work on air quality.

 

Members were informed of the following points:

  • In March 2019 the Council declared a Climate Emergency with the target to work towards net zero by 2030 for the whole city;
  • As part of the climate emergency the Council has committed to undertake a city conversation to include residents, public sector, businesses and the third sector;
  • The team have attended events such as breeze, Pride and Chapeltown Carnival, these events have been used to engage with communities;
  • It was noted that there had been a 9% response rate to the questionnaire from this area;
  • Alongside climate change the Council is also focusing on increasing biodiversity across the city with planting schemes, and a more relaxed approach to mowing to encourage nature;
  • Introduction of the Clean Air Zone to improve the air quality through a number of measures including ‘scoot to school’ scheme, anti-idling campaign, roll out of charge points, changes in the council fleet vehicles to a more green fleet;
  • The campaign is working with the World Wildlife Fund to see how the carbon footprint of Leeds compares with other cities;
  • The campaign looks to focus on biodiversity, food what we eat and where it comes from, making homes more energy efficient, reducing food waste, and recycling, reusing and repairing;
  • Promotion of traffic free days.

 

The Committee Community discussed the following points:

·  Population growth  in relation to climate change;

·  Planning section 215 notices to assist with biodiversity;

·  Air travel including; emissions, use of bio fuel, frequent flying taxation;

·  The need to make recycling businesses and recycled products more accessible;

·  More information on where to buy recycled goods;

·  How to engage with people in more deprived areas of Leeds;

·  Need to engage with residents associations, private landlords, local forums;

·  Work with public transport to improve services and get more people to use it;

·  Electric vehicles;

·  Work together with local communities to respect the area they live and encourage involvement in community action days, car free days, play streets.

 

RESOLVED – To:

  • Receive the presentation and to offer any feedback;
  • Provide feedback on the best way to engage with the local community, including potential to link to the youth summit;
  • Highlight any locations in the area where there is scope to increase biodiversity;
  • Highlight any areas where idling is an issue and where the promotional banners could be used to best effect;
  • Identify any schools that may be interested in hosting car free days;
  • Identify any areas that may be interested in participating in a rolling programme of car free days in 2020.

To consider the report of the Head of Stronger Communities which provides the Community Committee with an update on the budget position for the Wellbeing Fund, Youth Activity Fund, Capital Budget, as well as the Community Infrastructure Levy Budget for 2019/20.

Minutes:

The Head of Stronger Communities report provided the Community Committee with an update on the budget position for the Wellbeing Fund, Youth Activity Fund, Capital Budget, as well as the Community Infrastructure Levy Budget for 2019/20.

 

Members’ attention was drawn to the tables within the submitted report which provided a list of projects that have been funded and the remaining balances.

 

Members were requested to give consideration to projects listed from point 20 – 27 of the submitted report.

 

Members noted the Delegated Decisions listed at point 28. It was noted that the approval of the funding for the Portable Defibrillator for Armley Helping Hands had not yet been communicated to the group. The Communities Team were to look into this.

 

The report also contained monitoring information on the Kirkstall Festival which had been supported by the Inner West Community Committee.

The Head of Stronger Communities provided the Inner West Community Committee with an update on the Workshops and Engagement from the Communities Team for 2019/20.

 

Members were advised that the next Community Committee on 27th November 2019, will focus on Education with invites being sent out to the Head teachers of all the High Schools in the Inner West area. Members were informed that the workshop also to be held on 27th November 2019 would be on Road Safety.

 

It was suggested that future environmental actions days should be included in the Forward Plan.

It was noted that the Employment Forums Chaired by Cllr. Pryor had yet to be re-established.
