Declarations for this meeting are referred to in minute 59 of the earlier meeting.

Government Targets for New Housing

This Council notes with great concern the revised figures that the Government is proposing for housing numbers across West Yorkshire and particularly Leeds.  This Council believes that the figures now being proposed by the Government for the City are unsustainable and unattainable. 

 

The Council resolves:

 

(a)  to do everything it can to protect greenbelt and greenfield sites around the city

(b)  to point out to the Government that their proposals would lead to unsustainable development

(c)  to inform the Government that the numbers required would lead to a very damaging effect on the Council’s own regeneration initiatives in the EASEL, Swarcliffe, West Leeds Gateway and other areas of the city.

 

In conclusion this Council resolves to strongly oppose the new housing allocation figures and calls upon all Leeds’ Members of Parliament to support the Council in this action.

Minutes:

It was moved by Councillor A Carter seconded by Councillor Golton

 

That this Council notes with great concern the revised figures that the Government is proposing for housing numbers across West Yorkshire and particularly Leeds.  This Council believes that the figures now being proposed by the Government for the City are unsustainable and unattainable. 

 

The Council resolves:

 

(a)  to do everything it can to protect greenbelt and greenfield sites around the city

 

(b)  to point out to the Government that their proposals would lead to unsustainable development

 

(c)  to inform the Government that the numbers required would lead to a very damaging effect on the Council’s own regeneration initiatives in the EASEL, Swarcliffe, West Leeds Gateway and other areas of the city.

 

In conclusion this Council resolves to strongly oppose the new housing allocation figures and calls upon all Leeds’ Members of Parliament to support the Council in this action.

 

An amendment was moved by Councillor R Lewis seconded by Councillor Blake

 

Delete all after this council and replace with

 

notes the revised targets that the Government is proposing for housing numbers across West Yorkshire and particularly Leeds and agrees with the Yorkshire and Humberside Assembly that these should not come into force until 2011 and should be achieved through the application of the sequential approach to planning applications. This Council believes that there is a housing crisis in Leeds and recognises that there is an urgent need for the provision of more houses.

 

Therefore the Council resolves:

 

a)  to do everything it can to protect greenbelt and greenfield sites around the city

b)  to address the issue of void properties across all tenures

c)  to take advantage of its local housing company to deliver new council and affordable housing across the city

d)  to press for the inclusion of ‘windfall sites’ in the figures for Leeds

 

The amendment was lost and upon the motion being put to the vote it was

 

RESOLVED UNANIMOUSLY -  That this Council notes with great concern the revised figures that the Government is proposing for housing numbers across West Yorkshire and particularly Leeds.  This Council believes that the figures now being proposed by the Government for the City are unsustainable and unattainable. 

 

The Council resolves:

 

(a)  to do everything it can to protect greenbelt and greenfield sites around the city

 

(b)  to point out to the Government that their proposals would lead to unsustainable development
