Open Forum

In accordance with paragraphs 4.16 and 4.17 of the Community Committee Procedure Rules, at the discretion of the Chair a period of up to 10 minutes may be allocated at each ordinary meeting for members of the public to make representations or to ask questions on matters within the terms of reference of the Community Committee.  This period of time may be extended at the discretion of the Chair.  No member of the public shall speak for more than three minutes in the Open Forum, except by permission of the Chair.

 

Minutes:

In accordance with the Community Committee Procedure Rules, the Chair allowed a period of up to 10 minutes for members of the public to make representations or ask questions within the terms of reference of the Community Committee.  The following was discussed:

 

Concern was raised regarding damage to grass caused by barbecues on Woodhouse Moor.  This had happened earlier in the year before regular park patrols had commenced.  It was felt that improved and increased signage would help to prevent this.

 

Thanks were expressed to the Noise Nuisance and Anti-Social Behaviour Teams for their work in tackling problems with house parties that had been held in the Headingley and Hyde Park areas.  Further discussion regarding this included Police involvement and difficulties contacting the Police.  It was felt that further work with the Universities and Landlords would be beneficial.  It was suggested that Members meet with LASBT, West Yorkshire Police and residents before freshers week.

The report of the Chief Officer, Health Partnerships Team provided the Community Committee with an update on the progress made in actions contained within the Leeds Health and Care Plan following previous engagement with Community Committees.

 

It also provided a summary of progress made in implementing the emerging Local Care Partnerships (LCPs); an outline of the rationale for refreshing the Leeds Plan and the information required to appoint Elected Members to LCPs.

 

Paul Bollom, Head of Leeds Health and Care Partnership and Jim Barwick, Leeds GP Confederation were in attendance for this item.

 

The Committee was given a presentation.  The following was highlighted:

 

·  Move to a social model of health care with involvement of community, friends and families.  Also a focus on exercise.

·  Video presentation – giving people the tools and techniques to live as independently as possible.

·  Bringing communities together.

·  Overview of the Leeds Health and Wellbeing Strategy.

·  The Leeds Health and Care Plan and its impact to date.

·  Involvement of Elected Members.

·  Role of the Local Care Partnerships.

·  Health information for Inner North West Leeds.

 

In response to Members comments and questions, the following was discussed:

 

·  There was an increase in the number of people wishing to live independently.  There was some concern about support for people who did not have family and friends to support them.  The role of neighbourhood networks, voluntary sector and use of IT and digital technology was discussed.

·  Refresh of the Leeds Plan – There would be a focus on prevention, support for independent living and to be a mentally healthy city.

·  The new GP contract

·  Funding for Primary Care networks to help people live independently at home.

·  Social prescribing and raising GP awareness of services available.

·  Greenspace, leisure facilities and health activities.

 

RESOLVED –

 

(1)  That the overall progress in the delivery of the Leeds Health and Care Plan be noted.

(2)  That Elected Member appointment on LCPs be deferred to the next meeting of the Inner North West Community Committee.

(3)  That the local priorities to inform th refresh of the Leeds Health and Care Plan be noted.

Minutes:

The report of the City Solicitor invited the Community Committee to make appointments to outside bodies, the Corporate Carer’s Group, Community Committee Champions and Children’s Services Cluster Partnerships.  Members were also asked to note the appointment of Councillor J Akhtar as Chair of the Community Committee for the 2019/20 Municipal Year.

 

With regard to the request for representation on the Leeds Bradford Airport Consultative Committee it was reported that this would be considered at the meeting of Member Management Committee to be held on 28 June 2019.  Members would be updated in due course.

The report of the Chief Officer, Housing Management sought Ward Councillor nominations from the Community Committee to the Inner North West Housing Advisory Panel (HAP).

 

It was reported that up to one Member from each Ward could be nominated.

Minutes:

The report of the West North West Area Leader set out the roles of the Inner North West Community Committee Sub Groups and sought nominations for Chairs to the sub groups. 

 

With regard to the Planning Sub-Group it was reported that this had been meeting on an ad-hoc basis and contact would be made with Kirkstall Ward Members regarding future meetings.  It was agreed to include this in the Forward Plan.

9.

Minutes:

The report of the Area Leader provided the Community Committee with an update on the budget position for the Wellbeing Fund, Youth Activity Fund, Capital Budget and The Community Infrastructure Levy (CIL) Budget for 2019/20.

 

Key discussion included the following:

 

·  Members were asked to review and agree the minimum conditions for delegated decisions to be taken in between meetings.

·  CIL monies and how these would be distributed.

·  Remaining budgets – it was reported that there was a £4,000 underspend to be returned to the Wellbeing Revenue Budget.

 

RESOLVED –

 

(1)  That details of the Wellbeing Budget be noted.

(2)  That monitoring information of funded projects be noted.

(3)  That details of the Youth Activities Fun (YAF) position be noted.

(4)  That details of the Small Grants & Skips budget be noted.

(5)  That details of the Capital Budget be noted.

(6)  That the minimum conditions as outlined in paragraph 13 be approved.

The report of the Area Leader brought Members’ attention to an update of the work which the Communities Team was engaged in based on priorities identified by the Community Committee.  It provided opportunity for further questioning or to request a more detailed report on a particular issue.

 

Key issues highlighted included the following:

 

·  Young People’s consultation for Youth Activity Funds.

·  Environment – Action plan for student changeover.  A response was still awaited from the universities with regard to Community Clean ups.

·  Community Safety update.

·  Housing Advisory Panel Update.

·  Public Health Update.

·  Update from the Leeds Anti-Social Behaviour Team.

·  Social Media update.

·  Christmas lights provision.

 

RESOLVED – That the report be noted.

Minutes:

The Report of the Area Leader introduced the Inner North West Community Committee Forward Plan for 2019/20.  It detailed the Community Committee meeting dates and set out workshop themes as well as providing an update on engagement with local communities.

 

It also highlighted the role of the Community Committee Champions and the work of the Community Committee and associated delegations which are managed through the sub group structure.

 

Key issues discussed included the following:

 

·  Future workshops including the Youth Summit and a Community Heroes event.

·  Providing support for community groups in terms of venues and how the Community Committee could support them.

·  Arranging a further meeting with Police representatives and the Anti-Social Behaviour Team.

 

RESOLVED – That the report be noted.
