Declaration of Disclosable Pecuniary Interests

Apologies for absence were submitted on behalf of Councillors J Chapman, C Towler and J Walker.

 

 

23.

Open Forum

In accordance with paragraphs 4.16 and 4.17 of the Community Committee Procedure Rules, at the discretion of the Chair a period of up to 10 minutes may be allocated at each ordinary meeting for members of the public to make representations or to ask questions on matters within the terms of reference of the Community Committee.  This period of time may be extended at the discretion of the Chair.  No member of the public shall speak for more than three minutes in the Open Forum, except by permission of the Chair.

 

Minutes:

In accordance with the Community Committee Procedure Rules, the Chair allowed a period of up to 10 minutes for members of the public to make representations or ask questions on matters within the terms of reference of the Community Committee.

 

With regard to the funding given by the Community Committee in previous years towards the provision of wardens at Woodhouse Moor, Members were urged to once again provide funding.  The Committee was informed of the success of this scheme since 2010.  It was reported that a bid for funding was expected.

 

Victoria Gardens development – it was reported that work had been starting on this site from 7.00 a.m. when conditions to the planning application had stipulated that works should not commence till 8.00 a.m. to prevent noise and disturbance to residents.  Concern was also raised about a proposed planning application which sought to increase the number of bedrooms at an existing student property on Ash Grove.  It was agreed to raise these matters with Planning.

 

Littlewood House Neighbourhood Planning – the interim forum was currently carrying out public consultation and there was due to be a public meeting in March 2016.  There was some concern that due to ward boundaries part of the area was overlooked.  It was suggested that Members from City and Hunslet ward be invited to the meeting in March.

 

 Problems with parking around the Woodsley Road Community Centre area.  This was an ongoing situation and it was suggested that officers from Highways and Parking Services be invited to a future meeting.

 

Rosebank Millennium Site – it was reported that paths on the site were falling into disrepair and Members were asked for support regarding an application for Section 106 monies to carry out necessary repairs.

Environmental Services - Update and Service Agreement for 2015/16 pdf icon PDF 324 KB

To receive and consider the attached report of the Locality Manager – Environmental Action Services

The report of the Locality Manager, Environmental Action Service presented for approval, a new Service Agreement between the Committee and the Environmental Action Service to help maintain clean and tidy neighbourhoods across the Inner North West Area,

 

The proposed framework had been discussed at the Environmental Sub-Group with a recommendation to approve the Service Agreement and further develop the ‘plans on a page’ for each Ward through Ward Member meetings and for the Sub-Group to oversee on behalf of the Community Committee.

 

Further issues highlighted in the report included the following:

 

·  The existing Service Agreement

·  The delivery model based on a zonal team approach

·  The full list of functions delivered by the Locality Team.

 

RESOLVED –

 

(1)  That the Service Agreement for the 2015/16 municipal year be approved.

(2)  That the responsibility to oversee the development and delivery pof the agreement and the associated ‘plans on a page’ be delegated to the Environmental Sub-Group with input through Ward Members and Sub-Group meetings.

The report of the West North West Area Leader provided the Community Committee with an update on the budget position for the Wellbeing Fund for 2015/16 and the current position of the small grants and skips pots,

 

The report also provided an update on the Youth Activity Fund.

 

Members’ attention was brought to an application for funding for landscaping and environmental improvements at Lovell Park Flats.  It was reported that some funding had been secured through the Housing Advisory Panel and Members discussed other sources of funding that may be available.  Works to be carried out included improvements to car parking and ramps.

 

Further issues discussed included other projects that had been awarded wellbeing funds and the next commissioning round for Youth Activities funds.  Members were informed that further applications for Youth Activities Funds were still being sought.

 

RESOLVED –

 

(1)  That the current budget position for the wellbeing fund for 2015/16 be noted.

(2)  That the current position of the Youth Activity Fund and those projects supported to date through this be noted.

(3)  That the project monitoing document be noted.

(4)  That funding of £10,000 for the Lovell Park Flats environmental improvements be approved subject to match funding.

The report of the West North West Area Leader provided Members with a summary of recent sub-group business as a well as a general update on other project activity.

 

Copies of the Little London and Hyde Park Neighbourhood Plans were attached to the report.  These had recently being approved by the General Purposes Sub-Group.  Members were informed that updated exam result information would be available in January 2015.

 

Further issues highlighted included the following:

 

·  Community Centre free lettings.

·  Update from the Inner North West Housing Advisory Panel.

·  The General Purposes Sub-Group would met on an ad hoc basis.

·  The Inner North West Community Committee newsletter.

 

RESOLVED –

 

(1)  That key messages from Sub-Groups be noted and actioned as appropriate.

(2)  That the neighbourhood improvement plans for Hyde Park and Little London be approved.

(3)  That the update from the Inner North West Housing Advisory Panel be noted.

(4)  That the area update newsletter be approved for distribution to appropriate locations in the Inner North West Area.
